  7. 1. Housing cover for military Veterans of the struggle 3. Develop appropriate legislation to prevent the mushrooming of informal settlements (i.e. improve the regulations) Housing Priorities 2. Interventions in the housing industry and residential property market to curb the spiraling cost of construction input prices - including the cost of material development and supply

  8. 4. Provide for housing needs with the use of alternative housing options such as affordable rental stock 5. Develop & adopt a central planning approach to better direct resource allocation, distribution and an overall coordinated response to human settlements Housing Priorities 6. Restructure the funding mechanism(s) and consolidate all housing-related grants and funding streams to improve sustainability

  9. 7. In order to deal effectively with the challenges of human settlements, land acquisition be accelerated through a dedicated Housing Development Agency 9. Introduce measures to assist people with building materials to encourage self involvement in the provision of housing needs. This will respond to specific conditions that prevail in rural areas. General Considerations SPECIAL NOTES: • Alignment between Branch Structure and Programme (ENE) Structure now achieved. • The 5 year Strategic Plan (2009-2014) is to be finalised before September 2009 • The 2009/10 Planned activities are in line with the 2009 ENE (Vote 26) and 2008-2011 Plan of the Department (already approved)

PROGRAMME 1: Administration Purpose: Provide strategic leadership, administrative and management support services to the department Sub Programmes: • Executive Support Services • Internal Audit, Risk Management and Special Investigations • Human Resources Management & Development • Corporate Support • Legal Services • Information Technologyand systems

PLANNED ACTIVITIESFOR 2009/10 (Highlight) Special Investigations • Implement an anti-corruption policy and strategy. • Establish and update the case management system • Conduct Fraud and corruption Awareness sessions • Undertake and Report on all Internal/ external Investigations • Develop and implement amnesty policy (subsidies) • Intensify coordinated investigations with SIU across Provinces

  18. PROGRAMME 2: POLICY & RESEARCH BRANCH

  19. BRANCH PURPOSE To develop and promote sustainable human settlements and housing policies supported by a responsive research agenda; as well as monitor and assess the implementation, performance and impact of national housing policies and programmes.

PROGRAMME 2: FUNCTIONS The programme comprises of the following areas of responsibility: • POLICY - Develop and promote national human settlements and housing policies • RESEARCH - Manage and coordinate responsive research on housing and integrated human settlements • MONITORING & EVALUATION - Monitor and evaluate the planning, implementation and performance of national housing policies and assess the impact thereof

PLANNED ACTIVITIES: 2009/10 POLICY • Publication and promotion of the revised National Housing Code • Farm worker housing policy: • Develop contract documents and application forms for Farm Residents programme • Finalize Inclusionary Housing Programme • Policy formulation model for provinces and municipalities • Provide policy interpretation and implementation advice and assistance to stakeholders to expedite delivery • Develop and manage policy including refinements

PLANNED ACTIVITIES: 2009/10 MONITORING AND EVALUATION • Harness quality management monitoring • To monitor and evaluate: • the planning, • implementation and • performance of national housing policies and programmes • To assess the impact of national housing policies, programmes and projects • Undertake audits of housing units constructed (project level monitoring) • Undertake occupancy audits

PLANNED ACTIVITIES: 2009/10 RESEARCH • Undertake research on sustainable human settlements priority areas • Manage and provide research support and co-ordination • Disseminate research products • Foster innovation in housing and human settlements (applied research) • Determine trends in the macro and micro economic environment and determine the impact thereof

  24. Programme 3: Housing Planning and Delivery Support

  25. PROGRAMME 3: PURPOSE • To provide implementation and delivery support, build capacity and liaise with stakeholders for housing and human settlement programmes

  26. STRUCTURE The Branch is comprised of the following sub-programmes: • Rental Housing and Community Driven Housing Initiatives (CoDHI) • Human Settlements Planning • Programme Implementation Support • Stakeholder Mobilisation • Capacity Development • Priority Projects Facilitation

FUNCTIONS • Manage human settlements development planning processes and support the implementation of human settlement and housing development planning frameworks. • Provide support to provinces and municipalities to implement housing and human settlement programmes and projects • Manage, mobilise and collaborate with sector stakeholders • Develop & secure the implementation capacity of the sector • Manage the implementation of the PHP and rental/ social housing programmes and provide regulatory support and oversight over the rental/ social housing and CoDHI sectors. • Manage and facilitate support in the implementation of Priority human settlements Projects of National significance

PLANNED ACTIVITIES: 2009/10 RENTAL HOUSING & PHP • Facilitate the development of a pipeline of projects in Provinces for delivery of high output projects • The development, management & support to implementation of Government’s Rental Housing Programmes • Develop, manage, support implementation & oversight of PHP and related programmes. • Operationalise institutional arrangements and oversight in terms of Rental housing Amendments Act and Social Housing Act • Support to Rental Housing Tribunals in Provinces

PLANNED ACTIVITIES: 2009/10 CAPACITY DEVELOPMENT • To manage training and skills development programme • BNG awareness and development programme implemented • Guidelines, tools and strategies for the implementation of beneficiary empowerment programmes developed • Beneficiary empowerment/ awareness programme for Special projects • Manage the Housing Scholarship programme • To develop and support sector institutional capability • Sector capacity security (Capacity assembly) • To support professional development of the sector • Framework for regulating the sector professional practise • Sector professions conduct

PLANNED ACTIVITIES: 2009/10 PROGRAMME IMPLEMENTATION SUPPORT • Provide support to provinces and municipalities to unblock stalled projects • Support provinces and municipalities in the implementation of housing programmes • Facilitate and support provinces and municipalities to upgrade informal settlements

PLANNED ACTIVITIES: 2009/10 HUMAN SETTLEMENTS PLANNING • Maintenance of the National Programme for Housing Chapters of Integrated Development Plans & Develop & maintain human settlement planning frameworks & instruments. • Develop Framework for Provincial Multi-year Housing Planning • Support the implementation of human settlement and housing development planning frameworks at provincial level • Develop a Multi-year National Housing Development Plan • Support the implementation of human settlement and housing development planning frameworks at municipal level. • Participate in coordinating forums, in respect of promoting national sectoral planning alignment.

