Institution Building ACCOMPLISHED PROJECTS (selected examples) • Support to regional waste management centers (RWMC) in North West Croatia and Eastern Slavonia • Technical activities • Assessment and recommendations to the Public Institutions and future Centers • Social Survey of general public on familiarity with the concepts of RWMC, the satisfaction with current waste management services, needs for improvements, affordability and acceptability of waste charges • Identification and assessment of specific investment needs (energy recovery of waste in NW Croatia and mechanical-biological treatment of waste in Eastern Slavonia) • Capacity Building Activities • Public awareness on benefits of integral waste management, through the information material (articles, leaflets, inserts into newspapers) and radio shows • Study tour to Poland • Final conference on experience in establishment of RWMCs • supported by Ministry of Foreign Affairs, Norway

Institution Building ACCOMPLISHED PROJECTS (selected examples) • Climate change and Balkan Biodiversity Conference • “Changing climate, changing biodiversity in SEE” Conference organized in June 2008, Belgrade with 60 participants from various countries • Targeted countries: Albania, BiH, Montenegro, Serbia and Turkey • Background document about the impacts of climate change on biodiversity and ecosystem services developed • supported by Spanish International Cooperation Agency for Development • Introduction to European EIA and SEA Legislation in Kosovo (UNSCR 1244) • Contributed to transparent and democratic decision making process • Familiarizing municipal authorities with their responsibilities and public of their rights • supported by Soros Foundation

Institution Building ACCOMPLISHED PROJECTS (selected examples) • Additional Services for Support to Water Quality Management • beneficiary country: Bosnia and Herzegovina • water sector institutions support in reaching a "good water status", as defined in the Water Framework Directive • introduction of water management principle according to EC practice • supported by the European Commission • Approximation of Croatian Water Management Legislation with EU Water Acquis • Support to Ministry of Agriculture, Forestry and Water Management and Croatian Waters • Legal, administrative and institutional assessment and assessment of implementation of heavy investment directives; especially Urban Waste Water Treatment Directive • drafting of new Water Act and Water Management Financing Act • drafting the strategy and action plan for approximation of Croatian Water Legislation with EU acquis • supported by the Croatian Ministry of Finance

Institution Building CURRENT PROJECT (selected examples) • Local Environmental Action Planning for Sustainability in the South Eastern Europe • Assists 20 municipalities from Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Serbia and Kosovo (under UNSCR 1244) to develop Local Environmental Action Plans (LEAPs) • Project total 2,6 MEUR with 1 MEUR in direct investments for local priority environmental projects • Project runs until October 2010 and addresses issues of local environmental planning, management and investment-needs • 450 representatives of local and national authorities and civil sector will receive training • 500 key experts from local and national authorities, public utilities will receive targeted training on developing and financing environmental investment projects • Contributes to overall poverty reduction • Supported by the Swedish Agency for Development and Cooperation (Sida)

Institution Building CURRENT PROJECTS (selected examples) • Priority Environmental Investment Programme • developing updated lists and reports of infrastructure investment projects (every half a year) • 2 Manuals on developing and preparing environmental infrastructure projects development. • 4 Regional Meetings attended by national authorities and donors’ community with the main aim to discuss the progress on environmental infrastructure projects development and to discuss the way forward with securing finance for investment projects. • 7 National Workshops on developing environmental infrastructure projects • final publication - report on the progress of environmental infrastructure development in the SEE will be prepared, highlighting new barriers and good examples from the countries. • supported by European Commission

Institution Building • Priority Environmental Investment Programme (progress summary) • Next PEIP Regional Meeting to be held on 28 November 2008 • Lists of priority projects continuously updated for all the countries • Two manuals in process of development: manual on water utility reform and manual on speeding up investments in waste sector • Five national workshops on developing environmental infrastructure took place in Serbia, Montenegro, Albania, former Yugoslav Republic of Macedonia and Croatia. Two more in 2009.

