  7. Institutions dealing with young unemployed people • RINK– Raplamaa Information and Counselling Centre • RAEK – Rapla County Development and Enterprise Centre • Estonian Unemployment Insurance Fund, Rapla Office

Labour market services • The Estonian Unemployment Insurance Fund has a total of 23 labour market services, 5 of which more important to the youth in more detail. • The goal of the services is to counsel and train the unemployed; to motivate employers to create new jobs and hire the long-term unemployed. • The measures I’ll specifically point out are used most to help the youth.

  9. Salary aid • Employer: gets an employee for which a minimum salary is paid for the first 4 months, the next 6 months 50% of the amount of the minimum salary. • Employee: gets a job and a labour contract of a minimum of 18 months.

  10. Professional training • Professional training – the goal of professional training is to give practical work experience necessary for finding a job and complement professional skills and knowledge necessary to get a job. • Employer: costs will be compensated for partially; no obligation to hire the employee after the expiry of professional training. • Employee: obligation to maintain a professional training record; support paid; get experience and a job in their CV.

  11. Career • Career counselling is an activity supporting people when taking and putting into practice decisions related to career modelling. In the course of this activity topics related to the profession, study and workplace. • Youth counselling is provided by RINK.

  12. Training • It’s possible to take use of various training sessions at more than 100 different training providers with the value of up to 2,500 euros and duration of up to 1 year. • In cooperation with a consultant the training or retraining suitable for the person will be found out. • Learning beauty services among young women. • Truck drivers, skilled construction employees among young men • etc.

  13. Starting a business • Thereare a few aid possibilities to start a business. • The person must be at least 18 and been through business training. • RAEK – Rapla County Development and Enterprise Centre helps prepare a business plan as required. Preparing a business pan is free of charge if referred by the Estonian Unemployment Insurance Fund.

  14. Leader programme • After starting a business it’s possible to continue developing the company with the support of both the EAS nationwide measure and the local Leader Programme.
