Please keep in mind that the general rule for free market competition is: copy, improve, be better or be cheaper, compete… A patent is an exception to the general rule, allowed by the government, in the public interest, to encourage investment in innovation.
Scenario A Person X (represents government) to person Y (represents pharmaceutical company): “Whenever you invent a new essential medicine, we will be obliged to buy or to subsidize it. We will… … pay for your research in accordance with the public health value of your innovation, then let the market decide the price of the medicine .”
Scenario B Person X (represents government) to person Y (represents pharmaceutical company): “Whenever you invent a new essential medicine, we will be obliged to buy or to subsidize it. We will… … reimburse your expenses, multiplied by five (assuming that at least one out of five attempts should be successful), and let the market decide the price of the medicine.”

Scenario D would deserve the Golden Raspberry, because if it were not reality, nobody would believe any government could be that stupid… And as the international community is moving towards accepting global responsibility for global health, we urgently need to fix this.
