What is BRAC • Adjust structure from supporting huge mobilization efforts (WWII) to address foreseeable needs/ asymmetric warfare • This is the 1st round of BRAC since September 11, 2001 • The 2005 BRAC recommendations aim to improve: • Security - Transformation • Organizational Effectiveness – Joint Operations • All BRAC DoD Actions to be completed by September 2011

Maryland Installation Movements • 15,375 federal civilian/military jobs have moved to Maryland as of July 2011. (project 21,400 by September 15, 2011) • To date, 6718 indirect jobs have been created in Maryland and growing. Anne Arundel County example: • 2009 – 11 New Companies located with 242 total New Employees/ 49 Expanding Companies with 1631 total New Employees • 2010 – 9 New Companies with 433 total New Employees/ 21 Expanding Companies with 1658 New Employees. INITIATE: BRAC Subcabinet Mission Mission • Enable the State of Maryland to fulfill its responsibility to support our nation’s defense and security efforts while maximizing the benefits and opportunities resulting from the U.S. Department of Defense’s BRAC process. • Through a regional approach, the Subcabinet will coordinate State activities and work with the federal and local governments to prepare for and accommodate incoming households and jobs while sustaining and enhancing the quality of life throughout the State. • Prepare and implement an action plan, in collaboration with local jurisdictions, to identify and guide critical tasks, programs, projects, activities and initiatives that address the needs created by the arrival of residents and businesses. • Supplement and disseminate information on programs and opportunities that will harmonize efforts to bring quality, long-term, Smart Growth associated with BRAC-related military installations. Inspiring Innovation • Creation of an environment that spurs creativity and other innovations in policy and practice through open collaboration with Congress, federal/state/local governments, private sector and public. • Legislation and innovative programs.
Subcabinet Highlights: Infrastructure $3.5B • BRAC Zone program to provide funding to local governments for infrastructure costs. • High/Low tiered strategy to triage priority multi-modal transportation projects. Approx. $130M for immediate short term improvements. • Demand Management Memorandum of Understanding for most congested areas. • Housing “BRAC Match” to help with down payment/closing costs and $100M in loans through the MD Mortgage Program. • MDE water summit and signing of regional Memorandum of Understanding (BRAC area projects total $343M).
Subcabinet Highlights: Workforce Creation • One stop centers in other states to assist BRAC movers • Licensing Waiver for BRAC Families (27 licenses + teachers) • Extend in-state tuition to all BRAC movers • Resume writing and federal jobs training to meet USA Jobs criteria/ specific veterans recruiting (Mil2Fed website and Operation Stand Down)
Subcabinet Highlights: Workforce Creation • BRAC Higher Education Grant Fund ($3.7M to 19 schools) • Establish Security Clearance education in all public middle schools in partnership with Ft. Meade Alliance: project-scope.org • Launched BRAC Internships Clearinghouse website in partnership with Colleges in Maryland and defense contractors: internshipcenter.mhec.maryland.gov • Expand Science, Technology, Engineering, Mathematics (STEM) and Career & Technology Education programs throughout state

Looking Ahead: Opportunities Beyond BRAC • Foundation for a new IT/Cyber Security Industry Cluster especially with stand up of Cyber Command • Opportunities for P3s, Enhance Use Lease and other financing structures to meet the demand for Regional Higher Education Centers, Convention Centers, University Research Park, transportation infrastructure, etc. • Additional collaboration with the Department of Defense to meet their goal of 25% use of renewable energy by 2025. (32CFR Part 211 establishes a mission compatible evaluation process for state and local governments.)
