  2. HQMC Presentation on MAGTFTC 29 Palms 1.1 MW Project • Project Background • Initiated ESPC efforts in 1997 • Strategic Planning - FMD • Utility Issues -Deregulation - Energy Crisis • Executive Order 13123 signed June ’99

  3. HQMC Presentation on MAGTFTC 29 Palms 1.1 MW PV Project • What is ESPC? - How Does it Work? • Contract vehicle for implementing energy efficiency • Performance-based results • Uses savings created by improving efficiencies • Monitor and verify savings to ensure performance • Guaranteed savings over life of project

  4. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Benefits to MAGTFTC • Funds critical infrastructure improvements • Improves Quality of Life aboard MCAGCC • Improves Mission Delivery • Critical loads have 24/7/365 electrical service

  5. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Highlights • Scope • Economics/Benefits • Project Schedule • Benefits

  6. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Background • Provide long-term infrastructure support • Began the process FEB 2002 • 1.2M sq. ft. Growth Next 10 years - BEQs etc. • Must Meet Mission Critical Objectives • Quality of Life Initiatives • Provide enhanced FMD support for Training Initiatives

  7. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Overview This ECSM will install a 1.1-megawatt (MW) alternating current (AC) photovoltaic (PV) power generating plant. Photovoltaic is a technology that converts sunlight to electricity using semiconductor solar cells (panels). This PV system will provide electrical power to MAGTFTC Twenty nine Palms. This system will displace the purchase of kilowatt-hours of electricity supplied by the local utility or by the new seven MW cogeneration plant currently under construction. The PV installation consists of the PV modules, support structures with single axis solar trackers, and power conditioning electronics with connection to the electrical grid.

  8. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Scope – Benefits • • Reduced energy costs • • Reduced emissions from displaced power generation • • Reduced fuel consumption • • Quiet power generation • • Reduction of toxic or other waste byproducts generated • • Low operations and maintenance requirements • • Additional energy independence from the local power grid • • Increased power reliability

  9. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Scope : Energy Management System • Provides new energy management system - • Replaces existing obsolete system components • Connects all Priority “A” & “B” (CW) buildings to central system • Connects additional non CW buildings on priority basis • Stand- alone fiber-optic network • Maintenance/repairs/replacement for contract term • Monitoring and control of building systems from central location

  10. HQMC Presentation on MAGTFTC 29 Palms 1.1MW PV Project • Project Scope : 1.1MW Photovoltaic Array • Provides renewable energy supply in peak daylight periods • Reduces electrical demand from outside grid • Largest Federal System installed in the world (non-commercial) • Interface through cogen electrical system - provisions already in place • $4.5M Utility Incentive for Renewable Resources • Maintenance/repairs/replacement through term of contract • Meets Executive Order 13123 Goals for renewable energy
