Belmont Transport Package • The Belmont Transport Package appraisal is considering interventions to meet local issues and challenges. • These interventions will consider both measures on existing road network and a new road link in an attempt to provide suitable solutions. • A full appraisal of impacts of each package of measures is being undertaken following relevant guidance. • This meeting will provide an update on work done to date, provide a detailed update on the assessment of a new road link and explain work yet to be done and detail of next steps. • Formal public consultation on whole package of measures will follow in coming months.

A49 – B4349 (Relief Road Southern Section) The appraisal process follows guidance as set out in Department for Transport web based Transport Analysis Guidance (WebTAG) and considers: • environmental impacts; • social impacts; • economic impacts; and • public accounts.

A49 – B4349 (Relief Road Southern Section) “Emerging Route” • Although some elements of the appraisal process have notyet been completed, it is possible at this stage to provide information on the current ‘emerging preferred option for a new highway link’which will form part of the overall package of measures. • There is still further work to be completed to provide a definitive preferred option for the Belmont Transport Package.
A49 – B4349 (Relief Road Southern Section) Next Stages - work yet to be completed: • traffic modelling work including scenario testing following on from the LDF modelling; • Liaison with Highways Agency regarding model outputs; • Appraisal of impacts due to noise; • Appraisal of impacts due to air quality; • Appraisal of carbon emissions (CO2);

A49 – B4349 (Relief Road Southern Section) Indicative Timetable • Traffic Modelling & Appraisal – to end September 2013 • Presentation of Amey Technical Appraisal – end September 2013 • Public Consultation – October 2013 • Preparation of Planning Submission – Autumn 2013 – Spring 2014 • Planning & Detailed Design – Spring 2014 to Spring 2015 • Statutory Order Process – Spring 2015 – Summer 2016 • Construction* – Winter 2016 to end 2017 • * Current programme includes all statutory processes. Construction start date could be significantly brought forward if not all of these statutory process are required e.g. land is acquired by agreement.
