Introduction • In anticipation of increase in number and proportion of older population in Indonesia a document has been compiled entitled National Plan of Action (NPA) for Older Persons Welfare. • The document has been compiled and coordinated by The Ministry for Coordination of Peoples Welfare with other related sectors including community social organizations concerned with issues related to the older population supported by international organizations

  3. Objectives • To establish policy maker political commitment as well as NGO activist including community leaders and religious leaders in management of older persons issues • To establish older persons informal support that maintains and enforces family and community support of the older population • To establish older persons formal support that improves health and social services including identifying an older persons social security system

  4. Objectives (2) • To strengthen institutional capacities through increasing inter sector cooperation by enforcing operational commitments in older persons management • To establish the role of older persons in issues related to family, community, nation and state

  5. Seven strategic steps • Formation and strengthening of older person institutions • Strengthening coordination between related institutions • Strengthening management of poor, neglected, disabled and victimized older persons • Maintaining and strengthening family and community support of the aged

  6. Seven strategic steps (2) • Solidifying older persons health services • Increasing older person quality of life both economic, mental, religious, actualization and quality • Increasing availability of older person special facilities

  7. Main Programs • Social welfare, protection and security for older persons • Older person health system • Older person family and community support • Older person quality of life • Special facilities for older persons

  8. Supporting programs • Data collection and planning • Increasing professionalism • Increasing institutional facilities • Research and development • Increasing organization and work mechanism • Increasing laws and regulations

  9. Current status • Legislation in the form of Presidential Decree of NPA for Older Person Welfare will be issued in 2005 • Presidential Decree on National Commission on Ageing has been issued on 22 June 2004, consisting of members representing community, government and academia, followed by Regional Commissions focused in 6 (six) aged structured population provinces in Java (except Jakarta), Bali, west Sumatra, and north Sulawesi

  10. Policy • Policy implementation on older population in Indonesia is through integrated community-based policy approaches combined with formal and informal support encompassing family, community, government and business world as well as independent older persons themselves

  11. National Commisson Task Force • Government: Ministry of Peoples Welfare, Social Affairs, Health, Home Affairs, Transportation, Housing and Environment, National Family Planning Board. • Academia: University of Indonesia, and InResAge/Trisakti University. • NGO: Yayasan Emong Lansia and LLI
