  2. History Recently the government announced infrastructure grants being made available for communities to upgrade aging facilities. Senior staff discussed some ideas to apply for a grant and the best opportunity to make a large impact was to enhance and revitalize Memorial Park. Memorial Park has aging facilities and without a comprehensive plan and available grant funding to address the area a total transformation may not be possible. Staff completed a rendering of the area suggesting a series of changes to address a number of key facility and park issues including, • A lack of available parking • Aging underused facilities • A lack of storage for grounds maintenance and other users • Truncated use of space • A lack of flow for all park users

The scope of work is as follows: • Remove all buildings except the Crystal Palace • Remove racetrack • Relocate one hardball diamond • Increase and improve parking for parks and the Community Centre facilities • Install new underground services • Construct a band shell and Fair board offices • Construct storage areas for grounds maintenance and user groups • Construct a new Cattle barn building adjacent to the Crystal Palace • Add trails to the grounds • Install irrigation systems for turf • Increase base of shade by planting more trees • Install beach volleyball courts

Financial Analysis • It is anticipated that the scope of work as per the application will cost about $2,000,000 including a 10% contingency with a cost sharing formula as follows, • CIIF Funding - $1,000,000 • Town of Tillsonburg $500,000 • Tillsonburg Agricultural Society - $250,000 • Ball and park users - $250,000

  5. 2013 Goals and Objectives • Undertake a Memorial Park, Fairgrounds and Lake Lisgar development and revitalization study. • To define ways to improve the area to facilitate recreational, cultural, aesthetic improvement and economic development opportunities as means to showcase the natural beauty of this important municipal asset. • Work in conjunction with the Lake Lisgar Revitalization Committee, Rowing Club, • Tillsonburg Agricultural Society, baseball and softball organizations.
