  3. What Are performance measures? Information and data about LIHEAP households that shows who receives benefits, how LIHEAP is targeted, and how much it reduces energy burden. Why is it necessary? • Records and tracks data, including how benefits are dispersed, how many eligible households exist, and how much the energy burden is reduced • Shows the impact of LIHEAP on households • Improves management of the program • Informs budget and programmatic decisions • Reports to Congress, Department of Health and Human Services, Indiana General Assembly, and the Governor • Case statement for continued funding for future program years

  4. Performance Measures What we collect as performance measures comes directly from HHS. This website can be found, here.

  5. What is a High energy Burden Household? High Energy Burden Households: Have the highest home energy costs Spend a large share of their income on utilities Are more affected by changing utility prices Not all clients who have the lowest income are high energy burden households. It is also based on energy consumption. For example: Two households: • A household with a yearly income of $10,000 and an annual utility bill of $2,000 pays about 20% of their income on utilities. • A household with a yearly income of $30,000 and an annual utility bill of $2,000 pays about 7% of their income on utilities. The first household has a higher energy burden than the second household. Why?

  6. In 2016, there was about an 11:1 ratio of Non High Burden to High Burden Households. • In 2017, there was about an 7:1 ratio.

  9. Changes for PY2019: • Wx allocation will decrease from 12% to 9%. If you need more funding for continuing projects, please ask us • LSP Administration will decrease from 8.8% to 8.5%.

  10. State Plan The State Plan is an estimated look at how LIHEAP will be administered for the year. It must be submitted each year and reflect the details of how income is calculated, what constitutes crisis assistance, and monitoring mechanisms. State plans are public information, and can be found, here.

  11. LIHEAP Clearinghouse site LIHEAP Clearinghouse is an informational tool that contains data from each state’s LIHEAP program. The site contains: State Snapshots Performance Measures for multiple years Funding and Budget Estimates Reports to Congress State-by-State Comparisons Resources and Tools for Grantees and the Public News and Updates The Clearinghouse site can be found here and here.
