  3. The “Guarantee” • A free place for all 16-19 year olds • A choice of relevant and meaningful learning opportunities for each student • Enables everybody to achieve NCEA L2 or equivalent • Lays a strong foundation to progress to further education, training and work

  4. Vision This requires: Transforming the education system at the Secondary-Tertiary-Work interface

  5. Mission, Success Achievement: BPS target – 85%, or more Retention: 15-19 yrs olds remaining in education Transitions: Progressing to Level 4+ (Tertiary and/or Training)

  6. Operational Priorities • Directly targeting achievement in a very student centred way • System level changes to achieve sustainable student-centred opportunities and improved system performance
