Mission The mission of the English Language Training System in the Georgian Armed Forces is to provide high –quality efficient training that corresponds to the needs of the armed forces for achieving NATO interoperability in accordance with NATO STANAG 6001 requirements Objectives: • Teach general foreign languages to the military staff of the Georgian Armed Forces and MoD civilian Personnel • To provide specialized language training for military servicemen taking part in peacekeeping missions • Teach foreign languages to military staff who will be sent to foreign military colleges and courses • Enhance NATO language skills of career officers and MoD civilians for international assignments

Current Testing • STANAG 6001 -4 skills • Testing team established in 2003 (2 members) • STANAG Level 1 (1 version), Level 2 (2 versions ) & Level 3 (1 version) • Single level tests • 8 South Caucasus Testing Workshops (eg moderation of items by testing teams from Georgia, Armenia and Azerbaijan ) • American Language Course Placement Test (ALCPT) • Administered by ULTC testing group-that tests listening, reading and grammar (0-100 points) • ECL test (0-100 points, tests the same skills as ALCPT-US ODC • is used for the personnel to attend IMET-UH-1H courses in USA 9
Curricula/materials Courses - Class size: 14 students ULTC -Intensive 25 hrs/w =800hrs for 9 months Core books ALC 1 to 30 PEP - Intensive 25 hrs/w = 4 class hrs + 1 SAC daily = 800 hrs for 9 months Core books: Headway, Cutting edge, Campaign 1, 2 10
Future Plans • Integrate PEP into MODGE • Implement BILC recommendations • Develop criteria for selection of English Language • Instructors • Develop criteria for selection of translators • Continued co-operation with South Caucasus testing teams 11

Implement BILCrecommendations • Establishment of Unified Testing group according to NATO STANAG 6001 independent from Instruction • 2. Testing team members should have following qualifications • - Desire to be a tester vs. a teacher (capable of separating roles, awareness of opposite behavior aspects) • - Individual proficiency in English (Level 2+ minimum, higher for level 3) • - ability to acquire and maintain expertise • - ability to work effectively as a member of a team • - solid computer skills 13
Implement BILC recommendations (cont’d) • Standard and Evaluation Office should certify all MoD Language courses and issue national STANAG 6001 Proficiency Certificates • Continue Training entire testing group in Marshal Center, plus specialized training on statistical analysis and developing performance tests for ESP • Provide testing team with appropriate equipment and materials • Link database of test scores to personal records • Use BILC self assessment checklist when establishing the MoD testing function 14
