Each card when it arrived would receive a primary and full classification. The card would be searched in the proper section of the manual file by an examiner making a card to card comparison. If it was not identified it would be filed in the manual file based on classification. If it were identified it would go to another file where it would be filed in the case folder. The old system required more personnel that required significant training in fingerprint classification.
Most states did not bother searching unknown latents to small a return for the man-hours required.

The basis of fingerprint identification is the premise that the configurations formed by the raised ridges of the palmar surface of the hands are unique and do not undergo any natural changes, except growth, from fetal life until decomposition.
8. Ridge Characteristics a.k.a. Minutiae or Points

The Average finger has between 75 and 175 points of identification. Palmar area approximately to 2,000 points of identification.

12. The Search (Coders & Matchers) The examiner has a choice to manually select the points of identification (minutiae) or allow the system to select it.
Search database is approximately 350,000 records in Ne. and 60 million at the FBI.
Other helpful parameters that can be set are age, classification and gender.
Search takes 4-13 minutes depending on search parameters in Ne.
All 20 images rolled & flats are searched, if available.

13. Search Results The system uses expert matching to develop a list of viable candidates for the examiner to compare.
Accuracy ranges from 85% with the target print in the 1st. 5 candidates to 88% that the target is in the top 15 candidates.
System creates a candidate list of the most likely suspects and the latent examiner determines hit or no hit.
If the lift is not identified it can be added to the unsolved latent file. When the Match Analysis screen appears, it is normally blank. After a search has been
performed and a case is selected from the list of cases on the Match Analysis Search screen, the Match Analysis images appear, as shown above. The screen displays the search image on the left side of the screen and the respondent image on the right side of the screen. The
matched minutiae, which appear blue, can be added or deleted on the search or respondent cases to generate new match scores.. 14. Latent Palm Print Searching The new systems now have the ability to search latent palm images.
30% of the useable latent prints developed at a crime scene are palms.
Palm system accuracy is 70 to 90 % if the latent has 15 points of identification and the target (exemplar) ten print card has the corresponding 15 points.
Palms have in approximately 2,000 points of identification.
Palms have dedicated matchers and coders.
Application software supports 360 degrees search.

15. Unsolved Latent Files (latent finger & latent palm) The latent finger and palm print files in Ne. are sized to hold 75,000 latent records including both latent fingerprints and latent palm prints.
Regardless of whether the record was entered from a ten print inked card or submitted via LSS, workflow capabilities are provided for automated search of the unsolved latent file.
When a new fingerprint card is processed through the ten print system and it is not identified the minutiae are compared with the unidentified latent stored in the UL file on AFIS.
Latent finger against the Unsolved accuracy 88-93%, a palm is 73-93%.
16. Accuracy Clarification Accuracy figures used in this presentation are from a controlled environment and
are probably significantly higher than the results obtained in every day searching.
There are a number of factors that will influence accuracy:

Quality of database , current database contains images captured at 500 ppi and 1,000 ppi.

17. Universal Latent Workstation If a latent is serious enough it can be searched against the FBI IAFIS system. FBI system consists of :

The proposed system meets the required capacity for 750,000 ten print records through year 5.
In addition to 10 rolled prints, we will store 10 segmented slap images which are also used in
the matching process to increase accuracy, print features and descriptors. All image sizes
conform to the maximum ANSI/NIST-ITL-2000 standard dimensions.
Motorola has provided an expansion option that will support the 10 year EOL requirement, if
NSP determines that they need to expand the NAFIS to support the volumetric growth in the
latter years.
The proposed system exceeds the requirement with enough capacity for 400,000 upper, lower
and writers palm records through end of base design life. All image sizes conform to the
maximum ANSI/NIST-ITL-2000 standard dimensions.
The proposed system meets the capacity requirement of 75,000 latent records including both
latent fingerprints and latent palm prints
The BIS AFIS automates the entry of fingerprint and palm print cards at the workstations. The
operator has the optional capability to enhance any capture image to improve its quality.
When the workstation submits its fingerprint and palm print cases, the BIS AFIS workflow
will process the cases according to settings of the Workflow Parameters Screen. Before and
after AFIS searching, there is decision logic to determine whether or not an operator must
perform quality control and search verification. When the BIS AFIS Server receives
fingerprint and palm print cases, all image and descriptor data is stored in the database. As the
cases under go lights-out searching, the database will be updated with the results of searching
as well as optional quality control, search verification, and case disposition. Since all
biometric data is stored in the Oracle database with complete audit tracking of changes made
during AFIS processing, the integrity and accuracy of the AFIS database is ensure in order to
increase the productivity for all NAFIS users.
The Printmaker BIS includes the Oracle 10g relation database to power the Advanced Data
Storage (ADS) to provide a complete digital image repository of all processed records.
Records can readily be queried, retrieved, viewed, and printed via a web browser; moreover
they can be edited, modified, and even deleted by a privileged operation. Thus, the NSP can
put existing hardcopy fingerprint cards into vaulted storage if it so chooses to save facility
space at the operation site to create a paperless environment
Motorola will implement a specific workflow for the MultiPrint Stations that will allow NSP
to scan and add legacy criminal and civil cards to the Printrak BIS. Both fingerprint as well as
palm print cards can be scanned at 1,000 ppi in either a batch or standalone mode. These
legacy records will be scanned and processed by the Printrak BIS but they will strictly be
added to the Archive database. These records will not added to the Printrak BIS AMS for
potential AFIS searching; however these records can be queried for operator retrieval,
viewing, and printing.
Before the scanned legacy records are added to the Archive database, they will be checked for
quality based upon the established quality threshold parameters for sequencing, classification,
and image quality. If they are below the thresholds, then the records will be placed in a
workflow queue requiring operator quality control before adding to the Archive database.
After the records are added and stored online, NSP can confidently either destroy or remove
the legacy records from the site. Figure 5-1 below illustrates the proposed workflow.

mugshots are available to any latent workstation

to latent fingerprint and palm print entry, automate print comparison, allow optional automation
of ten print: ten print hit/no-hit determinations, and store all applicable record data. Use of an
integrated, computerized system with advanced features to perform fingerprint and palm print
tasks is expected to significantly increase productivity and accuracy over the present system.

2.1.2 The proposed NAFIS will also centralize data storage and file maintenance activities,
making fingerprint and palm print as well as potential future mug shots, scars, marks and
tattoo information available for search by all participating agencies in the most expeditious
manner possible. All proposed equipment must meet published standards for image
capture, compression, and exchange, as listed in section 3 Compliance to Standards

The Printrak BIS includes an Oracle database within the ADS to store all transaction,
descriptor, and image data indexed per identified person and/or processed incident. Not only
does the AFIS database store fingerprints, palm prints, and latent; it will also store mug shots,
scars, marks, tattoos and signatures from lives can bookings. This provides a complete digital
repository for NSP to manage its criminal records.
All fingerprint/palm print capture equipment, card printers, and compression algorithms are
certified by the FBI to the highest level forensic quality in order to ensure no meaningful loss
of AFIS image quality. All Printrak BIS equipment meets published standards for image
capture, compression, and exchange.
2.1.3 The NAFIS expects to either upgrade and/or replace existing Lives can Stations for
high resolution fingerprint/ / palm print card creation as well as mug shots, scars,
marks, tattoos and signature capture. The lives can devices will be fully integrated with
the NAFIS. They will support image and text validation before submission, allow direct
electronic search request and data transfer, and allow printout of one or more
fingerprint/ / palm print cards when desired.

Stations-Ruggedized (LSS-R). The LSS-R includes a FBI certified live scanner and card
printer as well as mugs hot capture (digital) camera and signature capture tablet. These
Lives can Stations include an electronic interface with the Printrak BIS for real-time
transmission of booking submissions. Also, the Lives can Stations can generate and print FBI
applicant, criminal, and palm print cards as well as disposition reports. All lives can devices
will be fully integrated with the NAFIS and will support image and text validation before
submission, allow direct electronic search request and data transfer, and allow printout of one
or more fingerprint/palm print cards when desired.
2.1.4 Ten print, palm print, and/ / or latent capabilities at any given site will be supported as
defined in Section 8.

integrated, computerized system with advanced features to perform fingerprint and
palm print tasks is expected to significantly increase productivity and accuracy over
the present system.

The BIS AFIS automates the entry of fingerprint and palm print cards at the workstations. The
operator has the optional capability to enhance any capture image to improve its quality.
When the workstation submits its fingerprint and palm print cases, the BIS AFIS workflow
will process the cases according to settings of the Workflow Parameters Screen. Before and
after AFIS searching, there is decision logic to determine whether or not an operator must
perform quality control and search verification. When the BIS AFIS Server receives
fingerprint and palm print cases, all image and descriptor data is stored in the database. As the
cases under go lights-out searching, the database will be updated with the results of searching
as well as optional quality control, search verification, and case disposition. Since all
biometric data is stored in the Oracle database with complete audit tracking of changes made
during AFIS processing, the integrity and accuracy of the AFIS database is ensure in order to
increase the productivity for all NAFIS users.
2.1.6 The proposed NAFIS will also make NAFIS fingerprint data available on a
widespread basis via Intranet capabilities and applications to all devices currently
connected to the NAFIS.

As mentioned earlier, the Printmaker BIS includes an Oracle database that can be accessed from
a web browser contained within the Web Station software licenses. NSP will have 21 of these
licenses distributed over the Printrak BIS workstations and NSP provided PCs. From the web
browser an operator can access the Printrak BIS; perform quality control, search verification,
and case disposition; perform database maintenance; and manage the AFIS, as well as
retrieve, view, and print records.
2.1.7 All proposed equipment must meet published standards for image capture,
compression, and exchange, as listed below in section 3.

As mentioned earlier, all fingerprint/palm print capture equipment, card printers, and
compression algorithms are certified by the FBI to the highest level forensic quality in order
to ensure no meaningful loss of AFIS image quality. Furthermore, Motorola uses the only FBI
certified palmprint livescanner to capture the palmprints in three parts, according to NIST
standards. Since the palmprint impressions are captured flat, there is no distortion to the
thenar and hypothenar areas. This improves the hit rate on a latent palmprint search.

2.1.8 The NAFIS expects to enhance its inkless live-capture of tenprints for fingerprint/ /
palm print card creation and NAFIS database storage. The live-scan devices will be
fully integrated with NAFIS. They will allow direct electronic search request and data
transfer as well as printout of one or more ten print cards when desired. In order for
the selected live-scan devices to provide consistently excellent data that enhances
database quality and search accuracy, they must use current fingerprint industry
standards for fingerprint and palm print image processing.

Motorola will replace all existing LiveScan Stations with new Motorola Printrak LiveScan
Stations-Ruggedized (LSS-R). The LSS-R includes a FBI certified livescanner and card
printer as well as mugshot and signature capture. These Live Scan Stations include an
electronic interface with the Printrak BIS for real-time transmission of booking submissions.
The Live Scan Stations also include a Case Manager, where all the last 1,000 bookings are
locally archived and able to be reviewed and printed. The Live Scan Stations can generate and
print FBI applicant, criminal, and palm print cards as well as disposition reports. All live scans
use AFIS algorithms that are current with fingerprint industry standards for fingerprint and
palm print image processing
2.1.9 The NAFIS expects to formulate its data into a paperless environment.

The Printrak BIS includes the Oracle 10g relation database to power the Advanced Data
Storage (ADS) to provide a complete digital image repository of all processed records.
Records can readily be queried, retrieved, viewed, and printed via a web browser; moreover
they can be edited, modified, and even deleted by a privileged operation. Thus, the NSP can
put existing hardcopy fingerprint cards into vaulted storage if it so chooses to save facility
space at the operation site to create a paperless environment.
2.1.10 Ten print, Live Scan, palm print, mugshot, signature capture and/or latent capabilities
at any given site will be supported as defined in paragraphs on System Workload in
section 8.

