  1. CREZ Implementation Project – Proposal for Discussion Warren Lasher Manager, System Assessment Regional Planning Group

  2. Purpose • To discuss how ERCOT will analyze proposed changes to the CREZ plan, and how to prioritize the plan components. • : Default • : Priority Regional Planning Group

  3. Part I: Plan Analysis • Default Projects • System Benefits • System Reliability • Priority Projects • System Benefits • System Reliability • Analysis using steady-state and economic system dispatch models, and analysis of West-North stability limit with added connections. Input databases will reflect existing system conditions. Regional Planning Group

  4. Part I: Plan Analysis • Changes in Approved Plan: • To reflect changed system conditions and requirements • To incorporate any potential cost-savings • To reflect routing considerations • Analysis using steady-state and economic system dispatch models. Input database includes all CREZ-approved equipment and full build-out of CREZ wind generation. • Changes evaluated on: • Cost savings • Time savings • Impact on system effectiveness Regional Planning Group

  5. Part I: Plan Analysis • Subject to guidance in the Final Order, proposed plan changes will be distributed using the RPG mailing list (similar to RPG projects). • Stakeholders will be given 14 days for comments. • ERCOT will conduct an independent evaluation. Regional Planning Group

  6. Part II: Prioritization • Default Projects: Underway • Priority Projects: First projects to have CCNs submitted (by Final Order docket 33672). • Priority Support Projects: A small set of additional projects required to maximize the benefits of the priority projects for existing wind projects. • Other Projects… Regional Planning Group

  7. Part II: Prioritization • Other Projects: • Staging analysis may be specified in the Final Order (docket 35665) • PUCT Staff Proposal for Prioritization: • ERCOT evaluation of the logistics of which facilities should be constructed before others • Additional mitigation of existing congestion • Beneficial development of the State’s highest quality wind resources • Geographic diversity of wind generation resources • Magnitude of benefit relative to costs Regional Planning Group

  8. Part II: Prioritization • Analysis will be conducted using a combination of steady-state, transient stability, and economic system dispatch models, with input databases: • Reflecting current system conditions • Reflecting the full CREZ build-out Regional Planning Group

  9. Part III: Additional Analyses • Reactive Equipment Specification (Static or Dynamic) • Series Compensation Regional Planning Group
