3. High cost placements
No consistency in methodology for sourcing placements
Context of high case numbers, high-stress, high pressure environment for social workers, placement finding and business processes being an additional burden
Children and Young people experiencing many placement moves in one year and 1 child up to 11
Placements were made initially to be short term but then drifted into long term
Children came into care without plans for their future or exit strategies if this was appropriate
Providers reported that we had many more emergency placements than other authorities What issues lead us to ART !
