One-Stop Centers *There are three types of Centers: Comprehensive, Affiliates and “Access or Connection Sites.” *All must be certified by the local WDB in accordance with State chartering criteria. *All must have a competitively chosen Operator * All must be covered by the MOU and the infrastructure agreement
The Comprehensive Center • Meaningful access to all career services delivered by each and every partner • What does “meaningful” mean? • At least one in every workforce area • How are costs shared … infrastructure and “other” costs?
Affiliate Centers • Very little detail in WIOA, the Final Rules and in TEGL’s • Need not include all partners but still must be WDB certified, have an Operator and be covered by the MOU and infrastructure agreement. • An Operator can “circuit ride,” covering more than one Center
Access or Connection Sites • An emerging concept which may or may not be dealt with in State and WDB certification policies • No WIOA funded staff, at least not full time? • Consider the ”library” model
The One-Stop Operator • Define it … a “coordinator” or “mall manager” or a service deliverer? • What are the deliverables? How will you measure success? • What will it cost? • Where are you at in the procurement process?
The Workforce System MOU • How will career services from each and every partner be “meaningfully” delivered from the comprehensive center(s)? From the other center(s)? • How will referrals be managed? • How will staff be assigned? The resource room? Reception/greeter? Business services?
The MOU and Centers • How will “infrastructure” costs be allocated? For the comprehensive center(s)? For other Centers? • Can we afford the system and centers we now have if $ get cut by 10%? • Are our center(s) in the right place delivering the right services?