Motorola will configure the Printrak BIS to fully meet and exceed your specified capacity,
daily workload, and performance requirements. All provided computer hardware is COTS
equipment manufactured by Dell and is the latest current enterprise offering. All servers and
workstations will possess ample memory and storage to effectively host the system software
(both application and operating system) and sufficiently process work in progress cases.
Details are provided later in this Technical Response.
2.1.11 The bidder will note in this section as well as the RFP, the term subsystem is used
as a description of the individual functions required of the system. This term does
not mandate or dictate unless otherwise stated that this system must be a
standalone or included in another system process function. The vendor will specify
that whether or not they are proposing this function to be a standalone processor /
server or whether it is handled in part by another subsystem within the NAFIS.

2.1.12 Future Capabilities
2.1.12.1 Regional Records Exchange for Ten print, Palm Print, Mugshots and Latent
A desirable feature of the NAFIS is the ability to share fingerprint, palm print
mugshots and latent search records between Nebraska and one or more other
states. The NAFIS will be capable of supporting such interconnectivity in an
effective and efficient manner. The bidder will describe their concept to achieve this
future goal.

The Printrak BIS can either cross search and/or exchange ten print, palm print, and latent
records with other regional AFIS systems. For Nebraska, Motorola can provide
interoperability with the following:

To either cross search or exchange records with a Printrak BIS state customer (such as Iowa
DCI), the Printrak BIS systems in both states will need to be configured to allow multiple
agencies to exchange and search records using the native JMS/SOAP API as well as XML
data and JAR image format. Table 5-1 below lists the native transactions that will be
supported.

2.1.12.2. Adding Legacy Records to the Archive
The NAFIS has a substantial number of ten print records in the current ten print
database that are not included in the current NIST archive. These exist as
printed criminal and civil fingerprint cards on the shelf. The NAFIS intends to
use staff to add these to the new NAFIS archive over a period of time after
installation of the new system, and to destroy the paper records at the end of
that project.
This process should be streamlined to archive add with QC and / or search.
The bidder will suggest an approach to accomplishing this conversion and
describe how the new NAFIS equipment and workflow will support that
approach. The addition of these records to the archive will not be part of the
NAFIS contract.

Motorola will implement a specific workflow for the MultiPrint Stations that will allow NSP
to scan and add legacy criminal and civil cards to the Printrak BIS. Both fingerprint as well as
palm print cards can be scanned at 1,000 ppi in either a batch or standalone mode. These
legacy records will be scanned and processed by the Printrak BIS but they will strictly be
added to the Archive database. These records will not added to the Printrak BIS AMS for
potential AFIS searching; however these records can be queried for operator retrieval,
viewing, and printing.
Before the scanned legacy records are added to the Archive database, they will be checked for
quality based upon the established quality threshold parameters for sequencing, classification,
and image quality. If they are below the thresholds, then the records will be placed in a
workflow queue requiring operator quality control before adding to the Archive database.
After the records are added and stored online, NSP can confidently either destroy or remove
the legacy records from the site. Figure 5-1 below illustrates the proposed workflow.

Although the proposed Printrak BIS includes the workflow functionality to scan and add these
legacy records, the system was not sized to store these records in addition to the specified
AFIS volumetrics and capacities. Nevertheless the proposed DELL/EMC CX500 SAN can
readily be expanded to store hundreds of thousands of legacy records. Motorola will be
pleased to provide such an upgrade option upon request from NSP.
2.1.12.3.Two-Finger Identification
A desirable extension of NAFIS services is the use of two-finger identification
for a wide variety of identification needs that are supplementary to a complete
ten print submission. This functionality would support both mobile and wired
applications for specified functions, to include identification verification for law
enforcement field interviews, confinement / custodial control, access to
secured sites, court appearances, probation and parole control, offender
registration updates, resubmission of periodic background checks, homeland
security control measures and social entitlement programs. The bidder will
describe their solution for this capability.

The Printrak BIS can provide two finger identification in addition to the proposed tenprint,
palm print, and latent identification capabilities. Both two finger identification (1:Many
Searching) and two finger verification (1:1 Matching) are readily available; moreover
Motorola will provide these two finger workflows for both the proposed Printrak BIS and
Live Scan Stations. That is, in addition to the applicant, criminal, and registrant processing
profiles on the Live Scan Stations, there will be the following two finger identification
profiles:
?? Quick Identification (QID)
?? Quick Verification (QV)
Both these profiles are ideally suitable for jail intake and release activities as well as identify
criminal offenders during court appearances, probation hearings, and parole visits. These
integrated workflows are illustrated in the following two figures:

Although these profiles are available on the Motorola Printrak Live Scan Stations, they will
also be available on optional Verify Stations and Mobile ID Terminals. The Motorola Printrak
Verify Station provides a simple and intuitive capture process using single finger scanner. It
makes it easy for its operator to acquire biometrics and enter descriptor data to perform a real-time
verification against the live captured biometrics (1:1 matching). It may also achieve
identification by searching a Printrak BIS database (for 1:N matching). The Verify Station is
depicted in Figure 5-4 below.

Although the proposed Printrak BIS and AMS possess sufficient matching power to respond
to 200 daily two finger identification requests, the Printrak BIS can optionally be further
upgrade to support remote Mobile ID Terminals (MIDT) over wireless wide area network
(WWAN). The upgrade consists of implementing Data Gateway Services (DGS) within the
Printrak BIS Server in order to receive, process, and respond to MIDT search requests over
WWAN such as Tetra radio or GSM cellular networks.
The optional MIDTs are CrossMatch MV100 mobile single finger scanners that include both
an optical forensic quality scanner and PDA equipped with Microsoft Pocket PC operating
system. Motorola installs its Mobile AFIS (MAFIS) client software on the MV100 to provide
the following:
?? Capture 1 x 1 fingerprints at 500 ppi.
?? Perform AFIS image processing to ensure overall image quality and extract fingerprint
minutiae and expert match features.
?? Enter demographic data via stylus selectable picklists.
?? Capture optional mugshots.
?? Store up to 50,000 fingerprint records on the local database.
?? Perform 1:1 matching or 1:Many searching against the local database.
?? Submit fingerprint features and demographic data for 1:1 matching or 1:Many searching
against the Printrak BIS at the central site.
?? Receive hit/no-hit message with optional mugshots from the Printrak BIS

Harris County has been successful with the Motorola Printrak BIS and chose to pilot a related
project, the Motorola Mobile AFIS project, which was conducted in late 2004. Motorolas
ability to interface with the state NEC system, its ability to accommodate Harris Countys
requests, and its ability to upgrade have allowed Harris County to achieve the interoperability,
speed, and accuracy requirements needed to make its Texas community safe.
2.1.12.4.Move to Extended Markup Language (XML)
At the point that the FBI permits the transmission of XML records to IAFIS, the
NAFIS will make a final decision about implementation of that standard. It is
the present intention of NAFIS to move to XML transmissions from AFIS to
IAFIS and at a later time to also replace NIST format transmissions from
livescan to the NAFIS. The system will comply with GJXDM whenever
possible.

The Printrak BIS possesses the present capability to transmit XML formatted data
submissions to the FBI whenever the IAFIS is sufficiently upgraded to receive and process
such submissions. The Printrak BIS architecture is compliant with J2EE standards, and in turn
includes Java Message Services (JMS) to exchange data with other J2EE compliant systems.
Also, it stores descriptors internally as XML data in the Oracle database. Motorola has more
experience with XML than any other AFIS vendor, having internally used XML on our
systems since 2002 starting with Oklahoma.
Together using JMS and XML, the Printrak BIS can interoperate with any external system
supporting similar standards. Presently the Printrak BIS supports the XML V3.0 standards
and will be upgraded in a future minor software release to be fully GJXML compliant. When
local and regional management systems are upgraded to be compliant with GJXML, then the
Printrak BIS can provide a JAPI to seamless exchange data submissions to alleviate redundant
data entry and disseminate the AFIS search results and archive records.

Finally NIST is in the process of upgrading the Data Exchange Standard to include XML
formatted logical records for both data and images. Motorola has been an active participant in
the XML discussions relative to this revision. The Printrak BIS will have the capability to
support legacy NIST as well as future XML NIST. Thus, the Printrak BIS can support
interfaces for existing and future livescan stations.
2.1.12.5. Disaster Recovery
In the event of a natural disaster or similar occurrence that would render the
NAFIS partially or fully inoperative, the NAFIS desires to have a plan to
resume full NAFIS services. To this end the bidder will propose a disaster /
recovery plan that will work in consonance with the proposed NAFIS. This
proposal should cover a variety of likely situations and may include various
options for response. The bidder will describe the approach and procedures
to regain system availability in the event of a:

Motorola has provided an option to implement a Printrak BIS Disaster Recovery System
(DRS) based upon a warm business continuity solution. The Printrak BIS -DRS would
provide NSP will all the necessary NAFIS functionality to identify persons and solve crimes
as well as receive search requests from remote AFIS workstations and submissions from
remote LiveScan Stations. The DRS could be commanded to functional and operational
takeover the daily workload from the production NAFIS in just few hours based upon the
availability and cutover of the WAN communications.
The Printrak BIS -DRS equipment will be equivalent but minimal number of components to
process and search the daily workload. The proposed DRS includes both servers,
workstations, and peripherals as depicted in Figure 5-6 below.

2.1.12.5.1 Catastrophic AFIS failure in which all or most of the host
systems key components are non-repairable.

The proposed optional Printrak-DRS can readily be commanded to take over NAFIS
operations if there is a catastrophic failure at the NSP central site. All remote workstations
and livescan stations can transmit either their requests or submissions including external
interfaces to the DRS assuming the WAN is cut over. When the production equipment is
repaired, NAFIS command and control can be restored to the NSP central site.
2.1.12.5.2 Natural disaster in which the host system is unusable for
AFIS operations.

The proposed optional Printrak BIS-DRS can readily be commanded to take over NAFIS
operations if there is a natural disaster that either damages or destroys the NSP central site.
All remote workstations and livescan stations can transmit either their requests or submissions
to the DRS assuming the WAN is available. The DRS can be used for daily operations, until
NSP and Motorola agree to terms to manufacture and deploy a Printrak BIS replacement
system for the NSP central production site.
2.1.12.5.3 Livescan hard drive failure with unsubmitted bookings.

The proposed optional Printrak BIS-DRS receives Printrak BIS production system data
updates using Oracle database replication. Typically, work in process such as new livescan
submissions and workstation requests are transmitted using incremental or snapshot
replications throughout the operational day. The vast majority of livescan submissions can
therefore be cut over during startup of the DRS. However if this doesnt occur, Printrak
LiveScan Stations can optionally upgraded with same submission manager software as AFIS
workstations to fully ensure that the Printrak BIS server received and is processing requests. If
not, then the LiveScan Station can resubmit the submission for AFIS processing.

platform used in Nebraska's previous system, and in some competitive offerings).
Motorola understands that a reliable and advanced architecture that can be integrated into
your current IT environment is important to NSP, as Motorola is the only AFIS vendor with
proven experience delivering true multi-tier architecture since 2002. Motorolas standard
Printrak BIS solution uses a state-of-the-art multi-tier architecture, comprising the
Presentation Tier, the Business Tier, and the Data Tier. With over 50 Printrak BIS systems
delivered, Motorola has extensive experience in implementing multi-tier architecture
solutions. This architecture also allows expanded support of a Service Oriented Architecture
implementation.

The following diagram depicts the multi-tier architecture. The section following the diagram
provides an overview of each tier of the architecture.

