American Reinvestment and Recovery Act (ARRA)and Re-employment Services (RES) • Re-employment Services (RES) is a US DOL funded program that was created in the 1980s. • RES are enhanced services to help UI claimants gain more rapid re-employment, reduce exhaustion rates, and save UI Trust Fund resources • Federal funds eliminated three years ago. • ARRA provided two year funding to implement these programs again • ARRA RES is the program by which Wisconsin has initiated its statewide WorkKeys / NCRC program
ARRA RES Changes, Take I • Hired 50 project staff (44 field, 6 central office) • Retained profiling formula, but changed rules: • 50% most likely and 50% least likely to exhaust • Utilized new jobcenterofwisconsin.com (JCW) • Created new letter w/ pre-session requirements: • JCW registration • JCW resume • JCW survey
ARRA RES Changes, Take II • Expand services to more UI claimants • Enhance services by offering: • Group session: 1 hour presentation focused on workforce resources and job search basics • 1:1 individual interview. To identify issues and next steps. Based on: • Conversation • JCW resume, and • JCW survey • Triage process • Work ready • Counseling • Referral
RES and the NCRC, Take I(Overview) • Assume everyone has basic knowledge of WorkKeys • Prioritizing three WK tests that comprise the NCRC • Math • Reading, and • Locating information • Signed by Governor Doyle • All UI RES customers in WI have opportunity to take WorkKeys and earn NCRC
RES and the NCRC, Take II(Customer Process) • Utilize KeyTrain as pre-assessment practice tool (and CBT remedial skills tool) • Hand out KeyTrain User ID and Password in RES session to all customers • Customers practice until pass level 3 pretest or achieve 80% on KeyTrain • Call toll free call center, utilizing call center anywhere technology (one of five new call centers Job Service is currently operating)
RES and the NCRC, Take III(Customer Process) • Call center staff verify eligibility and readiness • KeyTrain minimum requirements • 0/1 WorkKeys tests taken • Validate RES participation • Job Service local proctors utilize new “workshop scheduling” feature in ASSET (WIA case management / reporting system) • Call center staff use ASSET to schedule customers into upcoming WorkKeys tests • Once pass all threetests, Job Service mails NCRC direct to customer
RES and the NCRC, Take IV(Re-employment Eligibility Assessments) • Wisconsin is a first year state for DOL REA funds • Implemented effective 4/1/10 • Operating in six Wisconsin cities: Menasha, Green Bay, Madison, Milwaukee, Eau Claire, Janesville • Enhanced RES: More intensive requirements including full participation by UI staff • REA is fully integrated into RES process, including WorkKeys • All REA participants have access to KeyTrain and WorkKeys, and opportunity to earn NCRC
ARRA RES / CCA Numbers, Take I • Re-employment Service Data • Pre 7/1/10: 2-3 sessions, 50-60 claimants / week • Post 7/1/10: 90 sessions, 800 claimants / week • Post 4/1/10: 100 sessions, 1000 claimants / week • Call Center Statistics • Jobseeker Call Center: 27,000 calls (including over 1,000 in Spanish and Hmong) • Employer Call Center: 10,600 calls, 76,000 job orders, 9,700 new employers registered • RES Call Center: 19,400 claimants rescheduled
ARRA RES / CCA Numbers, Take II • RES Related Statistics (Since 07/09) • Sessions: 3,300 RES Sessions serving 30,000 claimants • Triage: • 4,000 to counseling • 15,000 as work ready • 23,000 to partners • RES Counseling: 630 sessions serving 2,350 claimants • WorkKeys / NCRC Related Statistics • KeyTrain: 12,300 students created. Students logged 9,800 hours, passed 5,600 pre-tests and 2,300 lessons • WorkKeys: 455 total tests taken • NCRCs Awarded: 163 NCRCs
Creating a Wisconsin Work Readiness Credential, Take I • Job Service is working to make NCRC the work readiness credential for WI. • Part 1: Getting Employer Buy-in • Outreach • Materials (including employer commitment) • Business Service Teams • Regional Leads • Employer Call Center
Creating a Wisconsin Work Readiness Credential, Take II • Part 2: Partnering • Have prep, proctoring, and scheduling logistics available statewide – for any partner who is interested • Have met with DOC, DVR, DPI, TANF, UI, Veterans Program, Apprenticeship and WIA • 2A: UI Mailing to 12,000 non-RES Claimants • 2B: Milwaukee Initiative, effective 4/19/10 • 2C: Veterans Program Initiative, effective early May, 2010 • 2D: Using ARRA funds to make WorkKeys / NCRC available to all Job Center partners, effective Summer, 2010 • Long term: Partner funding model, cost recovery plan
