Commissioning of Services primarily for ; Placement for LAC – Family Support service – CSC /Localities Service Level Agreements ? Business Management ; Contract /procurement management Fee negotiation Market Management Payment and Invoice management

High cost placements No consistency in methodology for sourcing placements Context of high case numbers, high-stress, high pressure environment for social workers, placement finding and business processes being an additional burden Children and Young people experiencing many placement moves in one year and 1 child up to 11 Placements were made initially to be short term but then drifted into long term Children came into care without plans for their future or exit strategies if this was appropriate Providers reported that we had many more emergency placements than other authorities What issues lead us to ART !

What we have achieved Reduced unit costs Maximised in house provision Improved placement finding and placement stability Multi agency input to decision making Source of expertise and information Reduced and managed emergency admission and placements Increased use of family based care Improved relationships with key partners Improved relationships with Providers leading to better market management Improved financial management and savings on spend of OOB budget Development of management information and reporting Reduction in bureaucracy within LA