?? Presentation Tier. The presentation tier provides capture and analysis of fingerprints,
palmprints, and facial images. For basic purposes, this can be thought of as the
workstation level. This incorporates the MultiPrint Station, which is also known as a
thick client, and the Review Station , which is a web-based thin client tool that provides
Quality Control, Verification, Home Page (tracking and troubleshooting cases), Roles and
Privileges, Compare Records, Charting, Database Maintenance and more. The Review
Station web based applications can be loaded on any PC that meets minimum
requirements, including a desktop PC. The Review Station allows you to get more done
from the comfort of your own work area.
?? Business Tier. The Business Tier is used to intelligently manage system elements. This
tier centralizes the business logic and the transaction workflow as opposed to client/server
architecture that provides these items throughout the entire system. The benefit of
centralizing this information is to make your operations more efficient. For example,
when user privileges are set, they are set once through a web-based application and it is
not necessary to set privileges on each individual workstation. Along these same lines,
when a workflow change is implemented, only the business tier must be updated- the data
tier and presentation tier do not have to be updated (given that there no graphical user
interface changes). This tier is considered the most configurable and one of the key
components of the Printrak BIS. The image below illustrates the business tier structure.
Whereas the Data Tier is powered by Oracle database software in addition to Printrak custom
developed matching, exchange, and image processing software, the Business Tier is power
JBOSS Application Server and Apache Tomcat Web Server. Motorola programs a customer
business logic and workflow rules within the application server and publishes the results of
the AFIS processing on a Home Page hosted by the web server.
Both the JBOSS Application Server (AS) and Apache Tomcat Server (ATS) are the
foundational component of the JBOSS Enterprise Middleware System (JEMS), the Open
Source for Service Oriented Architecture (SOA). SOA is an approach for building distributed
systems that deliver application functionality as loosely-coupled services. SOA provides a
standard way to represent and interact with AFIS application functionality by leveraging open
standards such as Global Justice XML.
The entire JEMS suite includes JBOSS AS, ATS, Hibernate, JBOSS Cache, JBOSS jBPM,
and JBOSS Eclipse IDE. The near term future Printrak BIS Roadmap will include
incorporating additional JEMS products in order to possess greater SOA features, benefits,
and capabilities. This is critical to improve interoperability and integration across a CJIS
enterprise, including AFIS, CAD, CCH, Livescans, RMS, etc. in order to promote and reuse
of all CJIS application services to alleviate redundant data entry during booking, disseminate
AFIS search results, and exchange CJIS meta data including mugshots, demographics,
criminal history, and rapsheets.

?? Data Tier. Data Storage on the proposed system is accomplished through the Advanced
Data Server (ADS) function. The ADS has been designed to easily store any type of data,
such as fingerprints, palmprints, facial images, descriptor information, and more. Cases
are stored as Person records with associated Incidents in order to maintain multiple
records per person. The ADS is an Oracle 10g database, which will provide NSP the latest
database technology available in the marketplace today. Motorola understands that the
protection and security of your AFIS data is critical to your operations, and therefore a
reliable and proven database solution, Oracle, is used for data storage. Furthermore, it is

integrated and supported in your current IT infrastructure, and we have found that many
organizations already have experience and expertise with Oracle. Overall, the use of
Oracle in the data tier of the Printrak BIS multi-tier architecture provides NSP storage
security, reliability, familiarity.
Figure 5-8 below depicts a high level view of the multi-tier architecture for the proposed
solution.

4.2.1 The workstation(s) provided for this function will meet applicable occupational health
and safety regulations. Workstation furniture, where provided, will be ergonomically
designed to accommodate standard physical characteristics (i.e., 50th percentile of
world population height). The design will facilitate improved productivity, both in
terms of furnishings and in terms of the screen design and graphical user interface
tools incorporated in the applications software.

Motorolas workstations are designed to meet health and safety standards, are ergonomically
designed, and provide improved productivity in terms of screen design and graphical user
interfaces. Due to the amount of time AFIS and latent experts spend in front of a computer, it
is understandable that health and ergonomics are a requirement of the NSP.
Workstations are standard, off the shelf PCs, and therefore health and ergonomic conditions
are the same as in your standard PC environment. In terms of furniture, desks are motorized to
move up and down to accommodate a wide range of heights. This applies to keyboard
sections of the desk as well. Chairs provided with the desks provide height adjustments as
well as a wide range of recline levels to improve lumbar support, reduce strain on the lower
back and provide a more comfortable environment.
The Motorola LiveScan Station (LSS) workstations comply with all applicable occupational
health and safety regulations and are ergonomically designed to accommodate not merely the
required 50th percentile, but the 90th percentile of the population, making fingerprinting
comfortable for virtually all operators. The LSS was designed for use by new and experienced
booking officers to facilitate productivity. Scanners are at 40 inches high for booking stations,
which allows a large pool of the population to be fingerprinted comfortably. The LiveScan

Station scanner also provides an angled surface so the hand fits comfortably on the scanner
and the correct print position is obtained, while the precision scanning platens are waterproof
to protect the workstation from various fluids and for ease of cleaning. Furthermore, LiveScan
Stations include touch screen, keyboard, and mice to navigate screens and enter information.
The operator may choose the entry method most comfortable for him/her.
Printrak BIS graphical user interfaces are designed with a resolution of 1600x1200 to ensure
AFIS and latent operators have the highest resolution possible to see the fine detail in prints
that is necessary for matching. Color codes have written text to accommodate for
colorblindness. Screens have large buttons and status bars to inform the user of the next steps
required for execution of a workflow. The intuitive graphical user interface guides users
through the workflow, and an extensive online help application can answer most questions.
LiveScan Stations graphical user interfaces are designed with the end-user booking officer in
mind. The buttons are large to accommodate for round fingers pressing the touch screen to
navigate screens, while fingerprints and palmprint images have ample screen space to display
fully. Status bars are provided to easily guide the user from screen to screen.
With this level of ergonomic fit and well designed graphical user interfaces, AFIS, latent, and
LiveScan Station operators should be able to work for many hours in comfort. Additionally,
the intuitive user interface should be able to help users through any problems they may have.
The Printrak BIS MultiPrint Stations for card entry include furniture designed for both
ergonomic comfort and productivity as well as ADA compliant. The work surfaces and chair
include a number of adjustments:

While the MultiPrint Station may include the Digital Camera and Workbench (for latent
case/print entry) as well as flatbed scanner, the PrintScan Station strictly includes the flatbed
scanner for fingerprint and palmprint card entry.
The Printrak BIS Workstations are Windows-based and therefore include a Windows
Graphical User Interface (GUI) as well as Web Browser Interface to facilitate the operators
work experience. The GUI is illustrated in Figure 5-10 below.

Motorola LiveScan Stations and MultiPrint Stations (tenprint and palmprint card scanning)
workstations capture larger rolled image areas (equal to or greater than 1.5 x 1.6) and other
print areas in compliance with international standards for fingerprint capture. Previous
Motorola systems and some competitive systems captured one inch by one inch, while the
larger capture area of 1.5x1.6 allows for more print detail, which may help in matching
latent images to those of known criminals to solve more crimes.

For LiveScan, the large platen has a scanning surface measuring 5.5 x 6.25 inches (13.97 x
15.875 centimeters). The scanning surface of the small glass platen measures 2.25 x 2.25
inches (5.715 x 5.715 centimeters).

4.2.2.4. Ability to review capture areas and to correct for improperly captured fingerprint/ /
palmprint images by adjusting the location and angle of the fingers/palms and the
capture boxes.

The ability to review capture areas and to correct for improperly capture finger and palmprints
is a standard feature in the Printrak BIS workstations. Motorola understands that the quality of
prints in the database can make the difference between capturing a criminal and letting him go
free.
The PrintScan Station (tenprint and palmprint card scanning) allows users, with the simple
click of an icon, to reverse right hand and left hand rolls, four finger slaps, and thumb slaps in
the event the incorrect hand was rolled on an inked card. Users can also easily rotate the
image if necessary. These easy to execute features assure that users have intuitive tools that
are easily accessible to provide the best quality prints possible for storage in the database and
for matching.
A second check for review of the capture areas occurs at manual Quality Control, which is an
optional step in the workflow for tenprints and palmprint operations. Quality Control allows
an operator to review the overall quality of a case, including the ability to switch fingers,
review the roll-to-slap comparison and switch fingers if necessary, evaluate and modify
minutiae, adjust classification, and rotate images.
Each capture initiates an immediate quality check feedback to the operator to facilitate
recapture of improperly captured fingerprint/palmprint images of the print if necessary.

4.2.2.5. Simple, straightforward pre-programming of multiple card formats.

Motorola provides an extensive library of card formats that can be utilized by NSP. The preprogrammed
formats eliminate the need for the customer to program the formats.
Additionally, the Card Format Editor Tool will be provided to NSP in the event new card
formats are required. This puts control in the hands of NSP and allows NSP to create their
own card formats if necessary, and does not require service from Motorola. The screenshot of
Motorolas straightforward pre-programming of multiple card formats is shown in Figure
5-14 below.

4.2.2.6. Automatic segmentation of four-finger slap image sets for matching purposes only.
The image itself will remain un-segmented, but separate features for each finger in
the image will be derived.

4.2.2.7. Automated fingerprint/palmprint image enhancement and clarification.

Automated fingerprint/palmprint image enhancements provided by Motorola will allow NSP
to submit higher quality prints without performing additional work, which will improve the
productivity of your organization. The Gabor filter is one example of automated image
enhancement. This tool filters between the dark ridges and white valleys in order clarify ridge
details more clearly. Figure 5-15 below provides a representation of the beginning, middle,
and end process of the Gabor process. As one can see in the figure, the blotches in the first
photo are significantly reduced in order for the user to see more detail in the print.

To further enhance the efficiency the Printrak BIS, minutiae and secondary matching details
are automatically extracted from prints. Other automated image enhancements and automated
minutiae and feature extraction are applied after use of the Gabor filter (Figure 5-16).
1. The original captured fingerprint (see Figure 5-16, image1 below) is enhanced by
removing noise (Gabor Filter) and enhancing the true image of the fingerprint ridges
(see Figure 5-16, image 2 below). The enhancement process is adaptive, which
means it applies greater or lesser amounts of processing power depending on the
quality of the initial image.
6. The enhanced image is then thinned so that a skeleton image (consisting only of
lines) is produced. This thinned image (see Figure 5-16, image 3 below) is retained for
later use as part of Motorolas exclusive EXPERT Matching process. This allows the
system to take ridge direction into account in searching and matching.
7. Individual minutiae are then extracted from the thinned image (see Figure 5-16, image
4 below). Motorolas minutiae processing algorithm contains special procedures that
minimize the number of false minutiae arising from over-inking, under-inking,
smudges and heavy pressure on live scan prints. This improves system matching
accuracy and is critical for large databases.

4.2.2.8. Automated print processing, including determination of minutiae location, ridge
direction, and any other features that may be automatically derived from the
fingerprint or palmprint. All pre-search processing will be automated and will be
performed without human intervention, supporting twenty-four hour per day print
submissions.

After a card is scanned on the PrintScan Station, or after live-scanned impressions are
captured on the LiveScan Station, Motorolas proprietary print processing algorithm
automatically performs the following steps:
?? Separates four-finger slap group images into individual fingers for processing (while

All of these processes are automatic, requiring no operator intervention or special fingerprint
training, and allowing print submissions 24 hours per day.
Real time fingerprint quality checking is provided through a software tool in Data Exchange
Services (DES) and Data Processing Services (DPS). These tools provide users with
assurances that the fingerprint image(s) (i.e., slap four fingerprint images, rolled images and
flat images) are the correct image, are the image intended, and are of sufficient quality to
permit further processing.
This software was developed to provide user-friendly AFIS operation. The goal was to
minimize any operator decisions regarding print quality, if those decisions could be made by
software instead. Together DES and DPS meet this goal.

4.2.2.9. Keyboard entry of descriptors as defined in Section 15 Type Two Record of this
RFP.

4.2.2.10 Fully automatic comparison of each rolled image against the corresponding plain
impression, to ensure proper finger placement and no erroneous capture, before

this procedure will also be automated.

