NINE PRINCIPLES OF - “LOAC” • 1. Fight only Enemy Combatants • Do not harm enemies who surrender; disarm them and turn them over to your superiors • Do not kill or torture prisoners
4. Collect and care for thewounded, whether friend or foe. 5. Do not attack medical personnel, facilities, or equipment. 6. Destroy no more than the mission requires
7. Treat all civilians humanely. 8. Do not steal; respect private property and possessions. 9. Do your best to prevent violations of the Law of War; report all violations to your superiors.
LOAC • Some of history’s wars would probably not have occurred had the parties acted more humanely during the previous war.
LAW OF ARMED CONFLICT (LOAC) COMBATANTS - INDIVIDUALS AUTHORIZED BY THEIR GOVERNMENT TO ENGAGE IN HOSTILITIES, REGULAR OR IRREGULAR. NONCOMBATANTS - NOT AUTHORIZED BY THEIR GOVERNMENT TO ENGAGE IN HOSTILITIES -- CIVILIANS, CHAPLAINS, MEDICAL PERSONNEL, PRISONERS OF WAR, WOUNDED AND SICK. THEY MAY NOT BE ATTACKED .
LOAC UNLAWFUL COMBATANTS - NOT AUTHORIZED TO ENGAGE IN HOSTILITIES, BUT DO SO -- TERRORISTS - LOAC DOES NOT APPLY TO THEM. THEY ARE NOT GIVEN POW STATUS IF CAPTURED. TERRORISTS ARE JUST CRIMINALS.
