Program History • The firearms training program was established in 1991 by the Washington State Legislature with the support of the Private Security Industry. • Requires annual firearms certification for Guards, Private Investigators, and Bail recover Agents
Program History • In the early years there was very little professional supervision of the program. • In 1996 the program was given to the firearms training coordinator for the commission and many program changes were instituted. Mostly in the Instructor training and qualifications.
Program History • In 2002 the first Private Sector ICP trainer was accepted to the program under Steve Lettic. • Stricter standards were created for instructors requiring the accomplishment of objective standards. • Pass Instructor Qualification at 85% • Demonstrate physical skills to standard • Pass a written examination with 85% passing score. • End result a Professional Cadre of Instructors
Program History • 2006 Jeff Slotnick identified by the Commission as Program Lead • Training committee representing the various industries formed. • Research conducted to determine program requirements.
Program History • Recent Program Changes • User course of fire changed to reflect duty realities. • 40 hour instructor program and 16 hour recertification program add concealed carry to the curriculum. • 16 hour program now incorporates a training update. • User Guide changed to reflect course material reflected in instructor materials.
Future Program Goals • Recruit and train several private industry ICP’s • Conduct field audits of instructors/3600 Evaluation • Develop appropriate Shotgun and Patrol Rifle Certification and Re-certification Courses. • Create and distribute Instructor CD with resources, instructional Power Points presentations, and instructions.
Good News for 2009 • Regional Training • Incorporation of the Washington State Firearms Training by ASIS as a National Minimum Standard of Guard Training. • Seeking Professional Acceptance of private sector ICP’s by WASLEFIA • New User Manual in final legal review.
