What Mandates Are • The term ‘mandate’ has various meanings • These include: • a directive imposed by a higher level of government on a lower one • an ‘authorization to act’ given to a representative • a document giving an official instruction or command
What Mandates Are Cont’d iv. power or authority to implement certain policies, functions or programmes • We can see that mandates go beyond statutory functions; and encompasses obligations and assigned powers (often backed by legislation, and assigned responsibilities).
What Functions Are • Functions are the activities, duties, processes and operations the MDAs undertake to achieve its objectives, goals or mission. • In real sense, the goals, objectives, purpose or mission dictate the functions of your MDA • Thus, the statutory functions of an MDA is focused on achieving certain deliverables or services beneficial to the people of Kano State, to Kano State Government and/or to another MDA
What Missions Are • A mission is ‘the purpose, reason for being‘ of your MDA. • It identifies your MDA in respect of ‘Who it serves, what services it delivers, and how it does its business’
What Goals Are • Mandates do not exist as an end, specific goals are to be met. • Based on the powers conferred and the obligations associated with the powers, certain specific things, you may call them deliverables or services, are to be provided as end-results or outcomes • These specific deliverables or outcomes are the ultimate goals to be set by the MDAs, e.g.: • percentage increase in number of secondary schools built in Kano State by the Ministry of Education, • percentage reduction in infant/maternal mortality in a given year by the Kano State Ministry of Health
Overview of the Mandates Mapping Process • Organisation of a sensitisation workshop on Mapping of Mandates of Kano State MDAs • Establishment of an ad-hoc Mandates Mapping Group during the workshop, with clear TORs • Ad-hoc Mandates Mapping Group distributes Mandates-Mapping Questionnaire to all MDAs • Ad-hoc Mandates Mapping Group receives and validates completed Questionnaires • Ad-hoc Mandates Mapping Group analyzes completed questionnaires with technical support of SPARC
Overview of the Mandates Mapping Process Cont’d • Ad-hoc Mandates Mapping Group holds a post-questionnaire analysis forum to give feedback to MDAs based on tentative observations, with technical support of SPARC • Ad-hoc Mandates Mapping Group produces first draft report on Mandates Mapping with technical support from SPARC • Ad-hoc Mandates Mapping Group holds further mandates review sessions with MDAs if required, with technical support from SPARC • Ad-hoc Mandates Mapping Group holds mini-forums with MDAs on sectoral harmonisation of mandates to sustain effective synergy, with technical support from SPARC.
Overview of the Mandates Mapping Process Cont’d • Ad-hoc Mandates Mapping Group produces draft report on Mandates Mapping, with technical support from SPARC, for submission to EXCO through the Head of the Civil Service. • Upon approval of the final report by EXCO, Ad-hoc Mandates Mapping Group produces a compendium on Mandates of Kano State MDAs for submission to EXCO through the Head of the Civil Service.
