BACKGROUND • ICC CWC 2007 is the largest Mass Crowd Event that will be hosted in the Caribbean (Over 100,000 visitors & estimated two billion TV viewers). • 16 Teams, 58 Games, 67 Days, 9 Countries • Security and Safety is the Primary Concern. • Public Safety & Disaster Management is part of the Security Directorate. • Medical & Health is incorporated into all Plans and Procedures.

THE VENUE TOUR • Completed during the last week in November by ICC team of Officials • This was the final Inspection by ICC • All Venues Passed (But areas identified for improvement) • Regarding Safety & Security: • Lack of integration in planning • Greater familiarization of venue and facilities • Use of the Tangled Moat at all locations • The Alert systems to be installed in the VOC
STADIUM SAFETY OFFICERS (SSO) • 24 Safety Officers Selected by 9 Venue States: • Antigua & Barbuda - 2 • Barbados - 3 • Grenada - 2 • Guyana - 3 • Jamaica - 4 • Saint Kitts & Nevis - 2 • Saint Lucia - 3 • Saint Vincent & the Grenadines - 2 • Trinidad & Tobago - 3
ROLE & RESPONSIBILITIES OF THE SSO • Represents ICC CWC 2007 in the VOC • Primacy for Safety and Security in the Stadium during normal Match time • Pre Game Inspection & Certification • Post Game Inspection & Report • Advise LOC, LSC, VOC on Safety • Assist in the development of Stadium Contingency Plans • Close Liaison with all Lead Agencies including the Emergency Services
OTHER UPDATES • The Safety & Security at the entry gate of the Stadium (Turnstiles) • The Tangled Moat System – Used to stop Pitch incursion • The VOC • The Recommendation for Seating in the VOC

PRESSING ISSUES • NDCs & LSC Chairpersons Need to meet & Interact with the Stadium Safety Officer • NDCs & SSO need to complete Stadium Contingency Plans • LOCs needs to plan Table Top Exercises to test Plans & Procedures • LOCs needs to prepare for Second Mandatory Evaluation by ICC CWC 2007 Security Directorate • Oriel/CTS Training of all General Safety & Security Staff – Dec 2006 to Feb 2007
THE WAY AHEAD • Continue to use existing infrastructures • More integration required at all levels • Support the Stadium Safety Officers – They are new and have a huge responsibility • Functional Exercise in January & February (when stadia are finished) to test Plans and Procedures
CONCLUSIONS • Less than 90 days to go • Don’t build new – use existing structures • Remember Safety Starts with “S” but begins with “U” • The Caribbean will conduct a safe and secure 2007
