Project funded by European Union Project implemented by International Labour Organisation EU IPA 2010 Project on Human Resources Development in Albania INTRODUCTION OF THE PROJECT Objectives: Improving the labour market functioning and quality of human capital, covering the improvement of the capacity of labour market institutions and employment promotion by enhancing the employability of Albanian workforce Components: Component 1: Modernisation of the State Labour Inspectorate. Component 2:Modernisation of the National Employment Service Component 3:Vocational Education and Training (VET) Reform.

Activities: 1.1 Development of strategic documents 1.2 Adoption of legislation in the field of OSH in line with EU Acquis 1.3 Capacity Improvement of the SLI staff throughtrainingand other tools 1.4 Development of information and communication systemof LI 1.5 Improved awareness on OSH by public opinion and employers

Project funded by European Union Project implemented by International Labour Organisation EU IPA 2010 Project on Human Resources Development in Albania INTRODUCTION OF THE ACTIVITY 1.2 Adoption of legislation in the field of OSHin line with the EU Acquis Objective: To provide assistance to the Albanian authorities in the harmonisation process of Albanian legislation on OSH with the EU rules. Transposition of nineteen Individual Directives of the Framework Directive 89/391/EEC Three steps: 1.2.1 Elaboration of Table of Concordance - comparative analysis of particular provisions 1.2.2 Recommendations for revision of existing or new legislation 1.2.3 Technical assistance in drafting new, harmonised regulations

Project funded by European Union Project implemented by International Labour Organisation EU IPA 2010 Project on Human Resources Development in Albania OBJECTIVES OF THE WORKSHOP - To harmonise our minds in favour of our mutual approach in WG work • to understand the strategy of the New approach in EU OSH legislation • to understand the principles of the Framework Directive and its implementation tools • to be familiar with implementation of particular safety management system tools and functioning of management system as a whole • to be aware on elaboration of Tables of Concordance (on EU rules) and their analyses • to understand the principles of transposition and EU harmonisation process • to understand basic general legislative rules and principles for development of legislative texts.
