INTRODUCTION TO NORTHERN CAPE • Bordering the cold Atlantic Ocean, Northern Cape is a province of extremes: the lowest and highest temperatures in the country, the lowest rainfall, the smallest population (2% of the total population of South Africa) and the lowest population density (2,0 persons per square kilometer – compared to 375 people per square kilometer in Gauteng). But the surface area (361 830 square kilometers) is the largest of the nine comprising 30 % of the total area of the country (1 219 090 square kilometers). • 36% of the population are under the age of 15 and 4% over the age of 65. • Approximately 79% of the entire adult population (aged 20 years and older) of Northern Cape do not have Standard 10. • 23% (almost 1 in every 4) of the black population in the Northern Cape have no formal education at all. 2

REGIONAL OFFICE KIMBERLEY BACKGROUND • KIMBERLEY WAS FOUNDED IN 1870 AFTER THE DISCOVERY OF DIAMONDS AND IN 1887 DE BEERS CONSOLIDATED MINES LTD ASSUMED CONTROL OF ALL THE DIAMOND MINES • A TRENDSETTER IN MANY WAYS, KIMBERLEY CAN BOAST THAT IT WAS THE FIRST CITY IN THE SOUTHERN HEMISPHERE TO INSTALL ELECTRIC STREET LIGHTING AND THE FIRST IN SOUTH AFRICA TO SWITCH TO AN AUTOMATIC EXCHANGE, AND THAT IT HOUSED THE COUNTRY’S FIRST STOCK EXCHANGE. • OUR BIGGEST TOURIST ATTRACTION BEING THE BIG HOLE WHICH IS 1.5KM IN CIRCUMFERENCE AND ABOUT 365M DEEP, WAS THE RICHEST DIAMOND YIELDING MINE UNTIL IT CLOSED IN 1915. • OTHER NOTABLE ATTRACTIONS WOULD INCLUDE THE WILLIAM HUMPHREY’S ART GALLERY AND THE MCGREGOR MUSEUM OF NATURAL HISTORY. • OUR PRINCIPAL INDUSTRY INCLUDES DIAMOND CUTTING, THE PROCESSING OF LIME AND TUNGSTEN AND THE MANUFACTURE OF CEMENT AND BRICKS. • THE LANGUAGES SPOKEN IN OUR REGION ARE ENGLISH, AFRIKAANS, SETSWANA, XUN!, KHWE AND XHOSA. • WE ARE ALSO PROUD TO INFORM THAT THE XUN!, KHWE AND SAN COMMUNITIES ARE +/- 10KM FROM KIMBERLEY, AT A PLACE CALLED PLATFONTEIN • THE LANGUAGES SPOKEN BY THEM ARE RECORDED ON OUR NATIONAL EMBLEM !KE E: / XARRA //KE (UNITY IN DIVERSITY)
STATE OF OFFICES THE OFFICE RELOCATED TO A NEW BUILDING / OFFICE DURING 2003. OFFICE CAN BE REGARDED AS A MODEL OFFICE FOR THE COUNTRY. OFFICE CATERS FOR THE NEEDS SUCH AS IT ARE DISABLED FRIENDLY, THERE ARE A MOTHER’S ROOM AVAILABLE, A SEPARATE ROOM TO CONDUCT MARRIAGES, SEPARATE CUBICLES WHERE SEPARATE INTERVIEWS CAN BE CONDUCTED, AND A DISABILITY FRIENDLY COUNTER. COUNTER STAFF IS MULTI-SKILLED OFFICE HAS IT’S OWN AUDITORIUM, CAFETERIA FOR STAFF, ENTERTAINMENTAREA (LAPA BRAAI AREA), FULLY EQUIPPED KITCHEN. SHOULD THE NEW ESTABLISHMENT BECOME INTO OPERATION OFFICE SPACE WOULD BE INADEQUATE AS OFFICE IS ALREADY FILLED TO ITS MAXIMUM CAPACITY.

DISTRICT OFFICE DE AAR BACKGROUND • DE AAR WAS A FARM THAT BELONGED TO JAN GABRIEL VERMEULEN (SWART JAN). AND IN THIS FARM A PIT (VEIN) WITH PERMANENT FRESH WATER WAS DISCOVERED AND IT PROVIDED WATER TO THOUSANDS OF SHEEP, THUS THE NAME DE AAR • DE AAR IS SITUATED IN THE KAROO WHICH IS FAMOUS FOR THE BEST SHEEP FARMING IN THE WORLD AND THEREFORE DE AAR CONTRIBUTED TO THE CONNECTION BETWEEN TRADE AND TRANSPORT IN MANY PARTS OF THE COUNTRY. • THIS TOWN USED TO BE THE 2ND BIGGEST RAILWAY JUNCTION IN SOUTH AFRICA BUT DUE TO THE INCREASE IN ROAD TRANSPORT, THE LIME LIGHT OF THE TOWN IS NO LONGER, THUS THE HIGH PERCENTAGE OF POVERTY. • THE TOURISM ATTRACTION FOR THIS TOWN IS THE GARDEN OF REMEMBRANCE, HOUSE OF OLIVE SCHREINER AND THE KHOISAN ROCK ENGRAVINGS. • DE AAR IS THE POOREST REGION/ DISTRICT IN THE PROVINCE WITH ECONOMIC GROWTH AVERAGING 1% OVER THE PAST 5 YEARS, WHICH IS BY FAR LOWER THAN THE PROVINCIAL AVERAGE GROWTH OF 2% OVER THE SAME PERIOD. • THE TOWN’S POOR PERFORMANCE IN THE ECONOMY IS DUE TO THE HIGH LEVELS OF UNEMPLOYMENT AND POVERTY. • THE POPULATION IS MADE UP OF THE WHITES, COLOUREDS, SOTHO AND XHOSA AND OF WHICH MOST PEOPLE PREFER TO SPEAK AFRIKAANS AND / OR XHOSA
STATE OF OFFICE OFFICE SITUATED IN THE CBD AND IS ACCESSIBLE TO THE PUBLIC. ENTRANCE OF OFFICE IS HOWEVER NOT DISABLE FRIENDLY AND OWNER WORKING ON ISSUE IN CONJUNCTION WITH MUNICIPALITY. ABLUTION FACILITIES ARE VERY AWKWARD NOT USER FRIENDLY, AS IT NEEDS TO BE REACHED BY STAIRS AND AT TIMES EMBARRASSING BECAUSE ALTHOUGH SEPARATE FACILITIES ARE AVAILABLE FOR GENDER GROUPS THE SAME MAIN ENTRANCE TO THE FACILITY HAS TO BE UTILIZED. NO ABLUTION FACILITIES ARE AVAILABLE TO MEMBERS OF THE PUBLIC. OFFICE SPACE WILL BE TOTALLY INADEQUATE WITH THE ENVISAGED NEW IMMIGRATION ESTABLISHMENT AND SHOULD THE CIVIC SERVICES ESTABLISHMENT ALSO BECOME OPERATIONAL. LEASE WAS RENEWED 31 DECEMBER 2005 WITH CONDITION THAT OWNER WOULD BE IN A POSITION TO AVAIL ADDITIONAL OFFICE AS SOON AS NEED ARISE

