FEANIThe European Professional Engineer Organization Created September 1951 in Luxembourg by Professional Engineer Organizations from 7 European countries: Austria, Belgium, Switzerland, Germany, France, Italy, Luxembourg Today: FEANI unites Professional Organizations from 26 EU countries> 80 National Engineering Associations> 2 million professional Engineers Possible next Members: • French and Norwegian organizations re-integration- Organizations from Russia, Serbia Montenegro, Croatia- Applications received from other candidates: Turkey

FEANIThe European Professional Engineer Organization • Headquarters of the Federation: Secretariat General in Brussels, Belgium • In each country where FEANI is present: 1 FEANI National Member, composed by one or several National professional engineering organizations • Principle of Working within the Federation:Subsidiarity FEANI Secretariat General - an umbrella organization for EU Affairs FEANI National Members – for National Affairs

FEANIThe European Professional Engineer Organization General Assembly (GA): each National Member (NM) is represented • The highest decision making body • Decides the general policies • The budget • Elects the Executive Board Executive Board: President, Vice-President, Treasurer, and 6 Officers • Nominated by the General Assembly for a 3-year term • Responsible for implementing the policies and decisions approved by the GA Secretary General: • Implements the policies and decisions as delegated by the Board • In charge of the day-to-day business of the Secretariat General • A permanent function System of Shares: • Each NM may acquire a certain number of shares (between 1 and 11) representing a certain number of criteria (gross national product, population, number of Engineers, …) • Determines weight of voting of the National Members at the GA only for some decisions (Statutes, new Members, …)

FEANIThe European Professional Engineer Organization Purpose: • Through its National Members, help the Engineers to improve their career development • To affirm the professional identity of the Engineers of Europe by • ensuring the professional qualifications of Engineers of member countries are acknowledged in Europe and worldwide • asserting status, role, and responsibility of Engineers in society • safeguarding and promoting the professional interests of Engineers • facilitating their free movement within Europe and worldwide • To strive for a single voice for the engineering profession of Europe, whilst acknowledging its diversity in • developing a working cooperation with other international organizations concerned with engineering matters • representing the Engineers of Europe in international organizations and other decision making bodies

FEANIThe European Professional Engineer Organization In this framework, every three years, the Executive Board defines new Strategic Objectives/Strategic Projects For the period 2006-2009 the priority areas are: • EUR-ACE (Accreditation of European Engineering Programmes • Improve-consolidate International Role of FEANI • Implement Professional Card for European Engineers • Prepare Position Papers on key societal issues … in addition to the on-going work of the FEANI Committees (EMC, CPDC) and the on-going activities in view of EU relations, finances, communication

EUR ING & INDEXof FEANI • Consequence of this complex situation concerning Training and Regulation:- serious problem of recognition for Engineers who want to exercise in another European country and have their ‘competence’ recognized - great restrain for the mobility • FEANI contribution for promoting Mobility and Recognition: the EUR ING title, designed as a guaranty of competence for professional Engineers - Establish a framework of mutual recognition of qualifications and facilitate the movement of practicing Engineers within and outside the geographical area represented by FEANI’s member countries - Provide information about the various formation systems of individual Engineers for the benefit of prospective employers - Encourage the continuous improvement of the quality of Engineers by setting, monitoring, and reviewing standards

EUR ING & INDEXof FEANI Application for the EUR ING title: • Step 1: FEANI National Monitoring Committee (at National Member) • Step 2: FEANI European Monitoring Committee (EMC) - 13 experts from 13 countries Deliverable: - a ‘parchment’ - a ‘certificate’ with the data of the candidate

EUR ING & INDEXof FEANI The EUR ING is based on the FEANI INDEX • Contains for the countries a list of institutions of engineering higher education where FEANI is present and their engineering programmes, which are recognized by FEANI as fulfilling the mandatory requirements for the EUR ING title • Centrally maintained at the Secretariat General • Conditions for a programme to be included in the INDEX:a minimum duration of 3 years (180 ECTS), and providing a suitable balance of basic sciences, engineering sciences, and non-technical subjects • The acceptance process is based on a description of the teaching staff qualifications, in terms of academic degrees and professional experience, and of laboratory facilities used by the programme

EUR ING & INDEXof FEANI The FEANI INDEX(cont) The INDEX includes • more than 9,600 programmes • about 2,600 different names of programmes • more than 970 schools The INDEX comprises • a short description of the national engineering educational and professional systems • the names of the accepted institutions of engineering higher education and their accepted programmes • the academic title in the national language • the nominal duration of study, expressed in U and T • the period of validity of the course

EUR ING & INDEXof FEANI • Recognition of the EU Commission: TThe European Commission, in a statement to the European Parliament, has recognized the FEANI Register and the EUR ING designation as valuable tools for the recognition of national diplomas among Member States " The FEANI scheme is an excellent example of self-regulation by a profession at European level and it provides a model for other professional groups in the technical and scientific sector, such as chemists and physicists. The FEANI register recognizes and builds upon the diversity of forms of engineering education which exist in the Community and can adapt to any changes which may be decided upon at national level. The procedures for dealing with applications for registration also provide a good respective expertise. Registration on the FEANI register indicates that, whatever the duration or content of his or her initial training, the engineer has reached a certain level of professional competence, certified by his or her peers both at national and European level. Bearing in mind that Member States are required by the caselaw of the Court to take post-diploma professional experience into consideration, when reaching their decision on recognition, the Commission considers that an engineer who has obtained the title of Eur Ing should not normally be required to undertake an adaptation period or sit an aptitude test, as provided for in Article 4 of Directive 89/48/EEC."

The Professional Cardfor Engineers From a FEANI EUR ING propriety title to an open recognition concept: The Professional Card Legal framework: The new EU Directive on ‘Recognition of Professional Qualifications’ supports professional organizations with EU coverage to issue a ‘Professional Card’ However, the Professional Card is not a legally binding document and its use, in the countries regulating the profession, does not replace nor overrule the national legislation in place related to recognition of professional qualifications

The Professional Cardfor Engineers The Project ‘Professional Card’ • Project introduced in the framework of the EU ‘Year of Mobility 2006’ - by FEANI and EUROCADRES • Step 1: Investigate the feasibility and added value for deploying a Professional Card for Engineers and set up a concept • Step 2: Implement the concept of a Professional Card – if results of step 1 are positive
