Proposed 2008 ISAS Goals • Phase II & III of the WECC Interchange Tool (WIT) to be completed and fully functional. • Update ISAS documents and re-post or remove as needed on the WECC website. • Compliance - Ensure completion of Inadvertent Interchange Reporting Requirements per NERC Standard BAL-006-0 — Inadvertent Interchange.
Proposed 2008 ISAS Goals • Sponsor Annual Spring WECC Scheduler’s Meeting (4/28 & 4/29). • Provide WECC Staff assistance to keep WECC training material for interchange scheduling and ATF classes current. • Standards and Procedure Development – Monitor and participate in standards development, develop BP’s to improve reliability in the Western interconnection.
ISAS Action Items • WIT Phase II (Net Actual Interchange) • Most BA’s are uploading data automatically. • Projected completion for all: end of 1st Q, 2008. • E-tags involving the Eastern Interconnection will follow the Eastern Interconnection rules (i.e. losses will be on the same e-tag). • ISAS looking into the possibility of allowing the schedules and the losses to reside on the same e-Tag.
ISAS Action Items • Changes to NAESB/NERC Coordinate Interchange Standard Timing Requirements • E-tag timing tables and NERC Standards changed until sunset period ends one year. • A SAR has been submitted to make changes permanent. Timing tables have been split – one for WECC and one for everyone else.
ISAS Action Items • Vendor interoperability issues with E-tag 1.8 require resolution • ATFWG to survey, capture and clarify interoperability issues and communicate to JISWG and software vendors.
ISAS Action Items • WECC Operating Committee tasked ISAS with developing a communication vehicle/process for informing membership of updates to ISAS initiatives in a timely manner. • In progress of developing processes.
ISAS Action Items • Consistent numbering for all Business Practices. • Documents have been renumbered. • Will update with approval dates. • Anticipate completion by April ISAS meeting. • ATF to create a SAR for when ATF tags are to be used.
Electronic Scheduling Work Group Update on the WIT • WIT does not recognize additional hour and requires constant toggling between time zones to see all hours. • West to East validations are occurring. Sinking in the East should only use WIT validations until it is dropped off in the East. • WIT Registry - Multiple Entries – cumbersome process – investigating easier methodologies.
Electronic Scheduling Work Group Update on the WIT • Net Actual Interchange • Work group received a request for a summary display of NAI differences. • Currently available on a daily basis. • Would like the ability to see hourly differences for a longer period of time; maybe a report of hours noting differences in NAI.
Electronic Scheduling Work Group Update on the WIT • Interchange Report • Request received to have the ability to sort Imports and Exports by each interface separately. • Discrepancies would be easier to find. • Would also like the ability to hide tags not affecting a particular hour.
Electronic Scheduling Work Group Update on the WIT • Dynamic Schedule Adjustments • Some dynamic schedules are not getting updated in a timely manner. • There is a business practice requiring these schedules to be updated within 60 minutes. • No sanction for non-performance. However, BP requirements should be followed.
Electronic Scheduling Work Group Update on the WIT • WIT Validations • More granularity is needed for adjacency validations because e-Tags are being wrongfully approved. • Example, BA1 may be adjacent to a BA2 at point A, but not at point B. ESWG to work with OATI to integrate this functionality into the WIT.
Electronic Scheduling Work Group Update on the WIT • WIT Validations • Request to consider in lieu of WIT not working a set of rules we can use in the event of WIT failure. • Concern that there should be a grace period for Phase III WIT. Users need to be comfortable with what we are seeing in WIT is accurate information.
Business Practice Work Group • Clean-up items to BPs: • Version history is being updated as BPs are reviewed and cleaned-up. • INT-BPS-001-2 (Tagging Protocols): change “Dead” to “Denied”. • INT-BPS-009-1 (Capacity Tag Functionality): change to WR5.1, “Reliability Entities may adjust the e-tag up or down to facilitate energy delivery or may curtail the e-tag due to reliability Constraints. When the energy delivery for a capacity e-tag is reduced by a reliability entity, the entity shall choose whether this is a curtailment or an energy profile adjustment.”
Business Practice Work Group Update • Clean-up items to BPs: • INT-BPS-011-1 (Ten Minute Recallable E-Tag Functionality for Reserves): • Added “Generation Providing Entity” to Applicability section. • Change in WR1, “Normal” to “Recallable”; WR3, “Sink” to “Source” and “Load Serving Entity” to “Generation Providing Entity”.
Western Business Practices Work Group • An informal and voluntary work group. • Purpose is to try to help transmission customers get the information they need when purchasing and using transmission service. • The workgroup is attempting to create a document to help with consistency within the business practices required by FERC Order 890.
Western Business Practices Work Group • Transmission Function Employees and Shared Services employees are invited to participate. • Contact Marcie Otondo at APS if interested.