DISTRICT OFFICE KURUMAN BACKGROUND • KURUMAN IS A TOWN SITUATED IN THE KGALAGADI DISTRICT MUNICIPALITY WITH A POPULATION OF 190 000, AND THE DOMINANT LANGUAGE BEING SETSWANA. • THE TOWN IS NAMED AFTER THE SAN CHIEF WHO WAS KNOWN TO BE KHUDUMANE • KHUDUMANE, THE SAN CHIEF WAS KILLED BY THE TLAPIN TRIBE ON THE HILL OVERLOOKING THE TOWN. • THIS TOWN IS ALSO KNOWN AS GASEGONYANA MEANING “SMALL CALABASH” • KURUMAN IS FAMOUS FOR MINING IN ASBESTOS, MANGANESE, HAEMATITE, CROCIDOLITE AND IRON. • KURUMAN IS BLESSED WITH A PERMANENT AND ABUNDANT SOURCE OF WATER FORM OF A MINERAL SPRING CALLED THE “EYE’’ DELIVERING 20 BILLION LITRES A DAY.

REGIONAL OFFICE UPINGTON BACKGROUND • UPINGTON WAS FOUNDED IN 1884, A TOWN 400KM AWAY FROM KIMBERLEY AND IT WAS NAMED AFTER SIR THOMAS UPINGTON, PRIME MINISTER OF THE CAPE COLONY (1884 – 1886) • IN THE 1870’S THE AREA WAS INHABITED BY THE KORANNAS UNDER THE LEADERSHIP OF KLAAS LUCAS AND OF KLAAS POFADDER. • IN THOSE DAYS THERE WERE RIVER PIRATES LIVING ON THE MANY SMALL ISLANDS IN THE GARIEP RIVER PREVIOUSLY KNOWN AS THE ORANGE RIVER • THE ORANGE RIVER FLOWS NEXT TO UPINGTON AND IS ONE OF THE BIGGEST SOURCES OF INCOME DUE TO THE INTENSE IRRIGATION OF THE VINEYARDS ALONG THE RIVER BANKS, THUS UPINGTON ACCOUNTS FOR ALMOST 10% OF THE SOUTH AFRICAN WINE PRODUCTION. • UPINGTON IS AGAIN FAMOUS FOR IT’S DRIED FRUIT. • THIS TOWNS CLIMATE CAN REACH A MAXIMUM OF 40 DEGREES CELSIUS AND A MINIMUM OF –4 DEGREES CELSIUS • THE UPINGTON REGION EXPERIENCES THE MOST HARSH CIRCUMSTANCES LIKE HEAT, SNOW IN SUTHERLAND, DROUGHT AND SAND STORMS IN THE KALAHARI, AND ON THE OTHER SIDE WE ARE BLESSED WITH THE AUGRABIES WATERFALLS, THE KONGO CAVES, GEMSBOK NATIONAL PARK, NAMAKWALAND, BOESMANLAND, THE ORANGE RIVER, THE BIG FIVE, KAAPSE FYNBOS, THE KALAHARI DESERT AND THE HANTAMBERG. • THE PREFERRED LANGUAGE IS AFRIKAANS EVEN THOUGH MOST OF THE PEOPLE ARE THE XHOSA’S.

DISTRICT OFFICE SPRINGBOK BACKGROUND • SPRINGBOK IS KNOWN TO BE THE HEART OF THE NAMAQUALAND REGION. • THE SPRINGBOK AREA IS POPULATED MOSTLY BY COLOUREDS AND AFRIKAANS IS THE DOMINANT LANGUAGE. • THE NAMAQUALAND REGION IS RICH WITH NATURAL RESOURCES AND HAS A FEW MINES SURROUNDING THE AREA, EVEN THOUGH SOME OF THE MINES HAVE ALREADY CLOSED. • IT IS RICH IN FARMING CATTLE AND IS ALSO FAMOUS FOR THE GROWING OF DATES. • UNEMPLOYMENT IS A SERIOUS CHALLENGE IN THE AREA AS A RESULT OF THE CLOSING OF MINES AND THE LOW LEVEL OF EDUCATION WITHIN THE COMMUNITY. • POVERTY IS COMMON IN THIS PART OF THE PROVINCE.
