What is a needs assessment? • “A needs assessment is a systematic investigation of an audience (s) to identify aspects of individual knowledge, skill, interest, attitude and/or abilities relevant to a particular issue, organizational goal, or objective.” (NOAA, 2008) • “The systematic collection of information to help identify the health problems in a target population, the antecedents to these problems, and programming needs and ideas. It is also a necessary part of program planning and implementation, and it serves as the beginning of program evaluation.” (Hodges & Videto, 2005) U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. (2008). Needs assessment training. Retrieved December 29, 2008 from http://www.csc.noaa.gov/needs/ Hodges, B. & Videto, D. (2005). Assessment and Planning in Health Programs.
“The roots of change efforts for health enhancement begin in the early phases of needs assessment or problem definition.” (Kegler & Glanz, 2008)
