  2. Legislative Successes All major priorities achieved! Employment First ✓ Waiver Rate Increase ✓ Board member Term Limit Waiver ✓ Preschool Funding ✓ ICF Grand Bargain ✓

  3. Employment First Executive -- New Language and + $2M. House Amendment + $4M. Survived Administration Opposition. Survived Senate Scrutiny. $6M signed into law on June 30th.

  4. Waiver Rate Increase Executive = $0. House Amendment + $4M. Dicey Senate prospects... ...Senate Amendment + $2M more. $6M signed into law June 30th. $16.2 M in GRF & FFP over 2 years

  5. Waiver rate increase • FY 14- $2 million in GRF=$5.4 total • Short term plan is to increase rates for: Transportation from .40 to.45 per mile On Site/On call from $10.33 to $10.81 and for independents $7.22 to $7.61 WHY? Limited dollars, 6 months to distribute, easy for CMS to approve!

  6. Waiver Rate Increase • FY 15- At least $4 million, possible $6= $10.8 million available to increase agency HPC rates. • Workgroup being scheduled to meet every other week to develop rate methodology including quality performance measures and tracking mechanism for dollars spent.

  7. Board Term Extension House Amendment secured. Senate concurs. Appointing Authority makes request DODD Director decides eligibility Waiver grants 1 extra 4 year term.

  8. ICF-IID Executive Proposal untenable. “Grand Bargain” Struck DODD difficulty in House  Increased Advocacy in Senate. Senate Amendments secured. Grand Bargain signed into law.

  9. CBDD Preschool Funding Executive: Per-Pupil Model & LEA Pass Through. House Amendments: Simple Fund Flow & Guarantee. Senate Struck Guarantee House Concurred in Conference. Funding Flow provision signed into law.

  10. CBDD Preschool Funding New per pupil funding  • 1,000 + unfunded units now funded. $4,000 + [ (State index X special education category) / 0.5 ]

  11. Special Education Funding OCECD’s 2006 Report Model Special Education Enhancements Line  16%. Base Amount  2.6% by FY 15. Categorical amounts .

  12. PERS Member Determination Eliminated Public Employers Notice Reqs PERS to Send Notice to 8 newspapers. Public Employer Contract Disclaimer 5 year statute of limitation on member determination.

  13. Medicaid Expansion Most conservative R Caucus in 20+ years. New stand alone bills Batchelder assurances Dems decry stall tactics. Governor urges patience Referendum threat

  14. Homestead & Rollback Last minute provisions rolled out. Limited public input. No rollback for: New replacement & new levies after August. No Homestead for: Elderly & disabled with more than $30k income.

  15. Miscellaneous No change to TPPT allocations. CAT base expanded. Income Tax cut 10% in 3 years …Structural Deficit? Sales Tax base & rate . RSC changes name (OODA).
