School Libraries & Education Significant changes in school libraries/education in the past 3-5 years • Accountability based on student test scores rather than inputs/output • Greater electronic access to library resources (incoming and outgoing) • Less emphasis on program administration and more emphasis on teaching & learning • % of schools with a school library trending down • Despite overall increase in % of schools with certified SLMS severe regional cutbacks
School Libraries & Education Assumptions about the next 3-5 years • Federal government will redefine accountability • Common core standards will be adopted • Demand for innovation will result in changing school structure • School improvement data will drive allocation of billions of federal dollars • Trend towards unwalled, networked library will continue • Access to digital resources will increase • Value of and funding for SLMP will depend on role SLMS plays in this environment
School Libraries & Education Assumptions with the greatest impact on ALA in the next 3-5 years • Funding decisions will be data/research driven • ESEA (formerly NCLB) will be reauthorized • Common core standards will be adopted • The instructional role of the school librarian may not be understood/apparent to decision-makers
School Libraries & Education Critical uncertainties that, if they occurred, could significantly impact the library profession in the next 3-5 years • Federal programs/legislation are silent on SLMP’s • Decision-makers view school librarians as replaceable • Digital products traditionally thought of as "library materials“ go directly into curriculum management systems and directly to teacher/student desktops • Young people embrace or dismiss the idea that an information expert or readers' advisor represents a useful and valuable supporter.
