PREP Mission Statement • To Prepare families and individuals for homeownership; and • To Rebuild communities through the elimination of substandard housing, neighborhood revitalization and rehabilitation and the acquisition of vacant underutilized properties while preserving the fabric of our communities; and • To Educate families and individuals on the importance and value of homeownership and proper financial management while Equipping individuals and families with life skills; and • To Prosper the City of Griffin and its citizens through community and household economic development while aiding families as they build a solid foundation through homeownership; • PREP is committed to enhancing the quality of life for all Griffin citizens by assisting families in achieving homeownership goals and transitioning to greater economic or life-style independence while planting seeds of financial stability and wealth for future generations.
Neighborhood Revitalization • One Town, One Goal Program • Mission – to improve the quality of life for our citizens’ one neighborhood at a time • Adopted the Thomaston Mill Neighborhood Urban Redevelopment Plan (URP) – May 13, 2008 • Awarded Community Development Block Grant (CDBG) – to improve water and sewer infrastructure in Thomaston Mill neighborhood • Awarded Community HOME Investment Program (CHIP) – for down payment and closing cost assistance
Demolition of Dilapidated housing units • 43 dilapidated single-family dwelling units were demolished • 16 of these were demolished by the City • 27 were demolished by private owners • 2 substandard multi-family dwelling units were demolished by private owners
New Codes or Ordinances • Amended Medium Density Residential (MDR) zoning district - October 2008 • eliminated the provision which allowed group homes for disabled persons, personal care homes and halfway houses as Special Uses in the MDR zoning district • preserve the intent of the MDR zoning district • to encourage the formation and continuation of a stable environment for residents of medium density residential developments • discourage encroachment of uses that could adversely affect the intended residential character and integrity of the MDR district

New agencies/ organizations/ authorities created • Affordable Housing Enterprises, Inc. • Griffin Area Land Trust • Housing Authority of the City of Griffin • Griffin Housing Development Corporation and the Griffin Housing Management Corporation
Grants Received for Housing Initiatives • Community HOME Investment Program (CHIP) $300,000 • down payment and closing cost assistance totaling up to $12,500 for 20 first time, low income homebuyers • Program advertised through direct mail and the local news paper • Held first homebuyers workshop on Saturday, February 7, 2009 • 43 attendants • 45 Pre-Screening Applications have been received