After all flat impression prints have been captured, Motorola uses minutiae to compare the flat
and rolled fingerprints to ensure proper placement. A discrete comparison is automatically
performed during each and every rolled impression capture, however the software can be
configured to perform this comparison after all images have been captured. The LiveScan
Stations support individual finger replacement in case of error. Poor quality or mismatched
fingers (i.e., fingers not rolled in the proper order according to an automatic comparison of the
rolled and flat fingers) can be replaced at the discretion of the operator.
4.2.2.11. Automatic identification of individual rolled/slap fingerprint print quality, and
automated selection of the best quality search fingers (rolls or slaps) to use in the
search. This procedure will also be automated.

5.5 LiveScan Entry (RFP IV.5)
5.1 The system will support direct interface of local or remote livescan devices to the NAFIS.
The new NAFIS will have the ability to interface with third party vendor livescans.

The Printrak BIS will provide an interface to receive submissions from Printrak LiveScan
Stations and third party vendor livescans for real-time AFIS search and storage processing.
Printrak BIS uses Data Exchange Services (DES) and Date Processing Services (DPS) for
both local and remote livescan submissions. DES is a front-end process to receive and parse
ANSI/NIST formatted submissions; meanwhile DPS performs AFIS image processing
including image quality assessment, roll to slap comparison, and feature extraction.
Motorola will replace all existing LiveScan Station Series 2000 and 3000U units with new
Motorola Printrak LiveScan Stations - Ruggedized (LSS-R) and LiveScan Station Desktop
(LSS-D) units. The LSS includes the newly developed and manufactured LScan 1000P model
scanner from Smiths Heimann Biometrics (SHB). The SHB LScan 1000P scanner is fully
certified by the FBI to CJIS/EFTS Appendix F-IQS for 1,000 ppi image capture; moreover it
is easy to use just roll the finger at any speed, and simply place fingers and palms on the
scanner platen. The LSS Graphical User Interface (GUI) instantly shows the capture
impressions and thereby makes the use intuitive and easy as possible.
The LSS is used to electronically capture photos, demographic data, fingerprint, and
palmprint images. Special AFIS software performs a quality check and extracts minutiae on
each fingerprint scan. The system provides a hand placement and duplicate finger check by
comparing rolled fingerprint scans to slap prints, and thumb rolls to thumb slaps. Fingerprint
as well as palmprint cards can be printed on a high-resolution laser printer.
5.1.1 The third party vendor livescan will support NAFIS integration for support of Quality
Control, Search Verification and rescan functions.

The LSS devices support quality control by providing indications of sequence errors, where
the fingers may have been captured our of sequence, and Palm to Slap errors, where the
application ensures that the palms captured belong to the same person as the slaps. The
LiveScan Station also provides case management features that allow for case editing and
rescan of any previously capture images.
The Printrak BIS will seamlessly integrate the LSS. After receipt of the LSS data and
processing by the DES and DPS services, the Printrak BIS Server utilizes Intelligent Decision
Logic (IDL) to determine the need for operator involvement with respect to Quality Control
and/or Search Verification.
The operator will use the Quality Control application to examine data in a fingerprint or
palmprint case, and determine if the data are sufficient to allow for matching when the records
are searched. If the data are insufficient, then the operator can reject the data. In turn, the
Printrak BIS can generate and transmit a rescan request to the originating LSS.

The operator will use the Case Verification application to verify or review search results,
compare search images to respondent images, and determine if an identification (Ident) has
been made. The results of a search are contained in a match report. The match report lists the
respondents by case ID, with the highest scoring respondent listed first. The highest scoring
respondent is most likely to be a match, commonly called an Ident. In the Case Verification
application, any case ID in the match report can be selected for viewing. Search images are
displayed side-by-side with respondent images. After the search case is compared to the
respondent case(s), the operator determines whether or not an Ident has been made.
5.1.2 The livescans provided for this function will meet applicable occupational health and
safety regulations. Livescans will be ergonomically designed to accommodate
standard physical characteristics (i.e., 50th percentile of world population height).

The LSS-R is designed to meet most ergonomic standards through their physical
characteristics, furnishings and user interfaces. The workstations are 67x 26 x30 (Height
by Width by Depth respectively) and will readily fit through a standard 28 door. It can be
used by over 90% of the adult population for booking operations within a jail environment.
The workstation is illustrated in Figure 5-17 below.

The intuitive graphical user interface clearly guides the operator through the acquisition of all
required data including transaction ID, descriptors, fingerprints, palmprints, photos, etc.
(Figure 5-18 below). Clear and immediate instruction and feedback are provided during the
process including fingerprint and palmprint sequence check (correct order), image quality
check, and descriptor data entry validation. Because most data entry operations can be
accomplished using the touchscreen interface and scanning operations are controlled via the
two foot pedals provided the operator is able to use both hands to control and facilitate the
subject during the capture process.

The LSS is Windows-based and thereby includes a Windows GUI to access functionality
provided in the workstation. Figure 5-18 below depicts the GUI of the LiveScan Station.

The Application Bar appears when the LiveScan Station GUI is touched on the right side of
the screen or when the cursor is located at the right side of the screen. The toolbar contains
several icons that represent a LiveScan Station task (for example, About LiveScan, Autohide,
Undo Autohide, Workflow Manager, Tool Manager, Message Manager, Case Manager, User
Logoff, and Get Free Disk Space). Workstation tasks are summarized in Table 5-4 below.

5.1.3 NAFIS requires the replacement of ten (10) existing Printrak LSS2000 Live Scan
devices and the modification of four (4) Printrak LSS3000U live scan devices
seventeen (17) livescan devices. One of these devices may be non-ruggized.

Station components and provides a small desktop working area when the keyboard is

and rear doors. The rear doors should be used only by the system administrator and
maintenance personnel.
?? Central Processing Unit: The Dell PowerEdge is the main or host computer. On a
ruggedized system, it is located inside the locking steel cabinet. The back of the CPU is
the main connection terminal for all LiveScan Station peripheral hardware.
?? Livescanner: The fingerprint scanner is used to capture fingerprint and palmprint images.
The LSS-R will be equipped with CrossMatch Smiths Heimann Biometric LScan 1000P.
The large platen is used to scan palmprints and flat fingerprints, and the small platen is
used to scan rolled fingerprints.
?? Monitor with Touch Screen: The LiveScan Station is equipped with a 17-inch LCD
monitor with touch screen.
?? Keyboard, Touchpad, and Mouse: Although most entries are made by touching the screen,
the keyboard can also be used to enter data and perform system management tasks. The
keyboard is located in the keyboard drawer with either the touchpad, or mouse.

?? Mugshot Camera: The image capturing system can be used during a LiveScan Station
workflow process to photograph the persons full-face or other identifying features (for
example, marks, tattoos, and scars). A live image of the person can be previewed while
the video camera is adjusted.
?? Signature Capture Tablet: The signature capture pad includes a stylus to allow either the
subject and/or operator to capture signatures.
?? Fingerprint Card Printer: The laser printer is placed on a table that is accessible to many
users. That way, the printer can be used by the LiveScan Station and other stations within
the network. Printing is achieved through the touch screen controls, mouse, or keyboard
commands. High-resolution single-sided or double-sided tenprint cards or forms can be
printed. The printer is adjustable for either tenprint cards or letter-size paper. Single sheets
of paper or cards can be fed manually into the printer.
?? Uninterruptible Power Supply: The Uninterruptible Power Supply (UPS) is located inside
the locking steel cabinet (ruggedized version) or next to the CPU (desktop version). The
UPS ensures that the electrical flow to the computer is not interrupted because of total loss
of power. The UPS is equipped with a battery and a loss-of-power sensor; if the sensor
detects a loss of power, it immediately switches over to the battery to allow the user time
to save data and shutdown the computer.
The Motorola Printrak LSS is used to electronically capture photos, demographic data,
fingerprint, and palmprint images. Special AFIS software performs a quality check and
extracts minutiae on each fingerprint scan. The system provides a hand placement and
duplicate finger check by comparing rolled fingerprint scans to slap prints, and thumb rolls to
thumb slaps.
5.2 Ten-Finger/Palmprint Livescan Entry
5.2.1 The ten-finger live-scan entry station must provide the following capabilities:

other customized workflow. As steps are completed a list is presented and checked off so the
operator is always aware where in the workflow process they are. All functions can be
accessed at the large LCD touchscreen without the need for using the mouse or keyboard and
in addition scanning operations can be controlled via the two foot pedals provided. The foot

pedals are optimally positioned as to allow the operator to control and guide the subject
during the booking process while freeing their hands.
5.2.1.1.2. Ruggedized cabinet design appropriate for a booking environment.
Non-ruggedized will have the same functionality as the ruggedized.

environments such as jails. Other parts such as the foot pedals are heavy-duty to withstand
repeated use. All parts are COTS such that if they are damaged replacements parts are readily

LSS-D non-ruggedized has the same functionality as the LSS-R ruggedized.
5.2.1.1.3. Heated fingerprint capture plate that can be easily cleaned and
disinfected between print capture sessions (capture plate life with
regular disinfecting will be stated). All capture plates will be covered
under standard proposed warranty.

disinfected with a soft cloth. Each platen is glass surface and disinfecting solution can be
used. It is important to note that because the scanner unit is completely factory sealed,
moisture cannot enter into the unit and cause rust or operational problems over the life of the
unit. The life of the platens exceeds 10 years. All capture plates are covered under Motorolas
Standard proposed warranty.
5.2.1.1.4. Cabinet capable of accommodating will have integrated photo /
mugshot and signature capture capabilities is desired (i.e., camera
can be installed inside the cabinet).

The proposed LSS cabinets are extendable to accommodate an integrated photo capability,
camera, interface cables and connectors. The COTS camera is contained in an all-steel
housing that extends from the top of the livescan cabinet. It is configurable for the camera
mount to be on the left or right of the monitor to accommodate the particular booking
environment as needed. In addition, the camera housing can be rotated by the operator to
allow capture of mugshots of persons of all heights as well as capture scars, marks and
tattoos.

5.2.1.2.1. Scan, output, and forward images consistent with IAFIS rolled print
image specifications. All images must be captured at 1,000 dpi

5.2.1.2.4 Fully automatic comparison of each rolled image against the
corresponding plain impression, to ensure proper finger
placement and no erroneous capture, before data is forwarded to
NAFIS or output to a card.

images against the plain impressions. The comparisons are performed after each rolled image
is captured without the operator having to do anything. Any anomalies are immediately and
clearly presented to the user and the user has the opportunity at that time or before the data is

The LSS also performs a comparison of upper palms to lower palms as well as upper palms to
fingerprint slaps to ensure integrity that the same person is palmprinted and fingerprinted as
well as the proper sequencing of palmprint images.
5.2.1.2.5. Automatic identification of individual rolled/slap fingerprint print
quality, and automated selection of the best quality search fingers
(rolls or slaps) to use in the search.

Upon receipt of the livescan data at the Printrak BIS the system automatically determines the
fingers to use in the search. The system bases this determination on the overall print quality
and uses both the rolled and plain images. The system uses the best images for a tenprint
search.
5.2.1.2.6. Support for automated processing and automated correction
features which eliminate the need for manual quality review of nonlatent
prints (fingerprints or palmprints).

(DPS). This service provides users with assurances that the fingerprint image(s) (i.e., slap four
fingerprint images, rolled images and flat images) are the correct image, are the image
intended, and are of sufficient quality to permit further processing
This software was developed to provide user-friendly AFIS operation. The goal was to
minimize any operator decisions regarding print quality, if those decisions could be made by
software instead.
The system performs the following fingerprint quality checks:
Minimum Number of Minutiae. If the software does not detect a sufficient number of
minutiae to support potential AFIS search processing, the operator is prompted with the
suggested corrective action (including rescanning the print or flat to roll substitution).
Good Quality Images. If the software does not detect any image quality problems, the image
will be accepted. If for any reason the software detects a possible problem the operator is
prompted with the possible corrective action (including rescanning request or flat to roll
substitution).

