Background • Most of the 30 EU/EEA countries identify migrants as an important sub-population in the national response to HIV • Improved understanding of the epidemiology of HIV among migrants is essential to tailor HIV prevention and treatment programmes. • Data sources • Results from the European Surveillance System (TESSy) – HIV/AIDS data from 2010 • Data reported in 2012 towards monitoring of national HIV responses to the Dublin Declaration
Heterosexually acquired HIV cases: 35% in individuals from countries with generalised HIV epidemics • Only 27% of countries report information on uptake of HIV testing among migrants • Only 53% report on access to ART among migrants • Many indicate that particular migrant sub-groups (MSM, IDU, SW) are at very high risk Kjfkdljfkjkjfkajklajf;kjf;kjf;kjf;khvjhvjkhn;jvnjknmnvmncmvxn mnm,n mnklj;lk jh;lKjfkdljfkjkjfkajklajf;kjf;kjf;kjf;khvjhvjkhn;jvnjknmnvmncmvxn mnm,n mnklj;lk jh;lj;klgj;kljg;klfj Proportion of persons originating from countries with generalised HIV epidemics among heterosexual cases, EU/EEA, 2010 Source: ECDC/WHO. Late diagnosis: Proportion of CD4 <350 and <200 by transmission group • Country-reported barriers to prevention and care • Language • Lack of knowledge about health services and rights • Stigma • Fear of deportation • Legal barriers 19 EU/EEA countries (N=15 899 cases), 2010 Source: ECDC/WHO. HIV/AIDS Surveillance in Europe, 2010
Main conclusions • Migrants from countries with generalised HIV epidemics are disproportionally affected by HIV in the EU and would benefit from improved access to HIV testing and treatment • Better evidence for decision-making is needed for this population as are better measures of HIV transmission among migrants after arrival to the EU/EEA • Strong political leadership is needed to develop and expand programmes for migrants • from countries with generalised HIV epidemics • sub-populations of migrants at particularly high risk for HIV
