Reasons why plans fail… • Project current trends rather than analyze the future for opportunities. • Primarily bargain for resources rather than identify new resources. • ‘Pad' their plan to avoid close measurement. • Consider the purpose of planning to be the plan itself. • Resist the discipline that planning requires. • Resist changes in the status quo. • Fear making mistakes. Reasons why plans fail… (cont) • Avoid thinking beyond short-run, day-to-day activities. • View their part of the organization as more important than other parts. • Are uncertain about the expectations of upper-level managers. • Comply with rather than being committed to goals. • File their plan away until next year and do not look at it. • Become bored with the planning process. Implementation Strategy(an accompanying document to the Plan) • Consult! • Consultation processes that include all stakeholders in a meaningful way. • Stakeholder consultation is a critical step in ensuring that the implementation of goals and objectives is achieved consistently throughout the organisation. • Once the plan is developed, it needs to be disseminated in an accessible way for all stakeholders, including new staff. • This may require mainstreaming the Plan into some induction and promotion processes.

  6. Implementation Strategy(an accompanying document to the Plan) • Commitment from the top! • Resource allocation – budget. • Incentives for actioning goals and achieving targets. • Redirection of efforts and rewards towards priorities identified in the plan. • Celebration of successes at significant milestones. • System in place for maintaining focus on the Plan.

  7. Monitoring and evaluation • A monitoring and reporting system should be established to accompany the plan. • E.g. incorporate Plan indicators related to objectives as part of performance appraisal for Deans / Heads of Depts • E.g. Deans report annually on progress on the Plan • E.g. Deans conduct performance appraisals for staff based on indicators related to strategies in the Plan. • This can resemble a ‘report card’ – i.e. DGTE Annual Report includes reporting against targets in the Strategic Plan.

  10. Total Quality Management • Quality Management: emphasises continuous improvement and participatory problem solving techniques. • Outcomes are linked to goals (and therefore prioritized) in a continuous action learning cycle.

  11. A Strategic Planning and Quality Framework Based on valid and reliable evidence, what’s going on out there now and over the next 5-10 years? Environmental Scan Again based on valid and reliable evidence,how does our College or Centre fit into that context? SWOT Analysis Therefore, what can our College or Centre do to best help? Strategic Goals How are we going to make it happen, and to what standard? (May be set at Centre, College or departmental level). Operational Goals,Strategies, Targets Based on evidence, how do our policies, processes and practices help us to meet our standards, targets and goals? Self Assessment Quality Improvement Plan What can we improve to help us meet our goals and standards?

  12. Applying ADRI Analysis • APPROACH • What do we plan to do and how? (i.e. plans, policies, procedures etc) • DEPLOYMENT • How do we do it in practice?(i.e. practices, traditions, consistency and reliability) • RESULTS • How do we know we are doing well?(i.e. evaluation process) • How are we doing? (i.e. what do our results against targets / standards show?) • IMPROVEMENT • How do we know do we need to improve? (i.e. feedback process) • What needs improving? (i.e. improvement objective)

  13. ResultsBroad Questions • For each goal or objective, what are the results? • Does the Centre/ College know exactly how and why those results were achieved? • Have these results been appropriately contextualised (e.g. using targets, trends and benchmarks)? • What meaning/interpretation does the center and college derive from the results?
