Irrigation Sector During the 10th Plan period, the States have projected creation of an additional irrigation potential (major, medium and minor) of 16.743 m.ha. with an outlay of Rs. 84,734.64 crore. Source : www.planningcommission.nic.in The Indian Scheduled Commercial Banks are under an obligation to lend at least 40% of their aggregate loans to the priority sectors and within the overall target for priority sector at 40%,these banks have to observe a target of 18% for agriculture sub-sector. Road Sector A Committee on Infrastructure headed by the Hon’ble Prime Minister has proposed a massive infrastructure development programme for the next 7 years The programme envisages an investment of Rs.1,72,000 crore on following developmental projects:   (i)  Completion of GQ and EW-NS corridors   (ii)  4-laning of 10,000 km under NHDP Phase-III (iii) 2-laning with paved shoulders of 20,000 km of National Highways under NHDP Phase-IV (iv) Augmenting highways in North East under  Special Accelerated Programme

  28. Railway Line The total arrears of track renewal at the beginning of the Tenth Plan 2002-07 and including those arising during the Tenth Plan would be 34,990 km. Indian Railways is taking up construction of new lines under cost-sharing arrangement and through the SPV route in association with the State Governments. Source : www.planningcommission.nic.in As against 662 km. of new lines completed in the Ninth Plan, a total of 1310 km of new lines are expected to be completed during the Tenth Plan period which will give connectivity to some mineral rich areas, ports and strategic areas. The thrust would be on completing the works that provide connectivity to ports/industry and those projects which enhance the capacity of saturated sections and remove bottlenecks in the movement of traffic. A total of 2365 km. of gauge conversion is planned during the Tenth Plan period as against 2103 km. converted to broad gauge during the Ninth Plan period.

  29. Railway Line Annual Plan 2005-06 Plan outlay Rs 15,349 cr, consisting of Rs 7230.81 cr from General Exchequer (including Rs 2699 cr from SRSF and Rs 710.81 from Central Road Fund). Rs 4718.19 cr from internal resources Rs 3400 cr through market borrowings. In addition, Railways allowed access to extra budgetary resources to the extent of Rs. 3000 cr for financially viable schemes on a projectised basis. Thrust on throughput enhancement works, safety and development. Additional funds to the tune of Rs. 1365 cr for national projects in J&K/NE Region and Rs. 358 cr for RVNL works to be released during the course of the year. Appropriation to Development Fund raised significantly for making available adequate funds for throughput enhancement works including traffic facility works.

  33. Tunnels The company is capable of executing any type and any size tunnels used for roadway,railways and micro tunneling work. The work includes the following : - GPS survey, - Location of entry and exit point and ventilation shaft - Construction of Portals and Gabion structures - Cut & cover - Earthwork in excavation with conventional method of drilling and blasting & special technique inducting Road header technology. - Design of blasting pattern and selection of blasting material. - Drilling of Probe-holes - Design, fabrication and erection of steel supports - Design, Fabrication and fixing of rock bolts including drilling and fixing with resin and cement capsules.

  39. Mining Sector • An outlay of Rs. 9458 crore has been allocated for the Tenth Plan of which Rs 8187 crore is to be financed through IEBR and remaining Rs 1271 crore will be the gross budgetary support. TENTH PLAN STRATEGY : Tenth Plan objective of faster development of an internationally competitive mining sector must revolve around cost-effective mineral exploration and development with the state-of-the-art exploration technologies through promoting private investment in both mineral exploration and creating new mining capacities. The GSI and the State Directorates of Geology and Mining will have to continue working for the assessment and augmentation of mineral resources, particularly for the generation of basic geological data, understanding the process of ore genesis, regional surveys, specialised and focused geological studies, etc. including search for minerals in the off-shore areas, continental shelf and maritime zone. At the same time, private sector investment, including FDI, will have to be encouraged for detailed exploration.

  41. Environment Sector • The Ministry of Environment and Forests has set deadlines for cities to establish suitable waste processing, disposal and landfill facilities. Municipalities across the country are in the process of privatizing different aspects of solid waste management to reduce the cost incurred in providing these services and to improve the overall efficiency. Waste-to-energy projects have been initiated with different arrangements for setting up and operating these facilities involving the private sector and local bodies. • Private sector participation (PSP) in solid waste management offers several advantages, the first of which is cost saving, closely related to improvement in efficiency and effectiveness of services. PSP also encourages new technologies and reduces establishment costs. In India, the cities of Navi Mumbai, Hyderabad, Surat and Rajkot have experimented with PSP in various aspects of SWM with encouraging results (TCGI and PADCO, 2001).

