MISA Core Mandate Municipal Infrastructure Support Agent is a component of government under the Department of Cooperative Governance, established in terms of S.7(2) Schedule 3 of the Public Service Act of 1994 Mandate: To build capacity of municipalities to under take effective planning, delivery, operations and management of municipal infrastructure

Views on Capacity Building Support Initiatives Despite various support initiatives, challenges in local government are still persistent. ‘’ Service delivery at municipal level remains a burning issue and is further threatened by incapacity in Local and Provincial governments.’’ (Business Day Report, 19 May 2014.) The Consulting Engineers SA (CESA), claims that it” notices a decrease in the quality of the technical personnel which threatens the built environment”.
Why so much focus on infrastructure? • Infrastructure precedes economic development • Infrastructure is catalytic • Infrastructure enables socio-economic development Types of infrastructure: • Basic infrastructure-addresses poverty alleviation and quality of life • Economic Infrastructure-attracts and supports investors and industrial growth • Rate-earning infrastructure-attracts income from rate payers

Artisans Development Sub- Programme To create a pool of Artisans for efficient operations and maintenance of infrastructure in local government through collaboration with FET Colleges and SETAs Current Skills Sets • Electricians, • Plumbers, • Bricklayers, • Fitters and Turners • Motor & Diesel Mechanics New Learnership Skills Set • Water Process Controllers (Water & Wastewater)
Artisans Development Sub- Programme MISA Artisans going through their paces at FET Colleges for theoretical training to attain Artisanship to assist municipalities with maintenance capacity of infrastructure
Technical Bursary Sub-Programme • Create a pool of young professionals • Value chain- bursaryholder- • experiential learner- Young Graduate • professional registration-employment • Bursaries to undertake: • National Diploma/ Bachelors Degree in: • Civil / Electrical Engineering, Town Planning & Geographical Info Systems (GIS) disciplines. • Historically disadvantaged candidates • Eligibility: Matriculants meeting minimum university entrance requirements • Total funding to date – 172 bursary holders • 45 graduates to date
Technical Training Sub-programme Objective: To provide technical training (short skills programmes) and continuing professional development (CPD) support to experienced and inexperienced municipal officials in the built environment professions and related trades
Technical Training Courses Infrastructure Asset Management & Construction Procurement Tender Administration Technical Training classes, March 2014 (Durban, KZN, Polokwane, Limpopo & Mafikeng, NW)
Technical Training Courses Collaborations with JICA Through coordination by MISA, 30 Municipal officials attended Photovoltaic (Solar), Environmental Management, Water Resources Engineering, Waterworks Management Technical Training Exchange Programme (3 months) in Japan through MISA collaboration with Japanese International Cooperation Agency (JICA)
Young Graduates Sub- Programme • 3 year structured work-based internship development programme leading to professional registration (Engineering/ Town Planning) • Focused on graduates from various Universities / UoTs • Minimum 2 years working experience • Professional registration + absorption for building municipal internal capacity. • Professionals registration with statutory bodies (ECSA, SACPLAN) etc.
Mentoring Towards Registration Sub-Programme Providing mentoring support to municipal officials to ensure the professional registration with professional registering bodies (ECSA; SACPLAN; SACPCMP). Minimum academic qualifications in line with statutory requirements (National Diploma/ B. degree) 2. Five years or more relevant working experience 3. Eligibility for registration as Candidate 4. Existing professional registration (candidacy) with relevant statutory body will be preferred.
Conclusion The Big Question!! Through technical capacity support initiatives to local government, ARE WE LAYING FOUNDATIONS FOR GROWTH ? OR POURING RESOURCES INTO A BOTTOMLESS PIT ? As different sectors, public and private, what role we each play to develop our country to capable state.
