  1. XI Hia International Conference In times of crisis, healthier ways Grenada, april 2011 Development and implementation of HIA recommendations Cori Liliana*, Bianchi Fabrizio*, Ballarini Adele**, Bedeschi Emanuela**, Linzalone Nunzia*, Marinella Natali** * Unit of Environmental Epidemiology, Institute of Clinical Physiology, National Research Council, Italy ** Public Health Office, Emilia-Romagna Region

  2. moniter • Organization of an environmental surveillance and epidemiological evaluation in areas surrounding the eight incineration plants in Emilia-Romagna  regional deliberation 466 April 2007

  3. moniter • Project Line 1 – Environmental monitoring: to measure and evaluate emissions from incinerators and air quality • PL 2 - Environmental monitoring: to build pollutants dispersion models • PL 3 - Evaluation of population exposure • PL 4 - Epidemiological evaluation of the effects on health • PL 5 - Study of the toxicological effects of air pollutants • PL 6 – Definition of criteria for Health ImpactAssessment • PL 7 – Communication and management of environmental conflicts

  4. LP6 - 1 – HIA methodology for new plants activity 1- literature analysis: search, identifcation, collection and review of HIA methodologies and methods I - Extensive search and collection of HIA documents STEPS II - Development of an HIA classification framework to facilitate the selection of HIA tools III - Literature review and classification of HIA documents using a classification framework Identification of models to undergo a selection process OUTPUT Definition of criteria and main requirements to build an HIA process adapted to the proposal Intermediate report

  5. activity 2 - models selection: I - Summary of HIA applications STEPS II - Development of a questionnaire to establish consensus on main issues to tackle for an HIA procedure to be applied to waste incinerators III - Choice of the most appropriate HIA methods based on the consensus conference results Development and validation of a tool to allow the selection of HIA model appropriate to the evaluation of incinerating plants OUTPUT Models to be compared Intermediate report

  6. activity 3 - model selection: I – Testing procedure trough 3 Policy Delphy rounds (e-mail questionnaire, with open response) to develop consensus on a basic model, a retrospective-adapted model, a local conditions-adapted model STEPS II - Analysis of results OUTPUT Retrospective analysis document Recommendations for HIA process in the context of Moniter project Final report

  7. LP6 - 2 - Communication Activity A.Literature search about HIA and communication Activity B. Face to face interviews to Moniter expert and responsible to explore communication issue and the knowledge about HIA, as well as barriers and stereotypes Activity C. Specific recommendations about communication, training, public awareness raising

  8. LP6 - 3 – HIA Protocols 1 - “HIA Model to be applied on new incinerating plants” 2 - “HIA Guidelines for the built environment” 3 - “HIA Model to be applied on projects, plans, programmes” The public health officers responsible for drafting the results had a long-standing involvement in producing opinions for public decision-making, and they were thus able to exploit the experience and address the practical needs of public administration The documents include checklist and practical information, to plan an HIA

  9. The protocols produced by Moniter were presented and selected for the implementation of a new project funded by the Italian Health Ministry, named VIS.PA. Valutazione di Impatto sulla Salute per la Pubblica Amministrazione Health Impact Assessment on behalf of Public Administration The background idea is that theavailability of HIA guidelines, including specific testing methods, candetermine a substantial improvement in evaluation of policies, and it is especially important in environmental health issues like waste management. HIA is a strong tool to be used to answer to public concern about risk management, as it can give a picture of the present situation and a baseline for further evaluations.

  10. A training activity is presently ongoing The HIA model is discussed and will be tested for the issuing of rulings in the ‘technical decisionmaking conferences’ (projects, territorial management plans and programmes, generally subject to EIA and SEA) during one year.  a RAPID HIA model 40 units of personnel from the administrations of six Italian regions participate: Emilia-Romagna Region – coordinator Piemonte Toscana Veneto Marche Sicilia

  11. the issuing of rulings in the ‘technical decisionmaking conferences’ A standardised format for opinions will be used, including checklists A set of evaluation standards has been established to collect the experience and to validate a model for Rapid HIA  A tool for Public Administration in the Health sector to release good quality evaluations, to be used for the planning process

  12. Thank you for your kind attention …. and questions liliana.cori@ifc.cnr.it