Institution Building CURRENT PROJECTS (selected examples) • Assistance in Environmental Law Drafting in SEE • promotes the efficient and effective development of comprehensive legislative frameworks in compliance with the EU environmental acquis • facilitates the regional cooperation on transposition of EU environmental legislation through: • wide range of regional activities (regional workshop and study visits) • support for the operation of the Environmental Law Approximation Network (ELAN) • at the national level, the task includes progress monitoring (PM) work for potential candidate countries and The former Yugoslav Republic of Macedonia. • The PM methodology, tables of concordance and implementation questionnaires will be used • Matrix of country-based environmental law projects update and preparation of a newsletter every 6 months • supported by European Commission

  10. Institution Building • Assistance in Environmental Law Drafting in SEE (progress summary) • A regional workshop on EU nature protection legislation took place in June 2008 in Serbia. The study visits are in process of preparation • Legal progress monitoring has been accomplished for potential candidate countries (Albania, Bosnia and Herzegovina, Serbia, including Kosovo as defined by the UNSCR 1244, and Montenegro) and the former Yugoslav Republic of Macedonia • Relevant progress monitoring was accessed through tables of concordances and implementation questionnaires for 64 EU directives and regulations • Matrix of country-based environmental law projects updated • Environmental Law Approximation newsletter in SEE regularly prepared

Institution Building CURRENT PROJECTS (selected examples) • Partnership for Clean Fuel and Vehicles (PFCFV) Actions in Serbia and former Yugoslav Republic of Macedonia to phase out lead in fuels Activities aim at contributing to lead phase out through: • assistance to state administration • blood lead level tests of children in Belgrade; mapping negative effects of lead on human health • assessment of the vehicles which may phase limitations using unleaded petrol • capacity building of decision makers, industry and other stakeholders • awareness raising activities for the public • supported by UNEP

Institution Building CURRENT PROJECTS (selected examples) • Preparation of the SEE Climate Change Framework Action Plan (SEE/CCFAP) • joint work of representatives of central governmental institutions, hydro-meteorological services, envirnmental agencies and other institutions of Albania, Serbia, BiH, former Yugoslav Republic of Macedonia and Montenegro • proposing measures to address the adaptation to climate change • draft Action Plan presented for approval to the SEE ministers of environment on 14th of November 2008 in Sarajevo • supported by Ministry of Foreign Affairs, Norway

Institution Building NEW PROJECTS (selected examples) • Monitoring transposition and implementation of the EU environmental acquis • beneficiary countries: Albania, BiH, Montenegro, Romania, Serbia, Kosovo (UNSCR 1244), former Yugoslav Republic of Macedonia • Assistance in monitoring transposition and implementation obligations • Updating guidance material on compliance checking • Providing tools and methodology for tracking • DG Environment internal progress monitoring database updated • supported by European Commission • National Environmental Investment Strategy (NEIS) for the former Yugoslav Republic of Macedonia • Support in drafting NEIS 2009-2013 • Pipeline of top-down projects drafted by government and bottom-up projects formulated by project proponents • Contribute to strengthen the institutional framework for implementation of environmental investments • NEIS in government consultation process now, to be adopted by end of 2008 • supported by Austrian Development Agency (ADA) and Ministry of Environment and Physical Planning of former Yugoslav Republic of Macedonia

Institution Building NEW PROJECTS (selected examples) • Promoting financing mechanisms for eco-innovation in SEE • identifying conditions and barriers, proposing solutions for overcoming barriers • facilitating event for exchanging experiences and ideas in order to further promote eco-innovation financing in the region • supported by Ministry of Housing, Spatial Planning and Environment, Netherlands • Promotion of and the evaluation of the barriers to Green Public Procurement (GPP) and the uptake of green(er) products in the Western Balkan Countries and Turkey • working out national “roadmaps of action” towards GPP • building capacity for stakeholders in the region and potentially establish a regional forum for the exchange of information • supported by Ministry of Housing, Spatial Planning and Environment, Netherlands • Course for Local Sustainability and Action • organized 2 - 9 November 2008 at the Venice International University • for representatives of local and national authorities as well as the business sector • supported by Italian Ministry of Environment, Land and Sea, through Italian Trust Fund