  42. Environment Sector Common Effluent Treatment Plants (CETPs) Objectives: The Ministry has undertaken a Centrally Sponsored Scheme for enabling the small scale industries (SSI) to set-up Common Effluent Treatment Plants (CETP) in the country. The SSIs are polluting the environment through their effluents but some of them are unable to afford installation of pollution control equipment. In order to encourage use of new technologies for CETPs for existing SSI clusters of units a scheme for financial assistance has been formulated. This promotional scheme is being instituted and will be implemented during the Tenth Five Year Plan. Criteria for Consideration for Assistance i) CETPs in industrial estates or in a cluster of Small Scale Industrial units are encouraged. ii) Central Assistance will be available only for clusters of SSIs. iii) Projects for assistance will be prioritised on the basis of : • Toxicity of pollutants • Pollution load being generated and to be treated; and • Number of units covered

  43. Environment Sector iv) The CETPs are to be set up and managed by the State Industrial Infrastructure Corporation (by whatever name known) or through an appropriate institution including a cooperative body of the concerned units as may be decided by the State Governments/SPCBs concerned. v) The project should be self-supporting for repayment of the loan and meeting operation and maintenance costs. vi) The project must formulate adequate institutional arrangements for cost sharing, recovery of dues and management and ensure observance of prescribed standards. vii) The scheme must have the technical recommendation of the State Pollution Control Boards. viii)The CETP project should have the conveyance system from the individual units to the CETP.

  44. Environment Sector ix) Sludge characteristics (i.e. hazardous Vs. non-hazardous) from the primary and secondary treatment of the CETP should be estimated. Therefore, the CETP should have a sludge management plan which should be prepared based on the sludge characterisation and be documented in the feasibility report of the CETP project. x) Possibility of recycling/reusing the treated effluent from the CETPs by the member units should be explored and be documented in the feasibility report of the CETP project. xi) An environmental management and monitoring plan/programme to be prepared for the CETP and be documented in the feasibility report of the CETP project. xii) A legal agreement between the CETP Co. and its member units to be executed be reflected in the feasibility report of the CETP project. xiii) The cost recovery formula developed for the CETP project should be ratified by all members and be documented in the feasibility report of the CETP project.

  46. Ash Ponds The company has successful track record of executing such non-overflow dams called as Earthen bunds or ash ponds. In this category the company executes following work: • Non Overflow section, Cut Of Trench, Earthwork in Hearting and Casing, • Rock toe, • Filter, Slope protection • Construction of Service Road

Common Effluent Treatment Plant (CEPT) The company is capable of executing the construction of CETP including : • Design of conventional Biological Treatment Facilities and Industrial waste Treatment facilities. • Construction of - Bar Screens - Grit Chamber - Primary Sedimentation Tank - Secondary settling tank - Flocculator - Sludge drying bed - Filters - Supply and installation of pumps and Motors - Supply and laying of pipe lines

Hazardous Waste Treatment & Sewage Disposal Facility(HWTSDF) The company is capable of executing the Develop,Construction, operation and maintenance of Hazardous Waste Treatment & Sewage Disposal Facility. The work undertaken is as the follows: - Establishment of the Hazardous Waste Treatment & Sewage Disposal Facility - Design & Construction of Land fill section with Leachate control system including the entry gate, time office ware house, pre treatment area, work shop, Laboratory Provision of storm water drains. - Creation and development of Green belt. - Supply and installation of Incinerator plant for burning of Hazardous Waste - Receiving and Transportation of hazardous waste from Generators facility to the HWTSDF

Hazardous Waste Treatment & Sewage Disposal Facility(HWTSDF) (cont’d) - Carrying out segregation, Recovery, Treatment, Storage and Disposal including Land fill of hazardous waste residues. - Establishment and operation of a waste Heat recovery steam generation unit - Transportation of residue / rejects generated to Land fill area. - The whole system comprise of i) Collection of hazardous waste ii) Transportation of hazardous wastes

  50. Bio Medical Waste The company is capable of executing the Design, Finance, Construction, Operation and Maintenance of Biomedical Waste & its Treatment, Storage and Disposal facility plants. The work involves the following: • Construction of fencing and development of green belt • Actualisation and installation of weighing machine • Construction of building and workshops • Construction of internal roads. • Construction of disinfection room, • Supply and commissioning of Autoclaving, • Supply and commissioning of Shredding equipment. • Supply and commissioning of Incinerator • Construction of land fill section.