PLANNED ACTIVITIES: 2009/10 STAKEHOLDER LIAISON &MANAGEMENT Partnership projects identified and implemented collaboratively with sector stakeholders National and Provincial Govan Mbeki Awards organised Women in Housing programme implemented to yield targeted outputs through women initiatives Youth in Housing programme implemented in line with National Youth Service model to yield targeted output through service & skills development of young people Sustain sector-wide dialogue (social contract)

PLANNED ACTIVITIES: 2009/10 PRIORITY PROJECTS FACILITATION • Support the implementation of Priority Projects: • N2 Gateway Project • Zanemvula Project • Khutsong Resettlement Project • 11 Other Priority projects • Facilitate implementation/ delivery protocols and dialogue between spheres of government to enhance delivery of Priority Projects

  34. Programme 4: Housing Development Funding(Chief Financial Officer)

CHIEF FINANCIAL OFFICER Purpose: To fund national housing and human settlement development programmes in terms of the Housing Act (1997), provides financial and grant management and manages all matters provided for by the Home Loan and Mortgage Disclosure Act (2000) Functions: • To provide Financial Administration and Supply Chain Management services • To provide financial and grant management services • To ensure that housing finance is available and accessible to all

STRUCTURE AND FUNCTIONS The Branch comprises the following areas of responsibility: • Financial Services - Provide financial administration and supply chain management services • Funds Management - Provide overall Budgetary and Grant Management services • Housing Equity - Ensure that Housing finance is available and accessible to all

PLANNED ACTIVITIES: 2009/10 FINANCIAL SERVICES • To manage Financial Support, Internal control and compliance checking • Ensure appropriate internal controls: • Preparation of the periodic Financial Statements • Maintenance of accounting records • Provide Basic accounting system (BAS) maintenance • Coordinate departmental budget planning process • Ensure compliance with section 40 (4) c of PFMA • Monitor financial performance on all the programmes. • Supply Chain Management Services • Provide Debtor System Support to Provinces

PLANNED ACTIVITIES: 2009/10 GRANT/ FUND MANAGEMENT • Monthly reporting on provincial expenditure to National Treasury i.t.o DORA • Reporting on provincial expenditure • Ensure compliance with DORA, e.g. compile business plans, grant framework & withholding & stopping of funds • Transfer and administer funds for housing delivery • Monitor the financial performance of the conditional grant.

PLANNED ACTIVITIES: 2008/09 HOUSING FINANCE EQUITY • Identify discriminatory lending patterns by financial institutions   • Provide the Secretariat function in terms of the Home Loans and Mortgage Disclosure Act • Manage the receipt, collation and analysis of information disclosed by financial institutions • To create and support a conducive environment in terms of the Financial Services Charter

STRUCTURE AND FUNCTIONS • The programme comprises the following areas of responsibility: • IGR and International Relations facilitates and support the achievement of the Department of Housing’s mandate through participation in and management of international, inter-governmental and interdepartmental fora • Housing Institutions Governance & Oversight provides oversight management of housing institutions and monitor, analyse and identify housing finance investment opportunities. • Management Information Services manages the flow of housing data and information, and provide solution driven management information services • Communication Services manages the Communication & Public Relations functions.

  42. PLANNED ACTIVITIES 2009/10 Inter-Governmental (Inter-sphere & Inter-Departmental) Relations • To manage and facilitate inter-sphere and inter-departmental collaboration in human settlements • Support the implementation of the municipal accreditation programme • Develop and implement the inter-sphere framework for the department • Manage Inter-Departmental Liaison and coordination for human settlements development • Macro Organising Framework for Human Settlements delivery • Sector alignment (policy/ funding and programming) • Cluster liaison (All FOSAD Clusters) • Coordinate the Cluster Human Settlements Task Team • Ongoing participation and representation in the IGR forums

PLANNED ACTIVITIES FOR 2009/10 International Relations To manage and facilitate international relations in support of housing development • Development and implementation of IR Strategy ( • Implement programme of international engagements: • Implement AMCHUD II resolutions • World Urban Forum, • IBSA Summit, • Bilateral Cooperation (DRC/ Angola/ Cuba) • Implement Action Plans for: • Co-operation with Netherlands • National Upgrading Support Programme (Cities alliance) • Energy efficiency project with Denmark • Slum Dwellers’ Federations/ Social Movements • Develop donor funding management framework

PLANNED ACTIVITIESFOR 2009/10 HOUSING INSTITUTIONS OVERSIGHT • Mid-term and Annual review of housing institutions performance (programme/ mandates/ financial) • Annual review and approval of housing institutions strategic plans. • Promote good governance: • Board functioning • Systems review and audits • Compliance to mandate • Finalize the closure of Thubelisha, Servcon & SHF • Establishment of SHRA • Review of Development Finance Institutions (DFI)

PLANNED ACTIVITIES: 2009/10 MANAGEMENT INFORMATION SERVICES • Manage the development of innovative operational, control and decision support information systems; • Ensure effective control system and supporting procedures; • Provide functional, support and data quality services • Implement the national housing demand database • Maintain the data contained in the data warehouse to ensure accessibility to information • Provide an effective database administration function & provide Integrated Business Information • Provide a GIS environment to support spatial analysis and products & Develop information products and tools • Provide Knowledge Management Services
