How to involve MS’s FLA at EU-level (FLA)GPC-meeting25 June 2013Dan Andrée, VINNOVA
Why Involve Member States? • The Framework Programme for research and innovation is the most important financial instrument at EU-level to implement the ERA. • National programmes and programmes at EU-level get more and more integrated through e.g. partnership initiatives (e.g. JPIs). • Priority setting is pivotal in order to facilitate alignment of and complementarity between national programmes, joint programmes and programmes at EU-level. • Priority setting starts at a very early stage, often in form of FLA/foresight. • Abetter interaction between FLA in MS and at EU-level would facilitate the whole process of priority setting (e.g. Horizon II and the “next generation” of JPIs).
Benefits? • Mutual Learning and Best Practice are fostered • People engaged in national foresight activities get the opportunity to contribute to shaping EC foresight • It also opens up the opportunity to move towards shared longer term views of the future, building on both EU and MS-levels
EFFLA – GPC workshop on How to involve Member States in Forward Looking Activities at European Level • Date:4 December 2013, 13.00 – 17.00 (day before the GPC-meeting, scheduled for 5 December) • Place:VINNOVA, Sweden House, Rue de Luxemburg 3, Brussels • The purpose of the workshop is to facilitate Member States’ involvement in Forward Looking Activities at European Level
Tentative agenda WS December 2013 • Welcome by GPC/EFFLA Representatives • Introduction to purpose of day & agenda, moderator • Group Work 1: What are the challenges for FLA (relevant to policy)? Requirements and needs ahead of ‘Horizon II’? • Presentation and discussion by the Commission – ‘FLA-hub’ in RTD. • Discussion on report on Best practice in MS, invited exp • Group Work 2: How to connect FLA at national level with FLA at European level. • Conclusions – next step
Preparatory workshop – invited experts from MS • Roundtable to share experiences – (e.g. TEKES, UK Horizon Scanning Centre, German and French foresight programmes, Poland) • Focus on current/emerging challenges for use of FLA for policy-making and joint programming • Joint Use of FLA to address societal challenges at national and European level • Preparation for the EFFLA/GPC workshop
