PROMISE ver 1.2(PROjects Monitoring and Information System for Enterprise) Highlights • Capturing of information on specific identified Projects from the Initiation stage till closure of project • Updating of project status details at different time periods • Tracking and Monitoring execution of Projects • Pin pointing delays and over runs in projects • MIS reports and DSS reports • Facility for graphical analysis of project status dynamically • 100 % web based software Major Features • Data entry on projects, current status for each Department entered in database by the department • History of status updations maintained for every project for tracking • Minimum controls at some stages to ensure consistency and integrity of information • Previous Status details can only be revised, cannot be changed or undone Slide 3 of 8
PROMISE ver 1.2(PROjects Monitoring and Information System for Enterprise) Project and Work • Implementing Department, Contacts, Start date and Target end date, Estimated cost • Breaking up of Projects into components referred as ‘Works’ in the software • Each Project can be broke down into components under one of the following categories : • (1) With works that are undertaken parallely • (for example Rutland water project to supply water from Rutland to Port Blair) • or • (2) With similar work done at different locations • (for example construction of Godowns of Civil supplies department at various locations) • Details of locations, District, tehsil for the project, Environmental clearance, Project sanction details • Similar details captured for works • Every project is assigned an Unique ID by the software • Presently, the software is NOT meant for ‘assembly line’ type of works where output of one • work is input of the next work Slide 4 of 8
PROMISE ver 1.2(PROjects Monitoring and Information System for Enterprise) Project Status Details updation • Status of each project and work can be updated at different time periods • Details of Physical progress (% of work completed) & Financial progress (expenditure incurred) • History of status updations maintained for each project and work Monitoring of Projects • Report of all live projects (department wise), with work details and current status • Pin point projects and works which have exceeded targets of time and cost • Identify and track projects and works, that are likely to be delayed or to have cost over runs (DSS) • Department wise summary of projects • Graphical analysis of projects • Generate ‘Project Health Card’ which profiles the project and underlying works in complete detail Software Modules To be developed • Parent and implementing departments • Project proposal stage, “Assembly line” projects • Queries and MIS reports on parameters based on target costs, project specific delays and Tolerance level • Contractor database and performance of contractors vis a vis time and cost targets • Quality testing details, defects and rectification details Slide 5 of 8
PROMISE ver 1.2(PROjects Monitoring and Information System for Enterprise) Statistics of Data Entered (as on date) • Data of around 65 projects across 16 departments entered in software • Status updations of projects and works entered for 2 cut off dates (ending Feb 2009 and June 2009) • Individual user accounts have been created for each department for updating data • New projects and works, as and when taken up, can be entered in the database by the department Technology & Tools Used • 100 % web based software – Intranet to Internet • ASP.Net, SQL Server 2000 • Graphs published dynamically in internet from database • Online ‘Help’ manual available as part of software – downloadable as PDF document • Reports of software can be dynamically downloaded as PDF document from internet • Presently an ‘Intranet’ application, specific modules can be published dynamically in internet The PROMISE software can be accessed in the Internet in Address : http://www.and.nic.in Click on “Project Monitoring System’ under E-Governance Column (After launch date is confirmed) Slide 6 of 8
PROMISE ver 1.2(PROjects Monitoring and Information System for Enterprise) Process Changes and Refinement • Status date has to be fixed dynamically for each project, depending on key parameters • Quality and timely data is crucial, mandatory updation in the website • Projects need to categorized and grouped, Tolerance level needs to be defined • PROMISE can be customized for Minor projects also, reviews can take place at HOD level • PROMISE needs to be implemented in Totality for APWD, ALHW • Location specific analysis and integration of projects can be undertaken • Map based analysis and information retrieval can be useful • Need to integrate with expenditure details (at Major Head level) Slide 7 of 8
Department Information Management System for A & N Administration • PROMISEis part of Department Information Management System • Other components for which software has been already developed by NIC, Port Blair include : • 1.