Civil Society Building ACCOMPLISHED PROJECTS (selected examples) • Public awareness raising for development tourism in Federation of Bosnia and Herzegovina • the project goal was to raise awareness of natural values of schoolchildren age 7 to 11 • brochure produced with short instructions on where and how to organize a visit to natural values • most important sites identified where natural values can be presented and its protection and environmental friendly activities promoted • development of instructions with suggested programs for one day study tours for each site, • supported by Ministry of Environment, Bosnia and Herzegovina

Civil Society Building NEW PROJECTS (examples) • Green Pack in Western Balkans • target countries: BiH, Montenegro, Serbia and Kosovo (UNSCR 1244) The following results are foreseen: • development and production of 4.300 national specific Green Packs in the local languages • national launch events of the Green Pack in each of the countries to introduce the Green Pack to the public • training of 3.500 teachers from all schools in Bosnia and Herzegovina, Montenegro and Kosovo under UNSCR 1244 • fundraising for the production of 2.600 extra Green Packs and for training of 3.600 teachers in Serbia • supported by Ministry of Foreign Affairs, Netherlands • Trust Fund II for Locally Initiated Environmental Projects in Albania • Continued support on 2 main components: • capacity development and improvement and • rehabilitation of environmental conditions through granting. • supported by Embassy of Netherlands, Albania

Cross Border Cooperation ACCOMPLISHED PROJECTS (selected examples) • Cross Border Cooperation through Environmental Investment and Planning • Project operated in three cross-border sites in the SEE region: • Zvornik, Bosnia and Herzegovina and Mali Zvornik, Serbia • Debar, former Yugoslav Republic of Macedonia and Peshkopia, Albania • Bileca, Bosnia and Herzegovina and Niksic, Montenegro. • 4 international standard feasibility studies were prepared • focused on water resources protection (water supply efficiency improvement, reduction of pollution caused by discharge of wastewater and institutional strengthening) • active involvement of the local stakeholders from the early stages • capacity of the local authorities to identify, develop and prepare environmental investment projects significantly improved through workshops and training • assisted the beneficiaries in identifying viable financing options for the investments • supported by the Netherlands Ministry of Foreign Affairs

Cross Border Cooperation ACCOMPLISHED PROJECTS (selected examples) • Cross-Border LEAPs: Environmental Planning for Peace and Stability • beneficiary countries:Bosnia and Herzegovina, Montenegro, Serbia • 4 communities in the cross-border region of the Drina River (Priboj, Rudo, Bratunac and Ljubovija) • 4 Local environmental action plans (LEAPs) were developed and adopted by municipalities • a model for cross-border, participatory local environmental planning developed; over 100 local decision makers and other stakeholders received tailored training and over 50 key experts • Selected local priority investment actions implemented in 2008 • supported by the Ministry of Foreign Affairs of the Netherlands

  21. Cross Border Cooperation NEW PROJECT (selected examples) • Bilateral arrangements for transboundary management of water resources: the Timok River • REC in cooperation with UNECE, Water Convention Secretariat, and through Environment and Security Initiative (ENVSEC) • Multi-year project facilitating process of dialogue and cooperation between Serbia and Bulgaria on Timok River • Environmental and Risk Assessment is currently carried out • First meeting held on Serbian side of Timok in June 2008 • Timok forum will be formally launched on the next meeting in Bulgaria • supported by the Canadian International Development Agency (CIDA)

Reducing Environmental HealthThreats and Loss of Biodiversity ACCOMPLISHED PROJECTS (selected example) • Healthcare Waste Training System in former Yugoslav Republic of Macedonia • setting up of a pilot training system on healthcare waste (HCW) management for healthcare and environmental sector • Regulation drafted on the Manner of Handling Medical Waste, Labelling and on Types of Medical Waste whose processing is prohibited • Training on skills and techniques for implementation of waste documentation system (Waste Manifest) was provided • supported by DEFRA, UK Environment for Europe Fund

Reducing Environmental HealthThreats and Loss of Biodiversity CURRENT PROJECTS (selected example) • Preparation of Project Documentation for Construction of Sewage Systems and Wastewater Treatment • beneficiary country: former Yugoslav Republic of Macedonia • feasibility Study for the municipal area (23 settlements) • preliminary and detailed design on sewerage systems with wastewater treatment plants for 4 priority villages • supported by the Ministry of Foreign Affairs, Norway
