EMPOWERMENT • RBCT is currently 21.58% black owned with Black women owning 2.81% • All miners, need to meet the mining charter empowerment criteria of empowerment ownership of 26% by 2014. This will directly filter through to RBCT. • Quattro 4 Mt is currently allocated to 23 Junior Miners. DMR oversees the allocation process; empowerment is one of the significant qualification criteria.

RBCT PHASE V EXPANSION • RBCT has a capacity of 91mtpa, with the following breakdown of shareholding:- • At 76mt capacity: • 4mt capacity allocation for Junior Miners was made available and administered by the Department of Mineral Resources (DMR) for allocation to emerging miners • At 91 Mt capacity in 2005: • 15mt capacity at an investment of R1.6bn investment by Phase V empowerment emerging black export miners for shareholding and entitlement. This figure includes the 3mtpa allocated to Eskom

PHASE VI EXPANSION TO RBCT • Expansion from current 91 m/ton p.a to 110 m/ton p.a • Infrastructure requirements (Based on initial planning) • Additional Tippler • Extension of existing stockyard area • Additional Ship loader • Associated conveyors, towers and silos • Substation reconfiguration • Provide export access to meet aspirant coal exporters requirements, while getting the advantage of efficiencies of a bulk handling facility

RBCT PHASE VI EXPANSION - STATUS • RBCT Board and shareholders in response to the call for more capacity allocation for junior miners is exploring the phase VI option and offering a partnership with government through Transnet to provide an additional 19mtpa coal export capacity through the Richards Bay Coal Terminal through the main coal line. • Preliminary research work has been done on the Terminal Capacity plans for Phase VI expansion which would increase current capacity of 91mtpa to 110mtpa. • Potential equipment and capacity requirements for this expansion have been established through the research work.
