This program provides comprehensive water-resource plans and technical assistance to states, tribes, and local governments for floodplain management and water resource planning. Examples of services include H&H modeling, dam and levee studies, hazard mitigation, data collection, and water quality analyses.

PLANNING AND ASSISTANCE TO STATES (PAS) PAS authorizes the Corps to assist states, local governments and tribes with comprehensive water-resource plans and technical assistance. • Intended use: • Utilizes and makes available Corps expertise • Focus on technical assistance • Can include comprehensive water resource plans and planning • Can be used to hire AE firms, work with universities or MIPR funds to other federal agencies • Restrictions: • For studies only---excludes site specific structural designs or construction • Cannot be used to supplement other efforts or used as an offset to other USACE programs • Cannot be between USACE and another federal agency(ies)
PLANNING AND ASSISTANCE TO STATES (PAS) Examples: • H&H modeling to identify problematic areas or recurring flooding • Dam and levee studies • State hazard mitigation • Data collection efforts • Water quality analyses and interpretations • Hydrologic statistical analyses and interpretations Funding • $5M limit for each state • 50-50 cost share • Sponsor’s share can be work in-kind for watershed basin studies or comprehensive planning
PLANNING AND ASSISTANCE TO STATES (PAS) Initiating a PAS study for your interest/needs • Sponsor submits a PAS Study request to District Project Manager • USACE and non-Federal sponsor draft a scope and cost estimate • Non-Federal sponsor signs a PAS Cost-Share Agreement • Scope and signed cost-share agreement are submitted to Division for funding

FLOODPLAIN MANAGEMENT SERVICES (FPMS) FPMS allows the Corps to provide state, regional or local governments and tribes with technical water-resource related support • Intended use: • Advise, recommend, educate and inform entities with technical support related to flooding • Addresses local floodplain issues, flood risk and flood hazards
FLOODPLAIN MANAGEMENT SERVICES (FPMS) Funding • Amounts vary annually • 100% Federal • Generally, <$150k per District for these services • Limited for use with non-federal agencies or non-water federal agencies • Can be used to hire AE firms, work with universities, MIPR to other federal agencies
