Update on Mandate Inquiry Hearings were held at Awakeri on 6-10 November 2017 and Whakatane on 20/21 November 2017 Inquiry is looking at issues relating to the Crowns decision to accept the WPCT mandate including; • Did the Crown operate within normal policy? • Did the Crown take in account of both support for and opposition to the mandate? • Was it right to use the WMTB register? Closing submissions were provided in December and January The report is expected in the next couple of months

Update on Maori Land Court hearing • MLC made an order under s30(1)(b) of the Act naming representatives to act as negotiators for and on behalf of Whakatoheato achieve a settlement of the Whakatohea Raupatu claim (2 Feb 1994) • Te Tenga Biddle, Muriwai Jones, TairongoAmoamo, Te Riaki Amoamo, John Hata, Ranginui Walker, Frank Matchitt, Tahu Taia, John Tai, John Kameta, Charles Amoamo, Wiremu Rewiri, and Bishop Whakahuihui Vercoewere the named representatives. • Application by Adrianna Edwards to MLC to review this order and replace the deceased members of the committee. • Hearing at Ohope Hall from 5-7 March 2018

PSGE Working Group • Work will start on developing a DRAFT Trust Deed for the PSGE • Key discussions include • Who will the beneficiaries of the Trust be? • What will be the model of representation? • How will the Trust make decisions? • How will it be accountable to the people? • Working group wānanga on March 10th followed by consultation through hui a hapu and hui a rohe

Manawhenua The aspirations for mana whenua are supported in the offer through: • Transfer of cultural sitestotalling over 6,692 hectares; • The chapter in the Bay of Plenty Conservation Management Strategy will cover approx 83,000 hectares; • Cultural Materials Plan and Decision-Making Framework; • Rights of first refusal over Crown land in Whakatōhea rohe; • Statutory acknowledgements over certain waterways. • Up to 26 commercial sites • Relationship agreement with DOC

Manamoana The aspirations for mana moana are supported through the following redress: • Reserving up to 5,000 ha for aquaculture development; • Providing up to $2 million to support marine and harbour development (including up to $1 million for resource consent costs); and • Offering to explore enhancements to the Ohiwa Harbour Implementation Forum.

Investment and Valuation Working Group • Developing a draft investment strategy (objectives and financial objectives) for the PSGE which would include the; • WMTB assets ($35m) • Settlement assets ($100m) • Assessment and due diligence on the Crown properties that have been offered for purchase or deferred selection as part of the settlement.

  26. Summary The settlement is about the Restoration of Mana, addressing the consequences of raupatu, and creating a better future for whanau, hapu and our Iwi.
