Energy Charter Treaty and Protocol on Energy Efficiency: More than 50 members; open to any exporting, transit or importing country National sovereignty over energy resources Investment protection based on non-discrimination WTO based trade provisions, including freedom of transit Investor-to-state and state-to-state dispute settlement procedures Protocol on Energy Efficiency and Related Environmental Aspects Model Agreements facilitating construction of cross-border infrastructure 5

Meeting demand in Asia: • Investments of $12 billion a year are needed until 2030 to satisfy energy demand in Asia • Clean energy investments are estimated between $7 and $9 trillion over the next 20-40 years • Finances alone won’t solve the problem • Both public and the private sectors need the right policy and regulatory frameworks to secure investments • There is a clear need in governance structures and enabling legal and regulatory frameworks.

Modernisation of Energy Charter • Enlarge membership: East Asia, South East Asia, Northern Africa • Enhance cooperation with international organisations • Update political mandate, adapt to new challenges: sustainability, low carbon • Global level: update 1991 political charter • Regional level: North East Asian Super Grid • Local level: sustainable energy action plans for four cities in AZ, BY, KZ, TJ

Joint regional study “Gobitec and Asian Super Grid” for renewable energies in North-East Asia The study is initiated by the Energy Charter Secretariat upon request from the Ministry of Energy of Mongolia. Project Partners: • The Energy Charter Secretariat (ECS) • The Energy Economics Institute of the Republic of Korea (KEEI) • The Ministry of Energy of Mongolia (MoE) • The Japan Renewable Energy Foundation (JREF) • The Energy Systems Institute of the Russian Federation (ESI) Project Timeframe: • 1 February 2013 – 30 October 2013
