Providing information for SWD to understand the Agencies’ financial position and consider the way forward post 2005/06 • Survey Agencies’ financial projection based on Agencies’ input • Assess, if assistance is required: • The nature and extent of need • Options of assistance • Criteria and mechanism for assessing eligibility for assistance • Recommend feasible strategies for Agencies to improve their financial position • Coverage: All 161 NGOs under LSG

Key Success Factors • Survey design • Pilot tested with 16 Agencies • Field work • Help desk and quality assurance • YOUR PARTICIPATION • Quality completion of survey • On time reply (on or before September 3, 2004) • CONFIDENTIALITY • Individual agency information not be identifiable in the report

Guidelines • Use current (2004/05) service scope and volume as basis • Except for changes (increase/decrease) that have already been confirmed • Do not need to take into account inflationary/deflationary impact on salary, allowance, expenditure and income • Except for salary adjustments based on the confirmed civil service adjustments • Use annual and financial year end figures for each year