Slap to Roll. The Slap to Roll sequencing check is used to compare the sequencing of the
tenprint rolled images against the four-finger slap images and the flat thumbs. A warning
message is presented to the operator if a fingerprint fails the sequencing check. The operator
may then select the finger in question and request rescanning.
Light/Dark Images. The software confirms that the general image brightness is well adjusted.
In the case of the image or any portion of the image being too dark or too light the software
highlights this fact, generates the appropriate message, and suggests that the finger should be
rescanned.
Smudged Images. The software checks for images that contain smudged areas, and detects
whether the fingerprint was shifted or rotated during the rolling. When such movements are
detected, a message is generated that identifies the problem (e.g., a smudged image) and
requests that the fingerprint be rescanned
Flat or Rolled Image. The software checks to determine if a rolled image was really rolled or
if the image is only a flat impression, based upon the following criteria:
?? A rolled impression will, in most instances, have a greater width than the flat impression
included in the slaps
?? The number of minutiae present is different when flat impressions are compared with
rolled fingerprint impressions
In all situations, the operator has override capabilities. If the operator issues an override
command, this action is recorded in the Audit Trail and included in the appropriate
Management Report.
5.2.1.2.7. Compression of images at the workstation livescan, prior to transfer
to NAFIS, allowing for a more efficient use of the NAFIS network.

with the responsibility of positively identifying all submitted fingerprints. The NAFIS System

2.1 The objective of this RFP is to integrate & upgrade or replace current statewide AFIS
to support NAFIS operations by automating ten print, palm print, and latent entry, and
fingerprint comparison, review, and charting of potential matching fingerprints.
Proposals will meet all mandatory NAFIS RFP requirements and at a minimum will

NIST Archive records. These converted records will undergo Printrak BIS image processing
including new algorithms to enhance image quality as well as extract applicable (ten print only)

additional features will be used by the AMS with its improved search algorithms to increase
search accuracy in order to identify more suspects and solve more crimes.
2.1.1 By implementing an integrated AFIS / palm print system, the NAFIS intends to automate
fingerprint and palm print record entry, apply optional automation and enhancement techniques
to latent fingerprint and palm print entry, automate print comparison, allow optional automation
of ten print: ten print hit/no-hit determinations, and store all applicable record data. Use of an
integrated, computerized system with advanced features to perform fingerprint and palm print
tasks is expected to significantly increase productivity and accuracy over the present system.

2.1.2 The proposed NAFIS will also centralize data storage and file maintenance activities,
making fingerprint and palm print as well as potential future mug shots, scars, marks and
tattoo information available for search by all participating agencies in the most expeditious
manner possible. All proposed equipment must meet published standards for image
capture, compression, and exchange, as listed in section 3 Compliance to Standards

The Printrak BIS includes an Oracle database within the ADS to store all transaction,
descriptor, and image data indexed per identified person and/or processed incident. Not only
does the AFIS database store fingerprints, palm prints, and latent; it will also store mug shots,
scars, marks, tattoos and signatures from lives can bookings. This provides a complete digital
repository for NSP to manage its criminal records.
All fingerprint/palm print capture equipment, card printers, and compression algorithms are
certified by the FBI to the highest level forensic quality in order to ensure no meaningful loss
of AFIS image quality. All Printrak BIS equipment meets published standards for image
capture, compression, and exchange.
2.1.3 The NAFIS expects to either upgrade and/or replace existing Lives can Stations for
high resolution fingerprint/ / palm print card creation as well as mug shots, scars,
marks, tattoos and signature capture. The lives can devices will be fully integrated with
the NAFIS. They will support image and text validation before submission, allow direct
electronic search request and data transfer, and allow printout of one or more
fingerprint/ / palm print cards when desired.

Stations-Ruggedized (LSS-R). The LSS-R includes a FBI certified live scanner and card

transmission of booking submissions. Also, the Lives can Stations can generate and print FBI

will be fully integrated with the NAFIS and will support image and text validation before
submission, allow direct electronic search request and data transfer, and allow printout of one
or more fingerprint/palm print cards when desired.
2.1.4 Ten print, palm print, and/ / or latent capabilities at any given site will be supported as
defined in Section 8.

and workload, then additional RAID storage and AMS computer will only need to be installed
to achieve this potential growth. Thus, NSP can be confident about return on acquisition
investment as well as cost-effectiveness to upgrade in the future.

2.1.5 The NAFIS intends to fully automate ten print and palm print card entry, apply
optional automation and enhancement techniques to ten print and palm print entry,
automate print comparison, automate and enhance hit / no-hit determinations, and
store all applicable data that can assist in print search processing. Use of an
integrated, computerized system with advanced features to perform fingerprint and
palm print tasks is expected to significantly increase productivity and accuracy over
the present system.

The BIS AFIS automates the entry of fingerprint and palm print cards at the workstations. The
operator has the optional capability to enhance any capture image to improve its quality.
When the workstation submits its fingerprint and palm print cases, the BIS AFIS workflow
will process the cases according to settings of the Workflow Parameters Screen. Before and
after AFIS searching, there is decision logic to determine whether or not an operator must
perform quality control and search verification. When the BIS AFIS Server receives
fingerprint and palm print cases, all image and descriptor data is stored in the database. As the
cases under go lights-out searching, the database will be updated with the results of searching
as well as optional quality control, search verification, and case disposition. Since all
biometric data is stored in the Oracle database with complete audit tracking of changes made
during AFIS processing, the integrity and accuracy of the AFIS database is ensure in order to
increase the productivity for all NAFIS users.
2.1.6 The proposed NAFIS will also make NAFIS fingerprint data available on a
widespread basis via Intranet capabilities and applications to all devices currently
connected to the NAFIS.

As mentioned earlier, the Printmaker BIS includes an Oracle database that can be accessed from
a web browser contained within the Web Station software licenses. NSP will have 21 of these
licenses distributed over the Printrak BIS workstations and NSP provided PCs. From the web
browser an operator can access the Printrak BIS; perform quality control, search verification,
and case disposition; perform database maintenance; and manage the AFIS, as well as
retrieve, view, and print records.
2.1.7 All proposed equipment must meet published standards for image capture,
compression, and exchange, as listed below in section 3.

As mentioned earlier, all fingerprint/palm print capture equipment, card printers, and
compression algorithms are certified by the FBI to the highest level forensic quality in order
to ensure no meaningful loss of AFIS image quality. Furthermore, Motorola uses the only FBI
certified palmprint livescanner to capture the palmprints in three parts, according to NIST
standards. Since the palmprint impressions are captured flat, there is no distortion to the
thenar and hypothenar areas. This improves the hit rate on a latent palmprint search.

2.1.8 The NAFIS expects to enhance its inkless live-capture of tenprints for fingerprint/ /
palm print card creation and NAFIS database storage. The live-scan devices will be
fully integrated with NAFIS. They will allow direct electronic search request and data
transfer as well as printout of one or more ten print cards when desired. In order for
the selected live-scan devices to provide consistently excellent data that enhances
database quality and search accuracy, they must use current fingerprint industry
standards for fingerprint and palm print image processing.

Motorola will replace all existing LiveScan Stations with new Motorola Printrak LiveScan
Stations-Ruggedized (LSS-R). The LSS-R includes a FBI certified livescanner and card
printer as well as mugshot and signature capture. These Live Scan Stations include an
electronic interface with the Printrak BIS for real-time transmission of booking submissions.
The Live Scan Stations also include a Case Manager, where all the last 1,000 bookings are
locally archived and able to be reviewed and printed. The Live Scan Stations can generate and
print FBI applicant, criminal, and palm print cards as well as disposition reports. All live scans
use AFIS algorithms that are current with fingerprint industry standards for fingerprint and
palm print image processing
2.1.9 The NAFIS expects to formulate its data into a paperless environment.

The Printrak BIS includes the Oracle 10g relation database to power the Advanced Data
Storage (ADS) to provide a complete digital image repository of all processed records.
Records can readily be queried, retrieved, viewed, and printed via a web browser; moreover
they can be edited, modified, and even deleted by a privileged operation. Thus, the NSP can
put existing hardcopy fingerprint cards into vaulted storage if it so chooses to save facility
space at the operation site to create a paperless environment.
2.1.10 Ten print, Live Scan, palm print, mugshot, signature capture and/or latent capabilities
at any given site will be supported as defined in paragraphs on System Workload in
section 8.

daily workload, and performance requirements. All provided computer hardware is COTS
equipment manufactured by Dell and is the latest current enterprise offering. All servers and
workstations will possess ample memory and storage to effectively host the system software
(both application and operating system) and sufficiently process work in progress cases.
Details are provided later in this Technical Response.
2.1.11 The bidder will note in this section as well as the RFP, the term subsystem is used
as a description of the individual functions required of the system. This term does
not mandate or dictate unless otherwise stated that this system must be a
standalone or included in another system process function. The vendor will specify
that whether or not they are proposing this function to be a standalone processor /
server or whether it is handled in part by another subsystem within the NAFIS.

2.1.12 Future Capabilities
2.1.12.1 Regional Records Exchange for Ten print, Palm Print, Mugshots and Latent
A desirable feature of the NAFIS is the ability to share fingerprint, palm print
mugshots and latent search records between Nebraska and one or more other
states. The NAFIS will be capable of supporting such interconnectivity in an
effective and efficient manner. The bidder will describe their concept to achieve this
future goal.

records with other regional AFIS systems. For Nebraska, Motorola can provide
interoperability with the following:

agencies to exchange and search records using the native JMS/SOAP API as well as XML
data and JAR image format. Table 5-1 below lists the native transactions that will be
supported.

2.1.12.2. Adding Legacy Records to the Archive
The NAFIS has a substantial number of ten print records in the current ten print
database that are not included in the current NIST archive. These exist as
printed criminal and civil fingerprint cards on the shelf. The NAFIS intends to
use staff to add these to the new NAFIS archive over a period of time after
installation of the new system, and to destroy the paper records at the end of
that project.
This process should be streamlined to archive add with QC and / or search.
The bidder will suggest an approach to accomplishing this conversion and
describe how the new NAFIS equipment and workflow will support that
approach. The addition of these records to the archive will not be part of the
NAFIS contract.

Motorola will implement a specific workflow for the MultiPrint Stations that will allow NSP
to scan and add legacy criminal and civil cards to the Printrak BIS. Both fingerprint as well as
palm print cards can be scanned at 1,000 ppi in either a batch or standalone mode. These
legacy records will be scanned and processed by the Printrak BIS but they will strictly be
added to the Archive database. These records will not added to the Printrak BIS AMS for
potential AFIS searching; however these records can be queried for operator retrieval,
viewing, and printing.
Before the scanned legacy records are added to the Archive database, they will be checked for
quality based upon the established quality threshold parameters for sequencing, classification,
and image quality. If they are below the thresholds, then the records will be placed in a
workflow queue requiring operator quality control before adding to the Archive database.
After the records are added and stored online, NSP can confidently either destroy or remove
the legacy records from the site. Figure 5-1 below illustrates the proposed workflow.

Although the proposed Printrak BIS includes the workflow functionality to scan and add these
legacy records, the system was not sized to store these records in addition to the specified
AFIS volumetrics and capacities. Nevertheless the proposed DELL/EMC CX500 SAN can
readily be expanded to store hundreds of thousands of legacy records. Motorola will be
pleased to provide such an upgrade option upon request from NSP.
2.1.12.3.Two-Finger Identification
A desirable extension of NAFIS services is the use of two-finger identification
for a wide variety of identification needs that are supplementary to a complete
ten print submission. This functionality would support both mobile and wired
applications for specified functions, to include identification verification for law
enforcement field interviews, confinement / custodial control, access to
secured sites, court appearances, probation and parole control, offender
registration updates, resubmission of periodic background checks, homeland
security control measures and social entitlement programs. The bidder will
describe their solution for this capability.

