Davis-Bacon Determination for LCLS • Can be done in phases (BEFORE THE WORK BEGINS!!) • Work excluded from application of D-B act can be assigned to D-B labor • A precedent is established by Work NOT excluded in one project • Future exclusion is impossible • DB proposal must be approved by DOE-Stanford office
Covered by Davis-Bacon Act • “Covered” work must be done by workers whose salary and working conditions are specified in the D-B Act. • Prevailing wage (SLAC is competitive) • Weekly, documented payroll (SLAC cannot do) • “Covered” work is described in FAR 22.402(a)(1)
Exclusions • Exclusions sought for work that • is generically too specialized • to “difficult” cannot be justified • requires special safety considerations/training • must be done on delicate, specialized hardware • termination and ringout of BPM cables • Justifiable exclusions based on FAR, DEAR

Traditionally “Covered” by Davis-Bacon • Installation of magnets or girders or rafts • will our undulator cradles need/get an exclusion? I don’t think so • Installation of vacuum assemblies • Pulling AC or DC conductors • Pulling low-performance coaxial cable • Rack AC • Rack-to-Rack connecting cables
What are the Issues? • Control of quality of the work • Proper installation of precision/specialized hardware • At SLAC, cost of Davis-Bacon labor is NOT considered higher than SLAC labor, given careful specification and management of work • Cost or Schedule are not considered factors

SPEAR3 D-B • What worked well? • Subcontracts work extremely well • Prepare scope of work well in advance, be detailed in subcontract description, review with SLAC purchasing early • Prepare installation plan, make it easy for subcontractors to do their work.. Quickly and safely; minimize field change orders • Have system engineer/UTR on site during all subcontractor work; work out issues in a timely manner
