  10. Hazardous chemicals reporting that exceed the following thresholds: Extremely hazardous substances – 500 lbs All other hazardous chemicals – 10,000 lbs EPCRA Section 312 TIER II REPORTING CRITERIA

  11. Three criteria requirements must be met to report TRI: Be one of listed SIC Codes or be a federal facility, Have 10 + full time equivalents working in support of facility (20000 hrs total), and Manufacture or Process (25000 lbs), or Otherwise Use (10000 lbs) a listed TRI Chemical EPCRA Section 313 Toxic Release Inventory (TRI)

  12. No TRI Report Required Due to: South Post Ranges – Did Not Meet FTE Criteria South Post (Non-Range) – Did Not Meet FTE Criteria 3700 Area - Vacant Main Post, 3400 Area, 3800 Area – No Manufacture, Process, or Otherwise Use TRI Chemicals Above Threshold EPCRA Section 313 CY2006 Toxic Release Inventory RESULTS

  13. If you bring a hazmat onto any Devens location, it must be tracked (what, when, manufacturer, etc.) You must have the MSDS for each hazmat. REMINDER

  15. Recycling is federally mandated for all federal facilities. EO 13148 – Greening the Government through Leadership in Environmental Management EO 13423 – Strengthening Federal Environmental, Energy, and Transportation Management

  16. Recyclable paper – Cardboard, paper, etc. White goods – Refrigerators, stoves, etc. CRTs Lead Acid Batteries Whole Tires Metals & Wood Asphalt Glass Containers MA Waste Ban -310 CMR 19.017

  17. Landfills inspect randomly loads for banned materials. Below is a failed load: Any Lead Acid batteries, white goods, whole tires, >20% by volume recyclable paper >10% by volume leaves and yard waste >20% by volume asphalt pavement, brick, concrete, metal, wood “Failed” Unacceptable Loads

  18. Devens has had several “Failed Load” for recyclable paper. How to Correct: Emphasize NO Co-Mingling Keep Recyclable Materials Separate Recycling

  19. Recyclables are picked up every other Tuesdays at designated locations: Dumpster Locations Paper & Cardboard Bldg. 2008 Bldg. 3587 Bldg. 3416 Bldg. 665 & 657 (Dining Facility Use Only) Recycling

  21. If you need recycling containers at your location, please call Ext. 2491 Recycling

Reduce, Reuse, Recycle Reduce use of resources Reuse items such as shop towels Recycle all items that can be recycled such as metal cans, glass & plastics, batteries, paper, etc. Don’t over-buy chemicals or toxics Choose non-hazardous alternatives Management Practices - Avoid spills WASTE MINIMIZATION

  23. MA DEP Inspection Conducted on January 30, 2007

UW consist of batteries, fluorescent lamps, mercury thermostats & -containing devices, and pesticides If you generate UW, you must : Label the UW area as “Universal Waste-[UW type]” Store each UW type in its own separate container Date each UW container when the first discard waste was placed in Store no UW for longer than one year Contact Tom Poole for disposal arrangements Go to Devens RFTA website under Publication Sections for Universal Waste Management Procedure Rules to Remember – Universal Waste

  25. Hazardous Waste Storage sheds/lockers integrity must be in good condition. Notify Haz Waste Mgr. asap when haz waste drums are moved into 90 Day Storage Make sure drums are completely full before moving to 90 Day Storage Liquid: 3 in/Solid: 3 in Rules to Remember – Haz Waste

  26. National Environmental Policy Act (NEPA)

  27. NEPA requires consideration of the environmental effects of their proposed actions, programs, and projects beforeinitiation. Initiating project lead must complete a Record of Environmental Consideration (REC) REC must be reviewed and approved by DPW Environmental before proceeding NEPA Reminder

  28. Installation of a generator, tank, etc. Action that could potentially cause fuel/oil spills, release of chemicals/pollutants into the ground, air, water, etc. Construction, paving, etc. Examples of NEPA Review Actions