The Printrak BIS can provide two finger identification in addition to the proposed tenprint,
palm print, and latent identification capabilities. Both two finger identification (1:Many
Searching) and two finger verification (1:1 Matching) are readily available; moreover
Motorola will provide these two finger workflows for both the proposed Printrak BIS and
Live Scan Stations. That is, in addition to the applicant, criminal, and registrant processing
profiles on the Live Scan Stations, there will be the following two finger identification
profiles:
?? Quick Identification (QID)
?? Quick Verification (QV)
Both these profiles are ideally suitable for jail intake and release activities as well as identify
criminal offenders during court appearances, probation hearings, and parole visits. These
integrated workflows are illustrated in the following two figures:

Although these profiles are available on the Motorola Printrak Live Scan Stations, they will
also be available on optional Verify Stations and Mobile ID Terminals. The Motorola Printrak
Verify Station provides a simple and intuitive capture process using single finger scanner. It
makes it easy for its operator to acquire biometrics and enter descriptor data to perform a real-time
verification against the live captured biometrics (1:1 matching). It may also achieve
identification by searching a Printrak BIS database (for 1:N matching). The Verify Station is
depicted in Figure 5-4 below.

Although the proposed Printrak BIS and AMS possess sufficient matching power to respond
to 200 daily two finger identification requests, the Printrak BIS can optionally be further
upgrade to support remote Mobile ID Terminals (MIDT) over wireless wide area network
(WWAN). The upgrade consists of implementing Data Gateway Services (DGS) within the
Printrak BIS Server in order to receive, process, and respond to MIDT search requests over
WWAN such as Tetra radio or GSM cellular networks.
The optional MIDTs are CrossMatch MV100 mobile single finger scanners that include both
an optical forensic quality scanner and PDA equipped with Microsoft Pocket PC operating
system. Motorola installs its Mobile AFIS (MAFIS) client software on the MV100 to provide
the following:
?? Capture 1 x 1 fingerprints at 500 ppi.
?? Perform AFIS image processing to ensure overall image quality and extract fingerprint
minutiae and expert match features.
?? Enter demographic data via stylus selectable picklists.
?? Capture optional mugshots.
?? Store up to 50,000 fingerprint records on the local database.
?? Perform 1:1 matching or 1:Many searching against the local database.
?? Submit fingerprint features and demographic data for 1:1 matching or 1:Many searching
against the Printrak BIS at the central site.
?? Receive hit/no-hit message with optional mugshots from the Printrak BIS

Harris County has been successful with the Motorola Printrak BIS and chose to pilot a related
project, the Motorola Mobile AFIS project, which was conducted in late 2004. Motorolas
ability to interface with the state NEC system, its ability to accommodate Harris Countys
requests, and its ability to upgrade have allowed Harris County to achieve the interoperability,
speed, and accuracy requirements needed to make its Texas community safe.
2.1.12.4.Move to Extended Markup Language (XML)
At the point that the FBI permits the transmission of XML records to IAFIS, the
NAFIS will make a final decision about implementation of that standard. It is
the present intention of NAFIS to move to XML transmissions from AFIS to
IAFIS and at a later time to also replace NIST format transmissions from
livescan to the NAFIS. The system will comply with GJXDM whenever
possible.

The Printrak BIS possesses the present capability to transmit XML formatted data
submissions to the FBI whenever the IAFIS is sufficiently upgraded to receive and process
such submissions. The Printrak BIS architecture is compliant with J2EE standards, and in turn
includes Java Message Services (JMS) to exchange data with other J2EE compliant systems.
Also, it stores descriptors internally as XML data in the Oracle database. Motorola has more
experience with XML than any other AFIS vendor, having internally used XML on our
systems since 2002 starting with Oklahoma.
Together using JMS and XML, the Printrak BIS can interoperate with any external system
supporting similar standards. Presently the Printrak BIS supports the XML V3.0 standards
and will be upgraded in a future minor software release to be fully GJXML compliant. When
local and regional management systems are upgraded to be compliant with GJXML, then the
Printrak BIS can provide a JAPI to seamless exchange data submissions to alleviate redundant
data entry and disseminate the AFIS search results and archive records.

Finally NIST is in the process of upgrading the Data Exchange Standard to include XML
formatted logical records for both data and images. Motorola has been an active participant in
the XML discussions relative to this revision. The Printrak BIS will have the capability to
support legacy NIST as well as future XML NIST. Thus, the Printrak BIS can support
interfaces for existing and future livescan stations.
2.1.12.5. Disaster Recovery
In the event of a natural disaster or similar occurrence that would render the
NAFIS partially or fully inoperative, the NAFIS desires to have a plan to
resume full NAFIS services. To this end the bidder will propose a disaster /
recovery plan that will work in consonance with the proposed NAFIS. This
proposal should cover a variety of likely situations and may include various
options for response. The bidder will describe the approach and procedures
to regain system availability in the event of a:

Motorola has provided an option to implement a Printrak BIS Disaster Recovery System
(DRS) based upon a warm business continuity solution. The Printrak BIS -DRS would
provide NSP will all the necessary NAFIS functionality to identify persons and solve crimes
as well as receive search requests from remote AFIS workstations and submissions from
remote LiveScan Stations. The DRS could be commanded to functional and operational
takeover the daily workload from the production NAFIS in just few hours based upon the
availability and cutover of the WAN communications.
The Printrak BIS -DRS equipment will be equivalent but minimal number of components to
process and search the daily workload. The proposed DRS includes both servers,
workstations, and peripherals as depicted in Figure 5-6 below.

2.1.12.5.1 Catastrophic AFIS failure in which all or most of the host
systems key components are non-repairable.

The proposed optional Printrak-DRS can readily be commanded to take over NAFIS
operations if there is a catastrophic failure at the NSP central site. All remote workstations
and livescan stations can transmit either their requests or submissions including external
interfaces to the DRS assuming the WAN is cut over. When the production equipment is
repaired, NAFIS command and control can be restored to the NSP central site.
2.1.12.5.2 Natural disaster in which the host system is unusable for
AFIS operations.

operations if there is a natural disaster that either damages or destroys the NSP central site.
All remote workstations and livescan stations can transmit either their requests or submissions
to the DRS assuming the WAN is available. The DRS can be used for daily operations, until
NSP and Motorola agree to terms to manufacture and deploy a Printrak BIS replacement
system for the NSP central production site.
2.1.12.5.3 Livescan hard drive failure with unsubmitted bookings.

The proposed optional Printrak BIS-DRS receives Printrak BIS production system data
updates using Oracle database replication. Typically, work in process such as new livescan
submissions and workstation requests are transmitted using incremental or snapshot
replications throughout the operational day. The vast majority of livescan submissions can
therefore be cut over during startup of the DRS. However if this doesnt occur, Printrak
LiveScan Stations can optionally upgraded with same submission manager software as AFIS
workstations to fully ensure that the Printrak BIS server received and is processing requests. If
not, then the LiveScan Station can resubmit the submission for AFIS processing.

your current IT environment is important to NSP, as Motorola is the only AFIS vendor with
proven experience delivering true multi-tier architecture since 2002. Motorolas standard
Printrak BIS solution uses a state-of-the-art multi-tier architecture, comprising the
Presentation Tier, the Business Tier, and the Data Tier. With over 50 Printrak BIS systems
delivered, Motorola has extensive experience in implementing multi-tier architecture
solutions. This architecture also allows expanded support of a Service Oriented Architecture
implementation.

The following diagram depicts the multi-tier architecture. The section following the diagram
provides an overview of each tier of the architecture.

?? Presentation Tier. The presentation tier provides capture and analysis of fingerprints,
palmprints, and facial images. For basic purposes, this can be thought of as the
workstation level. This incorporates the MultiPrint Station, which is also known as a
thick client, and the Review Station , which is a web-based thin client tool that provides
Quality Control, Verification, Home Page (tracking and troubleshooting cases), Roles and
Privileges, Compare Records, Charting, Database Maintenance and more. The Review
Station web based applications can be loaded on any PC that meets minimum
requirements, including a desktop PC. The Review Station allows you to get more done
from the comfort of your own work area.
?? Business Tier. The Business Tier is used to intelligently manage system elements. This
tier centralizes the business logic and the transaction workflow as opposed to client/server
architecture that provides these items throughout the entire system. The benefit of
centralizing this information is to make your operations more efficient. For example,
when user privileges are set, they are set once through a web-based application and it is
not necessary to set privileges on each individual workstation. Along these same lines,
when a workflow change is implemented, only the business tier must be updated- the data
tier and presentation tier do not have to be updated (given that there no graphical user
interface changes). This tier is considered the most configurable and one of the key
components of the Printrak BIS. The image below illustrates the business tier structure.
Whereas the Data Tier is powered by Oracle database software in addition to Printrak custom
developed matching, exchange, and image processing software, the Business Tier is power
JBOSS Application Server and Apache Tomcat Web Server. Motorola programs a customer
business logic and workflow rules within the application server and publishes the results of
the AFIS processing on a Home Page hosted by the web server.
Both the JBOSS Application Server (AS) and Apache Tomcat Server (ATS) are the
foundational component of the JBOSS Enterprise Middleware System (JEMS), the Open
Source for Service Oriented Architecture (SOA). SOA is an approach for building distributed
systems that deliver application functionality as loosely-coupled services. SOA provides a
standard way to represent and interact with AFIS application functionality by leveraging open
standards such as Global Justice XML.
The entire JEMS suite includes JBOSS AS, ATS, Hibernate, JBOSS Cache, JBOSS jBPM,
and JBOSS Eclipse IDE. The near term future Printrak BIS Roadmap will include
incorporating additional JEMS products in order to possess greater SOA features, benefits,
and capabilities. This is critical to improve interoperability and integration across a CJIS
enterprise, including AFIS, CAD, CCH, Livescans, RMS, etc. in order to promote and reuse
of all CJIS application services to alleviate redundant data entry during booking, disseminate
AFIS search results, and exchange CJIS meta data including mugshots, demographics,
criminal history, and rapsheets.

?? Data Tier. Data Storage on the proposed system is accomplished through the Advanced
Data Server (ADS) function. The ADS has been designed to easily store any type of data,
such as fingerprints, palmprints, facial images, descriptor information, and more. Cases
are stored as Person records with associated Incidents in order to maintain multiple
records per person. The ADS is an Oracle 10g database, which will provide NSP the latest
database technology available in the marketplace today. Motorola understands that the
protection and security of your AFIS data is critical to your operations, and therefore a
reliable and proven database solution, Oracle, is used for data storage. Furthermore, it is
understood that NSP teams work together to ensure that the AFIS system is fully
integrated and supported in your current IT infrastructure, and we have found that many
organizations already have experience and expertise with Oracle. Overall, the use of
Oracle in the data tier of the Printrak BIS multi-tier architecture provides NSP storage
security, reliability, familiarity.
Figure 5-8 below depicts a high level view of the multi-tier architecture for the proposed
solution.

4.2.1 The workstation(s) provided for this function will meet applicable occupational health
and safety regulations. Workstation furniture, where provided, will be ergonomically
designed to accommodate standard physical characteristics (i.e., 50th percentile of
world population height). The design will facilitate improved productivity, both in
terms of furnishings and in terms of the screen design and graphical user interface
tools incorporated in the applications software.

