Research Experience for Teachers (RET) Logistics Competency Assessment – Pilot Case Studies Melissa Boeglin – Southridge High School Russell Dart – North Davies High School Dr. John Usher -University of Louisville
Project Basis • Completed CELDi task UL03-02 Aug 2004 • Identified 30 unique logistic competencies • Developed software support tool to assess job content and employee skill level • Included two management support assessment tools • Competency GAP analysis • Individual development planning
Assessment Process 1 – No experience, training, or education 2 – Conceptual knowledge but no experience 3 – Limited performance with supervisory guidance 4 – Frequent experience in performing the competency without supervisory review 5 – Expert level with no guidance; has provided consultation and trained others
Current Objectives • Case study to validate tool • Undersea Systems Development and Support Branch • Surface Navy Total Ship Training System In-Service Engineering Section • Evaluate additional management assessment reports • Business unit summary scores (example: histogram of single competency for all members of organization) • Delta charts for single competency across organization
Planned Efforts • Populate tool for each business unit • Undersea System Development – Melissa Boeglin • Surface Training – Russell Dart • Evaluate results and brief BU mgrs • Define proposed management report enhancements • Develop new reports and brief BU managers • Evaluate/modify/standardize improved reports • Document for programming into tool
Benefits to Teachers • Increased knowledge of core competencies allows teacher to better introduce students to the content and applications of logistics • Knowledge allows science and math teachers to incorporate problem based labs that focus on issues that are solved by logisticians
Summary • Populate tool for each business unit 31 Mar 05 • Undersea System Development – Melissa Boeglin • Surface Training – Russell Dart • Evaluate results and brief BU mgrs 30 Apr 05 • Define proposed management report enhancements 30 Apr 05 • Develop new reports and brief BU managers 20 May 05 • Evaluate/modify/standardize improved reports 30 May 05 • Document for programming into tool 30 May 05 Task Description Schedule Expanding on work completed under CELDi task UL03-02, design and execute two pilot case studies to validate the performance of the Logistics Competency Assessment Tool. Upon completion of tool validation, evaluate management reports and develop enhanced report formats and assessments. Define report parameters such that they can be incorporated into the software tool at a later date. Objectives and Outcomes Accomplishments Since Last Report • Case studies to validate tool • Undersea Systems Development and Support Branch • Surface Navy Total Ship Training System In-Service Engineering Section • Evaluate additional management assessment reports • Business unit summary scores (example: histogram of single competency for all members of organization) • Delta charts for single competency across organization • Briefed BU managers on project objectives and desired outcomes • Populated assessment tool with Undersea System Development Branch logistics data • Currently populating assessment tool for Surface Training Section
