Background How should WG/WIST prioritize R&D needs? • Selected four criteria that matched the WG/WIST goals: • Fatalities • Injuries • Delays • Costs • WG/WIST then requested weather-related impact data from all surface transportation sectors • Looking for weather events/parameters having the greatest impacts • Could the data be aggregated into an overall weather-related impact data table?
Background WIST Report defined six surface transportation sectors • Roadway—state and federal highways, roads, and streets • Long-Haul Railway—rail lines providing intercity freight and passenger service, with their yards, stations, and depots • Marine Transportation System (MTS)—coastal and inland waterways, ports and harbors, and the intermodal terminals serving them • Rural and Urban Transit—bus and van service on streets and roadways, rail lines for metropolitan subway and surface “light rail” systems • Pipeline Systems—Above and below ground pipelines for commodities such as crude oil, refined petroleum products, and natural gas, plus the storage, transfer, and pumping facilities for pipelines • Airport Ground Operations—All ground movement of vehicles, work crews, and passengers
Intended Use • Help define the weather events/parameters having the greatest impact on the surface transportation system’s safety and operations • Look for common themes across sectors, but do not lose unique impacts within a sector • Use as a first-cut method to guide prioritization of WIST R&D needs • May need to refine/augment to include non-weather items (e.g., data management, information dissemination)
Next steps • Finish data collection • Complete the definition of cost versus delay • Checking that the data used to rank weather events/parameters is common across sectors • Decide whether to aggregate data across sectors to define an overall ranking for each weather event/parameter or leave separate for each sector • Initial thought is that we need to retain sector-unique impact rankings to allow for a more refined analysis within sectors