Motorolas workstations are designed to meet health and safety standards, are ergonomically
designed, and provide improved productivity in terms of screen design and graphical user
interfaces. Due to the amount of time AFIS and latent experts spend in front of a computer, it
is understandable that health and ergonomics are a requirement of the NSP.
Workstations are standard, off the shelf PCs, and therefore health and ergonomic conditions
are the same as in your standard PC environment. In terms of furniture, desks are motorized to
move up and down to accommodate a wide range of heights. This applies to keyboard
sections of the desk as well. Chairs provided with the desks provide height adjustments as
well as a wide range of recline levels to improve lumbar support, reduce strain on the lower
back and provide a more comfortable environment.
The Motorola LiveScan Station (LSS) workstations comply with all applicable occupational
health and safety regulations and are ergonomically designed to accommodate not merely the
required 50th percentile, but the 90th percentile of the population, making fingerprinting
comfortable for virtually all operators. The LSS was designed for use by new and experienced
booking officers to facilitate productivity. Scanners are at 40 inches high for booking stations,
which allows a large pool of the population to be fingerprinted comfortably. The LiveScan

Station scanner also provides an angled surface so the hand fits comfortably on the scanner
and the correct print position is obtained, while the precision scanning platens are waterproof
to protect the workstation from various fluids and for ease of cleaning. Furthermore, LiveScan
Stations include touch screen, keyboard, and mice to navigate screens and enter information.
The operator may choose the entry method most comfortable for him/her.
Printrak BIS graphical user interfaces are designed with a resolution of 1600x1200 to ensure
AFIS and latent operators have the highest resolution possible to see the fine detail in prints
that is necessary for matching. Color codes have written text to accommodate for
colorblindness. Screens have large buttons and status bars to inform the user of the next steps
required for execution of a workflow. The intuitive graphical user interface guides users
through the workflow, and an extensive online help application can answer most questions.
LiveScan Stations graphical user interfaces are designed with the end-user booking officer in
mind. The buttons are large to accommodate for round fingers pressing the touch screen to
navigate screens, while fingerprints and palmprint images have ample screen space to display
fully. Status bars are provided to easily guide the user from screen to screen.
With this level of ergonomic fit and well designed graphical user interfaces, AFIS, latent, and
LiveScan Station operators should be able to work for many hours in comfort. Additionally,
the intuitive user interface should be able to help users through any problems they may have.
The Printrak BIS MultiPrint Stations for card entry include furniture designed for both
ergonomic comfort and productivity as well as ADA compliant. The work surfaces and chair
include a number of adjustments:

While the MultiPrint Station may include the Digital Camera and Workbench (for latent
case/print entry) as well as flatbed scanner, the PrintScan Station strictly includes the flatbed
scanner for fingerprint and palmprint card entry.
The Printrak BIS Workstations are Windows-based and therefore include a Windows
Graphical User Interface (GUI) as well as Web Browser Interface to facilitate the operators
work experience. The GUI is illustrated in Figure 5-10 below.

Motorola LiveScan Stations and MultiPrint Stations (tenprint and palmprint card scanning)
workstations capture larger rolled image areas (equal to or greater than 1.5 x 1.6) and other
print areas in compliance with international standards for fingerprint capture. Previous
Motorola systems and some competitive systems captured one inch by one inch, while the
larger capture area of 1.5x1.6 allows for more print detail, which may help in matching
latent images to those of known criminals to solve more crimes.

For LiveScan, the large platen has a scanning surface measuring 5.5 x 6.25 inches (13.97 x
15.875 centimeters). The scanning surface of the small glass platen measures 2.25 x 2.25
inches (5.715 x 5.715 centimeters).

4.2.2.4. Ability to review capture areas and to correct for improperly captured fingerprint/ /
palmprint images by adjusting the location and angle of the fingers/palms and the
capture boxes.

The ability to review capture areas and to correct for improperly capture finger and palmprints
is a standard feature in the Printrak BIS workstations. Motorola understands that the quality of
prints in the database can make the difference between capturing a criminal and letting him go
free.
The PrintScan Station (tenprint and palmprint card scanning) allows users, with the simple
click of an icon, to reverse right hand and left hand rolls, four finger slaps, and thumb slaps in
the event the incorrect hand was rolled on an inked card. Users can also easily rotate the
image if necessary. These easy to execute features assure that users have intuitive tools that
are easily accessible to provide the best quality prints possible for storage in the database and
for matching.
A second check for review of the capture areas occurs at manual Quality Control, which is an
optional step in the workflow for tenprints and palmprint operations. Quality Control allows
an operator to review the overall quality of a case, including the ability to switch fingers,
review the roll-to-slap comparison and switch fingers if necessary, evaluate and modify
minutiae, adjust classification, and rotate images.
Each capture initiates an immediate quality check feedback to the operator to facilitate
recapture of improperly captured fingerprint/palmprint images of the print if necessary.

4.2.2.5. Simple, straightforward pre-programming of multiple card formats.

Motorola provides an extensive library of card formats that can be utilized by NSP. The preprogrammed
formats eliminate the need for the customer to program the formats.
Additionally, the Card Format Editor Tool will be provided to NSP in the event new card
formats are required. This puts control in the hands of NSP and allows NSP to create their
own card formats if necessary, and does not require service from Motorola. The screenshot of
Motorolas straightforward pre-programming of multiple card formats is shown in Figure
5-14 below.

4.2.2.6. Automatic segmentation of four-finger slap image sets for matching purposes only.
The image itself will remain un-segmented, but separate features for each finger in
the image will be derived.

4.2.2.7. Automated fingerprint/palmprint image enhancement and clarification.

Automated fingerprint/palmprint image enhancements provided by Motorola will allow NSP
to submit higher quality prints without performing additional work, which will improve the
productivity of your organization. The Gabor filter is one example of automated image
enhancement. This tool filters between the dark ridges and white valleys in order clarify ridge
details more clearly. Figure 5-15 below provides a representation of the beginning, middle,
and end process of the Gabor process. As one can see in the figure, the blotches in the first
photo are significantly reduced in order for the user to see more detail in the print.

To further enhance the efficiency the Printrak BIS, minutiae and secondary matching details
are automatically extracted from prints. Other automated image enhancements and automated
minutiae and feature extraction are applied after use of the Gabor filter (Figure 5-16).
1. The original captured fingerprint (see Figure 5-16, image1 below) is enhanced by
removing noise (Gabor Filter) and enhancing the true image of the fingerprint ridges
(see Figure 5-16, image 2 below). The enhancement process is adaptive, which
means it applies greater or lesser amounts of processing power depending on the
quality of the initial image.
6. The enhanced image is then thinned so that a skeleton image (consisting only of
lines) is produced. This thinned image (see Figure 5-16, image 3 below) is retained for
later use as part of Motorolas exclusive EXPERT Matching process. This allows the
system to take ridge direction into account in searching and matching.
7. Individual minutiae are then extracted from the thinned image (see Figure 5-16, image
4 below). Motorolas minutiae processing algorithm contains special procedures that
minimize the number of false minutiae arising from over-inking, under-inking,
smudges and heavy pressure on live scan prints. This improves system matching
accuracy and is critical for large databases.

4.2.2.8. Automated print processing, including determination of minutiae location, ridge
direction, and any other features that may be automatically derived from the
fingerprint or palmprint. All pre-search processing will be automated and will be
performed without human intervention, supporting twenty-four hour per day print
submissions.

After a card is scanned on the PrintScan Station, or after live-scanned impressions are
captured on the LiveScan Station, Motorolas proprietary print processing algorithm
automatically performs the following steps:

All of these processes are automatic, requiring no operator intervention or special fingerprint
training, and allowing print submissions 24 hours per day.
Real time fingerprint quality checking is provided through a software tool in Data Exchange
Services (DES) and Data Processing Services (DPS). These tools provide users with
assurances that the fingerprint image(s) (i.e., slap four fingerprint images, rolled images and
flat images) are the correct image, are the image intended, and are of sufficient quality to
permit further processing.
This software was developed to provide user-friendly AFIS operation. The goal was to
minimize any operator decisions regarding print quality, if those decisions could be made by
software instead. Together DES and DPS meet this goal.

4.2.2.9. Keyboard entry of descriptors as defined in Section 15 Type Two Record of this
RFP.

4.2.2.10 Fully automatic comparison of each rolled image against the corresponding plain
impression, to ensure proper finger placement and no erroneous capture, before

this procedure will also be automated.

After all flat impression prints have been captured, Motorola uses minutiae to compare the flat
and rolled fingerprints to ensure proper placement. A discrete comparison is automatically
performed during each and every rolled impression capture, however the software can be
configured to perform this comparison after all images have been captured. The LiveScan
Stations support individual finger replacement in case of error. Poor quality or mismatched
fingers (i.e., fingers not rolled in the proper order according to an automatic comparison of the
rolled and flat fingers) can be replaced at the discretion of the operator.
4.2.2.11. Automatic identification of individual rolled/slap fingerprint print quality, and
automated selection of the best quality search fingers (rolls or slaps) to use in the
search. This procedure will also be automated.

5.5 LiveScan Entry (RFP IV.5)
5.1 The system will support direct interface of local or remote livescan devices to the NAFIS.
The new NAFIS will have the ability to interface with third party vendor livescans.

The Printrak BIS will provide an interface to receive submissions from Printrak LiveScan
Stations and third party vendor livescans for real-time AFIS search and storage processing.
Printrak BIS uses Data Exchange Services (DES) and Date Processing Services (DPS) for
both local and remote livescan submissions. DES is a front-end process to receive and parse
ANSI/NIST formatted submissions; meanwhile DPS performs AFIS image processing
including image quality assessment, roll to slap comparison, and feature extraction.
Motorola will replace all existing LiveScan Station Series 2000 and 3000U units with new
Motorola Printrak LiveScan Stations - Ruggedized (LSS-R) and LiveScan Station Desktop
(LSS-D) units. The LSS includes the newly developed and manufactured LScan 1000P model
scanner from Smiths Heimann Biometrics (SHB). The SHB LScan 1000P scanner is fully
certified by the FBI to CJIS/EFTS Appendix F-IQS for 1,000 ppi image capture; moreover it
is easy to use just roll the finger at any speed, and simply place fingers and palms on the
scanner platen. The LSS Graphical User Interface (GUI) instantly shows the capture
impressions and thereby makes the use intuitive and easy as possible.
The LSS is used to electronically capture photos, demographic data, fingerprint, and
palmprint images. Special AFIS software performs a quality check and extracts minutiae on
each fingerprint scan. The system provides a hand placement and duplicate finger check by
comparing rolled fingerprint scans to slap prints, and thumb rolls to thumb slaps. Fingerprint
as well as palmprint cards can be printed on a high-resolution laser printer.
5.1.1 The third party vendor livescan will support NAFIS integration for support of Quality
Control, Search Verification and rescan functions.

The LSS devices support quality control by providing indications of sequence errors, where
the fingers may have been captured our of sequence, and Palm to Slap errors, where the
application ensures that the palms captured belong to the same person as the slaps. The
LiveScan Station also provides case management features that allow for case editing and
rescan of any previously capture images.
The Printrak BIS will seamlessly integrate the LSS. After receipt of the LSS data and
processing by the DES and DPS services, the Printrak BIS Server utilizes Intelligent Decision
Logic (IDL) to determine the need for operator involvement with respect to Quality Control
and/or Search Verification.
The operator will use the Quality Control application to examine data in a fingerprint or
palmprint case, and determine if the data are sufficient to allow for matching when the records
are searched. If the data are insufficient, then the operator can reject the data. In turn, the
Printrak BIS can generate and transmit a rescan request to the originating LSS.

The operator will use the Case Verification application to verify or review search results,
compare search images to respondent images, and determine if an identification (Ident) has
been made. The results of a search are contained in a match report. The match report lists the
respondents by case ID, with the highest scoring respondent listed first. The highest scoring
respondent is most likely to be a match, commonly called an Ident. In the Case Verification
application, any case ID in the match report can be selected for viewing. Search images are
displayed side-by-side with respondent images. After the search case is compared to the
respondent case(s), the operator determines whether or not an Ident has been made.
5.1.2 The livescans provided for this function will meet applicable occupational health and
safety regulations. Livescans will be ergonomically designed to accommodate
standard physical characteristics (i.e., 50th percentile of world population height).

facilitate improved productivity, both in terms of furnishings and in terms of the

The LSS-R is designed to meet most ergonomic standards through their physical
characteristics, furnishings and user interfaces. The workstations are 67x 26 x30 (Height
by Width by Depth respectively) and will readily fit through a standard 28 door. It can be
used by over 90% of the adult population for booking operations within a jail environment.
The workstation is illustrated in Figure 5-17 below.

