  1. Bringing intelligent systems to the market: the new European research challenge of Field Operational Tests FESTA Workshop 11 December 2007 Fabrizio MinariniHead of Sector ICT for Transport Directorate General Information Society and Media European Commission

  2. i2010 and the Intelligent Car Initiative TheIntelligent Car is one of the i2010 Flagship Initiatives. The objective is to improve the quality of the living environment by supporting ICT solutions for safer, smarter and cleaner mobility of people and goods. Intelligent Car Research FP6 FP7 Challenge 6 – 2 Objectives. Awareness Set of specific Actions eSafety Forum Stakeholders coordination

  3. Intelligent Car Initiative:from passive to active system approach Intelligent Car Systems new solutions contributing to solve societal challenges related to transport: Reduce the number of fatalities and injuries on the roads by alerting the driver of dangers Increase overall performance of the transport systems by providing real time information Contribute to a more efficient use of fuels by better vehicle and traffic management

  4. Intelligent Car: Objectives Focus on Safer, Cleaner and Smarter Vehicles • Coordinate and support the work of relevant stakeholders, citizens, Member States and the Industry through eSafety Forum • Support research and development in the area of smarter, cleaner and safer vehicles and facilitate the take-up and use of research results • Create awareness of ICT based solutions to stimulate user’s demand for these systems and create socio-economic acceptance

  5. 1st year achievements • Coordination and support eSafety • eCall 3rd Com – Signatures MoU – EP Report • HMI ESoP • ADAS Code of Practice • Incentives • Research and development: • Strategic Research Agenda • Co-operative V/V & V/I systems • ICT for Clean Mobility • FOTs • Create awareness • eSafety Aware • Studies: Benchmarking - Eurobarometer

  6. Intelligent Car Implementation • new • Commission Communication • Adopted 17/9/2007 • Towards Europe-wide • Safer, Cleaner and Efficient Mobility:The First Intelligent Car Report • Action 8 • The Commission will launch Field Operational Tests (FOT's) within FP7 by mid-2008.

  7. History of Research on ICT for Transport 160m€ FP6 2002-2007 150m€ IST 98-02 TAP 94-98 Transport Telematics 92-94 DRIVE 1986-90 PROMETHEUS Eureka Activity

  8. FOT: the missing ring in the R&D chain • Several Systems have been developed (PREVENT) • Demonstrations have been used to test the technical and functional behaviour • Often constrained to controlled conditions and in limited scale • This situation has created a true need for improved knowledge on questions that are crucial for a faster market implementation. • how drivers use intelligent systems, • what are their short and long term effects • how system performance could be further improved. • Answers very valuable to the industry but also to policy makers and public authorities in their decision making process.

  9. Field Operational Tests Objective of FOT in FP7 • Validate the effectiveness of ICT based systems for safer, cleaner and more efficient transport in a real environment • Analyse driver behaviour and user acceptance • Analyse and assess the impact of intelligent safety and efficiency functions using real data • Improve awareness on the potential of intelligent transport systems and create socio economic acceptance • To obtain technical data for system design and product development • To ensure the transferability of the FOT results at National, European and International level.

  10. Field Operational Tests FOCUS ON TECHNICALLY MATURE SYSTEMS Examples of systems • eCall • enhanced night vision systems • advanced cruise control plus stop-and-go functions • lateral support systems like lane change assistant and lane departure warning • emergency braking • speed alert • collision avoidance and collision mitigation systems • pedestrian protection • driver hypo vigilance monitoring and warning • trans-national Real time traffic information • active navigation (navigation augmented with dynamic traffic information).

  11. FOT Requirements FOTs should be: • Carried out at European level according to the FESTA handbook, • With the necessary fleet of vehicles and infrastructure, • With the appropriate number of drivers • During sufficiently long periods to collect data that will allow statistical value and scientifically sound conclusions. The purpose is to test and evaluate IVSS FUNCTIONS and not brands’ products

  12. FOTs Networking Complementary ongoing/past experiences Europe • Demonstration activities in previous R&D programmes • National FOTs Japan • SMARTWAY • FOT - part of the national R&D Programme USA • IVI, VII,

  13. Field Operational Tests Planning FOT • Phase 1: First call • Ramping up of FOT; to analyse and establish the structure, organisation, running conditions and assessment methodology of FOT in Europe • Phase 2: Second call • FOT:s on technically mature ICT systems, including technical, user acceptance, efficiency and deployment aspects • Phase 3: Future calls • FOT on co-operative systems • Labelling and Networking of FOTs

  14. Field Operational Tests Timing Call 1 • Successful ramping up of Field Operational Tests • FESTA Call 2 • Large scale Field Operational Tests • Evaluated in November 07 • Results available this week to ICTC • 4 large Proposals received • 2 IPs + Networking activity selected

  15. Field Operational Tests Future WP 09-010 Orientations • Large scale Field Operational Tests • FOT on Intelligent Vehicle Systems • FOT on Cooperative Systems • Focus on problem specific scenarios • Urban Traffic • Intersection safety • Motorway Driving • Naturalistic Driving for accident causation • FOT Methodology

  16. Field Operational Tests Indicative Budget & Call Information • Objective 6.1: Call 1 • budget Available57 M€: • Rumping up FOTs: FESTA – 1.4m€ • 100% Funded • Objective 6.2: Call 2 • Indicative budget available: 48 M€: • Large scale FOTs: 2 IPs+SA ~ 25m€ • WP 09-010:??
