  2. Scope and Coverage of the IRU Seminar To Seek and Spotlight the Best Instrument to maintain Trade and Road Transport Facilitation by implementing: • the WCO SAFE Framework and • WCO AEO Guidelines to obtain AEO Status

New Security Measures need to be Balanced • European Union Economic and Social Committee report on “Security of Transports” of March 2003: “If security procedures become too stringent the business of transporting goods could grind almost to a halt, which would give terrorists the success they were seeking. New security measures should be balanced.”

WCO SAFE Framework andAEO Guidelines to obtain AEO status The WCO Framework of security standards and AEO guidelines are to secure and facilitate global trade by providing: • Customs to Customs relations and • Customs to Business relations • Comprehensive package of security requirements • Accreditation criteria to obtain AEO status

Implementation of WCO SAFE Framework WCO SAFE Framework is an instrument : • to establish international standards to secure trade for all modes of transport • to strengthen the cooperation between Customs administrations • to strengthen Private Public Partnership (PPP) But it is not a binding legal instrument!

The TIR Convention is the best solution to implement the WCO Security Requirements TIR Convention can provide: • Mutual recognition between Customs of the new WCO security requirements • Advance Cargo Information (ACI) • Effective communications platform • Efficient risk management tools to secure road transport transport of multimodal container movements • True and effective facilitation for trade and road transport operations • TIR CONVENTION IS THE BEST GLOBAL MULTILATERAL LEGAL INSTRUMENT TO IMPLEMENT THE WCO SAFE FRAMEWORK AND THE AEO GUIDELINES
