European Territorial Co-operation Resources 2014-2020 16th meeting of the Expert Group on Delegated and Implementing Acts for the ESI funds 27 September 2013
Milestones • 27 June political agreement on MFF 2014-2020 • 22 July Commission communication to each MS on its share of the global amount for cross-border (CBC) and transnational (TN), broken down by year • 31/10 target for MS to inform on flexibility use intended between CBC/TN and, where applicable, ETC/IPA-ENI envelopes. • Commission Implementing Act fixing ERDF support per programme • Final target: adoption of cooperation programmes including financing plan (table per year, table for the whole period) Source: Articles 4 & 7 ETC
ETC allocation by Member State • Sum of: • Share of population of border NUTS III regions (for CBC) • + Share of total population of each MS (for TN) • -------------------------------------------------------------------- Weighted against share of CB and TN strands(respectively 77.9 & 22.1% ETC allocation- itself 2.75% of cohesion) Source: Annex III, § 8 CPR - Articles 3-4 ETC
ETC allocation fixed, subject to: • All Member States: possible transfer of up to 15% betw. CB & TN • Member States involved in external cooperation programmes: possible transfer of ETC ERDF allocation to IPA/ENI Use of flexibility to be communicated by 31/10/2013 Source: Articles 4 & 4 bis ETC
NB : Base for ETC allocation ≠ programme area Core Areas – taken into account for allocation purposes Additional areas – possible, with full support from programme (upon reasoned coordinated requested of MS) - but won't change the resources allocation by MS
Next Steps • Member States to signal any use of flexibility under July ETC allocation by 31/10/2013 • So that amounts for CBC and TN cooperation programmes can be fixed by Implementing Act • And preparation of cooperation programmes can advance towards timely delivery
