Changes in the Early Help Landscape • Changes to the Public Sector funding envelopes. • Troubled Families Transformation including Dept of Work & Pensions supporting families into work. • Integrated pathway for early years (0-5) new arrangements with health. • REHO – new partnership with schools • Futures in Mind increasing access to psychological therapies.

  4. Community Resilience Integration of community development plans to increase community resilience will provide a robust base for Early Help. Currently a range of agencies are working on this agenda: Public Health, Community Safety, Thriving Communities, Childrens Services, Borough/District Councils and Local Authority.  Integrating the plans at a local level and reducing duplication will enable communities to harness the resources available to them and work to improve outcomes for families. Childrens services staff will focus on supporting and developing volunteering opportunities within Early Help and Social care, our activity will include support for: ·                Parent Led groups (0-5) ·                Voluntary led youth groups (8 -18 ) ·                Mentors ( Buddy scheme, Parent support, youth mentors) Volunteer support roles ( Driver schemes, Business services)

Universal Early Help To increase access to early help we will support partner agencies: • to develop their capacity to undertake Early Help Assessments and Team Around the Family (TAF) processes. • Support agencies to implement evidence based practice to support children , young people and families Through this approach we are engaging our key partners in explicit discussions about a co-commissioning  Early Help, which includes a commitment from universal services (most notably schools, health and voluntary organisations) to provide early intervention as needs emerge. Childrens Locality Partnerships will support the development of these arrangements

Our Targeted Early Help Childrens Services targeted early help will deliver EBP interventions where emerging needs have become entrenched and have not met CIN thresolds. • The Troubled Families Criteria and Safeguarding Thresholds  will provide a framework for their levels of intervention. Once families have been identified we will provide evidence based programmes of support. • Practice Development Maximising our knowledge of practice using Stronger Families Safer Children and Systemic underpinning theories; we will develop good practice and shape a contemporary workforce development programme. (see appendix  Early Help Workforce Development paper). Practice to improve Family Support & Youth support. This will help reduce a tendency to be reactive with brief interventions that have limited long term impact.  Instead, a predictive model will identify appropriate targeted families and we will deliver evidence based interventions.

Stronger Families, Safer Children • Systemic, Child centred, Social Pedagogy • Strength based tools incorporating signs of safety embedded across the processes in Childrens Services e.g. Assessment, Childs plan, Reviews, CP, edge of care, parenting assessments etc. • Examples include: Cultural Genogram, Chronology, childs journey, eco mapping, childs voice – islands, 3 houses, wizards & fairies, worry catchers.

Neglect & Graded Care Profile • Consistent EBP tool to assess care/ parenting of child : Physical, Safety, Attachment & Love, Esteem • Launch of consistent practice across professional domains ; health, schools, childrens services. • Workshops delivered across the county and Multi agency events developing in : South Derbyshire (70people) North East (10th July)