(Figure 5-18 below). Clear and immediate instruction and feedback are provided during the
process including fingerprint and palmprint sequence check (correct order), image quality
check, and descriptor data entry validation. Because most data entry operations can be
accomplished using the touchscreen interface and scanning operations are controlled via the
two foot pedals provided the operator is able to use both hands to control and facilitate the
subject during the capture process.

The LSS is Windows-based and thereby includes a Windows GUI to access functionality
provided in the workstation. Figure 5-18 below depicts the GUI of the LiveScan Station.

The Application Bar appears when the LiveScan Station GUI is touched on the right side of
the screen or when the cursor is located at the right side of the screen. The toolbar contains
several icons that represent a LiveScan Station task (for example, About LiveScan, Autohide,
Undo Autohide, Workflow Manager, Tool Manager, Message Manager, Case Manager, User
Logoff, and Get Free Disk Space). Workstation tasks are summarized in Table 5-4 below.

5.1.3 NAFIS requires the replacement of ten (10) existing Printrak LSS2000 Live Scan
devices and the modification of four (4) Printrak LSS3000U live scan devices
seventeen (17) livescan devices. One of these devices may be non-ruggized.

Motorola will replace all existing and specified LiveScan Station Series 2000 and 3000U (ten
and four respectively) units with fourteen new LSS-R units. Two additional LSS-R units will
also be provided. Finally, a LSS-D will be provided. The LSS-R and LSS-D will include the
following:
?? Locking Steel Cabinet for LSS-R models: The locking steel cabinet shelters the LiveScan
Station components and provides a small desktop working area when the keyboard is
placed in its locking drawer. Security keys are used to access the cabinet from the front
and rear doors. The rear doors should be used only by the system administrator and
maintenance personnel.
?? Central Processing Unit: The Dell PowerEdge is the main or host computer. On a
ruggedized system, it is located inside the locking steel cabinet. The back of the CPU is
the main connection terminal for all LiveScan Station peripheral hardware.
?? Livescanner: The fingerprint scanner is used to capture fingerprint and palmprint images.
The LSS-R will be equipped with CrossMatch Smiths Heimann Biometric LScan 1000P.
The large platen is used to scan palmprints and flat fingerprints, and the small platen is
used to scan rolled fingerprints.
?? Monitor with Touch Screen: The LiveScan Station is equipped with a 17-inch LCD
monitor with touch screen.
?? Keyboard, Touchpad, and Mouse: Although most entries are made by touching the screen,
the keyboard can also be used to enter data and perform system management tasks. The
keyboard is located in the keyboard drawer with either the touchpad, or mouse.

?? Mugshot Camera: The image capturing system can be used during a LiveScan Station
workflow process to photograph the persons full-face or other identifying features (for
example, marks, tattoos, and scars). A live image of the person can be previewed while
the video camera is adjusted.
?? Signature Capture Tablet: The signature capture pad includes a stylus to allow either the
subject and/or operator to capture signatures.
?? Fingerprint Card Printer: The laser printer is placed on a table that is accessible to many
users. That way, the printer can be used by the LiveScan Station and other stations within
the network. Printing is achieved through the touch screen controls, mouse, or keyboard
commands. High-resolution single-sided or double-sided tenprint cards or forms can be
printed. The printer is adjustable for either tenprint cards or letter-size paper. Single sheets
of paper or cards can be fed manually into the printer.
?? Uninterruptible Power Supply: The Uninterruptible Power Supply (UPS) is located inside
the locking steel cabinet (ruggedized version) or next to the CPU (desktop version). The
UPS ensures that the electrical flow to the computer is not interrupted because of total loss
of power. The UPS is equipped with a battery and a loss-of-power sensor; if the sensor
detects a loss of power, it immediately switches over to the battery to allow the user time
to save data and shutdown the computer.
The Motorola Printrak LSS is used to electronically capture photos, demographic data,
fingerprint, and palmprint images. Special AFIS software performs a quality check and
extracts minutiae on each fingerprint scan. The system provides a hand placement and
duplicate finger check by comparing rolled fingerprint scans to slap prints, and thumb rolls to
thumb slaps.
5.2 Ten-Finger/Palmprint Livescan Entry
5.2.1 The ten-finger live-scan entry station must provide the following capabilities:
5.2.1.1. Livescan Design
5.2.1.1.1 Multiple user interface choices (i.e., two or more input methods)
designed for ease of use with minimal need for mouse or keyboard.

The application software guides the users through the steps of workflows designed to meet the
needs of NSPs business processes whether it be criminal booking, applicant processing or
other customized workflow. As steps are completed a list is presented and checked off so the
operator is always aware where in the workflow process they are. All functions can be
accessed at the large LCD touchscreen without the need for using the mouse or keyboard and
in addition scanning operations can be controlled via the two foot pedals provided. The foot

pedals are optimally positioned as to allow the operator to control and guide the subject
during the booking process while freeing their hands.
5.2.1.1.2. Ruggedized cabinet design appropriate for a booking environment.
Non-ruggedized will have the same functionality as the ruggedized.

The proposed model is contained in an all-steel ruggedized version suitable for tough
environments such as jails. Other parts such as the foot pedals are heavy-duty to withstand
repeated use. All parts are COTS such that if they are damaged replacements parts are readily
available and quickly changed out to allow maximum availability of the system. Motorolas
LSS-D non-ruggedized has the same functionality as the LSS-R ruggedized.
5.2.1.1.3. Heated fingerprint capture plate that can be easily cleaned and
disinfected between print capture sessions (capture plate life with
regular disinfecting will be stated). All capture plates will be covered
under standard proposed warranty.

Motorolas proposed LSS devices have heated platens which can be easily cleaned and
disinfected with a soft cloth. Each platen is glass surface and disinfecting solution can be
used. It is important to note that because the scanner unit is completely factory sealed,
moisture cannot enter into the unit and cause rust or operational problems over the life of the
unit. The life of the platens exceeds 10 years. All capture plates are covered under Motorolas
Standard proposed warranty.
5.2.1.1.4. Cabinet capable of accommodating will have integrated photo /
mugshot and signature capture capabilities is desired (i.e., camera
can be installed inside the cabinet).

The proposed LSS cabinets are extendable to accommodate an integrated photo capability,
camera, interface cables and connectors. The COTS camera is contained in an all-steel
housing that extends from the top of the livescan cabinet. It is configurable for the camera
mount to be on the left or right of the monitor to accommodate the particular booking
environment as needed. In addition, the camera housing can be rotated by the operator to
allow capture of mugshots of persons of all heights as well as capture scars, marks and
tattoos.

5.2.1.2. LiveScan Capabilities
5.2.1.2.1. Scan, output, and forward images consistent with IAFIS rolled print
image specifications. All images must be captured at 1,000 dpi
resolution.

The offered LSSs scans both fingerprint and palmprint impressions at 1,000 ppi images using
an FBI-certified scanner for both fingerprints and palmprints. The images are stored in a FBI
recommended and ISO compliant JPEG 2000 compression format and transmitted to other
systems in compliance with IAFIS standards (EFTS).
5.2.1.2.2. Capture of rolled finger images, slap (plain) finger images, lower
palm images, upper palm images, and/or writers palm images,
signature capture and photo / mugshots within one each integrated
scanning livescan unit.

Capture of rolled finger images, slap (plain) finger images, lower palm images, upper palm
images, and writers palm images is provided within one integrated scanning unit. The
scanning unit contains one larger platen used for capturing palms and slaps and a smaller

5.2.1.2.3. Local quality check that verifies image contrast and also applies
NAFIS quality algorithms, with immediate operator prompt for
rescan of any substandard images before data is forwarded to
NAFIS or output to a card.

contrast and gray-scale and perform AFIS quality checks. If an image is of insufficient quality
or does not conform to standards then the user is immediately prompted to rescan. The
operator is presented with all the information about captured images including quality before
the data is forwarded to AFIS or printed.

5.2.1.2.4 Fully automatic comparison of each rolled image against the
corresponding plain impression, to ensure proper finger
placement and no erroneous capture, before data is forwarded to
NAFIS or output to a card.

The LSS application software performs fully automated comparisons of the captured rolled
images against the plain impressions. The comparisons are performed after each rolled image
is captured without the operator having to do anything. Any anomalies are immediately and
clearly presented to the user and the user has the opportunity at that time or before the data is
forwarded or printed to rescan and correct the erroneous data.
The LSS also performs a comparison of upper palms to lower palms as well as upper palms to
fingerprint slaps to ensure integrity that the same person is palmprinted and fingerprinted as
well as the proper sequencing of palmprint images.
5.2.1.2.5. Automatic identification of individual rolled/slap fingerprint print
quality, and automated selection of the best quality search fingers
(rolls or slaps) to use in the search.

Upon receipt of the livescan data at the Printrak BIS the system automatically determines the
fingers to use in the search. The system bases this determination on the overall print quality
and uses both the rolled and plain images. The system uses the best images for a tenprint
search.
5.2.1.2.6. Support for automated processing and automated correction
features which eliminate the need for manual quality review of nonlatent
prints (fingerprints or palmprints).

Real time fingerprint quality checking is provided through the Data Processing Services
(DPS). This service provides users with assurances that the fingerprint image(s) (i.e., slap four
fingerprint images, rolled images and flat images) are the correct image, are the image
intended, and are of sufficient quality to permit further processing
This software was developed to provide user-friendly AFIS operation. The goal was to
minimize any operator decisions regarding print quality, if those decisions could be made by
software instead.
The system performs the following fingerprint quality checks:
Minimum Number of Minutiae. If the software does not detect a sufficient number of
minutiae to support potential AFIS search processing, the operator is prompted with the
suggested corrective action (including rescanning the print or flat to roll substitution).
Good Quality Images. If the software does not detect any image quality problems, the image
will be accepted. If for any reason the software detects a possible problem the operator is
prompted with the possible corrective action (including rescanning request or flat to roll
substitution).

Slap to Roll. The Slap to Roll sequencing check is used to compare the sequencing of the
tenprint rolled images against the four-finger slap images and the flat thumbs. A warning
message is presented to the operator if a fingerprint fails the sequencing check. The operator
may then select the finger in question and request rescanning.
Light/Dark Images. The software confirms that the general image brightness is well adjusted.
In the case of the image or any portion of the image being too dark or too light the software
highlights this fact, generates the appropriate message, and suggests that the finger should be
rescanned.
Smudged Images. The software checks for images that contain smudged areas, and detects
whether the fingerprint was shifted or rotated during the rolling. When such movements are
detected, a message is generated that identifies the problem (e.g., a smudged image) and
requests that the fingerprint be rescanned
Flat or Rolled Image. The software checks to determine if a rolled image was really rolled or
if the image is only a flat impression, based upon the following criteria:
?? A rolled impression will, in most instances, have a greater width than the flat impression
included in the slaps
?? The number of minutiae present is different when flat impressions are compared with
rolled fingerprint impressions
In all situations, the operator has override capabilities. If the operator issues an override
command, this action is recorded in the Audit Trail and included in the appropriate
Management Report.
5.2.1.2.7. Compression of images at the workstation livescan, prior to transfer
to NAFIS, allowing for a more efficient use of the NAFIS network.
Compression will use an FBI-certified algorithm.

5.2.1.2.10.Each live scan device will include all network interface equipment
for this device, as well as an uninterruptible power supply (UPS).
