Because changes made to classes is primarily based on PvP (mainly Arena) gameplay. While a change helps balance classes in PvP, it hurts those who do not PvP. For example, the Lifebloom changes. People hate Lifebloom because a Druid can spam that and Rejuv to keep themselves alive for a long time in PvP. However, it being nerfed hurts all other Druids who are Resto and only do PvE. One area is balanced while the other just suffers.

Awesome, so a lifebloom nerf, a water nerf, a speed bonus nerf, AND a cyclone nerf? wtf blizzard? Restoration is for the most part the only viable spec right now as it is, and now it's going to be worthless. Probably not. Cyclone is still exceptionally useful. But this is the WOW forums. You can't expect anything less then a full-blown overreaction. • Blizzard is balancing the Arena by turning chess into checkers
This cyclone "nerf" really will not affect anything. All it means is druids will have to readjust how they play. So now we are in intercept range? Big deal, warriors generally get an intercept off anyways. Just go bear form, wait for the intercept, then cyclone. Mana burn? If you know anything about LoS this shouldn't affect you at all. If you are really this upset about this nerf you probably suck at playing a druid anyways and will just keep QQing about every small thing.

Gambling • Since everyone plays WoW a different way (Some play for pvp, some for pve, some for tradeskills and gold, others for adventure…etc) any change that affects one aspect will have repercussions in another. In this case, it is always best to appease the majority in order to keep the largest fan base happy. However, sometimes changes are made that appease pieces of the minority and go against the wishes of the majority. Thus most of the game is played by the minority in the hopes that sometime soon they will get buffs thrown their way. With the change to PVE from the lifebloomnerf, PVE druids will now play hoping that Blizzard will throw them a bone in the future to balance it out.
